EXECUTIVE SUMMARY Recommendation to Establish the Collier County Government Office of Business and Economic Development OBJECTIVE: To work collaboratively with the private sector to promote a prosperous, sustainable local economy. BACKGROUND: The severe national recession that has so adversely affected our local economy over the past 5 years has challenged our community to consider new approaches to building a sustainable, resilient and prosperous future economy. Considerable public discussion and debate concerning this issue has occurred in various community forums during the past few years. In early 2010, The Greater Naples Chamber of Commerce and the Hodges University Johnson School of Business began working in partnership on the Collier County Comparative Analysis Project, a professional, objective research effort designed to identify best practices employed by selected local governments nationally and state -wide to promote business and economic development in their respective communities. The final report on the findings and observations of this ambitious effort was presented to the community by the project team on April 23, 2012. An overview of the project scope is provided as an attachment to this executive summary. The complete Phase III report was previously provided to the County Commission by the Chamber. On September 23, 2011, the former Collier County Economic Development Council presented its recommendations for strengthening economic development in the form of a strategic economic development plan prepared by KMK Consulting Company. The plan suggested new structures, new roles, new responsibilities and new leadership for local and regional economic development efforts. On January 14, 2012, The Greater Naples Chamber of Commerce formally announced the creation of the Partnership for Collier's Future Economy, a consortium of local business, education, government and non - profit organizations dedicated to providing continuing education, technical support, training and recognition programs to existing businesses. This organization, funded entirely with private contributions, is well organized, focused and highly motivated to move our local economy forward, as evidenced in the backup document in this executive summary. On June 19, 2012, the Florida Department of Economic Opportunity announced the opening of the public comment period for the enclosed Florida Five Year Strategic Plan for Economic Packet Page -384- 6/26/2012 Item 11.D. Development. This document highlights the importance of aligning State, Regional and local economic development planning efforts to optimize resources and results. For its part, the County Commission has taken several strategic, proactive actions during this economic downturn to preserve and promote business development, including the following: • Maintained low taxes and fees, including a 34% reduction in average residential impact fees • Streamlined and modified development regulations and building codes • Expedited building plan review and inspection services • Improved and maintained critical public safety and capital infrastructure • Improved and maintained public amenities, enhancing the area's quality of life • Continued investments in Community Redevelopment Areas and the Collier County Airport Authority as new business incubators and job creators • Offered targeted, performance based financial incentives to qualified businesses that generate high wage jobs CONSIDERATIONS: The Hodges University Comparative Counties Study referenced above revealed that there is no "one size fits all" approach to building and executing a successful business and economic development program. While different approaches to governance, structure, function and funding were identified among the various survey respondents, there were indeed certain best practices and common features present in all successful economic development initiatives. In terms of county governments, successful programs included strong support from elected officials for policies and regulations that fostered a favorable business climate and employment of a qualified professional staff to develop and execute the board's policies and program goals. Consistent with these best practices, the County Manager recommends that the County Commission establish the Office of Business and Economic Development reporting to the County Manager. This department will be staffed by a Director, a Business Development Coordinator, an Economic Research Analyst and an Administrative Assistant. The Business Development Coordinator position is an existing funded and filled position. Primary goals include improvement of the local business environment, promotion of high wage jobs, support and facilitation of business retention and expansion initiatives in the County and collaboration with private and not for profit organizations seeking to grow and diversify the local economy. A draft table of organization, program goals and objectives and position classifications are provided as attachments to this Executive Summary. If the recommended staffing plan is approved, the County Manager plans to hire an executive search firm to assist in the Business and Economic Development Director recruitment and placement effort. FISCAL IMPACT: Projected FY 2013 annual expenditures total $ 400,000 as follows: Personal Services $300,000 Operating $ 75,000 Capital $ 25,000 Source of funding is general revenues which are included in the proposed FY 2013 budget in the existing Economic Development cost center. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney. The Florida Legislature declared in enacting Florida Statutes Sec. 125.045 (County economic development powers) "that it is necessary and in the public interest to facilitate the growth and creation of business enterprises in the counties of the state." To that end, Sec. 125.045 confers broad powers on the governing body of a county to expend public funds to attract and retain business enterprises. The County Manager's proposal and recommendation set forth herein falls squarely within the powers granted to the Board, and as such this item is legally sufficient for Board action, requiring majority support for approval. -JAK GROWTH MANAGEMENT IMPACT: The recommended action supports the goals and objectives of the Economic Element of the adopted Collier County Growth Management Plan attached a backup to this Executive Summary. Compiles and prepares detailed project oriented proposals to qualified leads about Collier County and possible sites. Work involves preparing and processing varied administrative documents such as payroll, budget, purchasing, etc.; preparing a variety of operational documents, forms, reports, records and summaries; entering data and retrieving information from department databases; and maintaining automated and manual files. ESSENTIAL FUNCTIONS The following duties are normal for this position. Some have labeled this period an "economic tsunami." It has been characterized by significant reduced personal wealth and real estate values, massive foreclosures, and increased public debt coupled with significantly reduced ad Valorem tax revenues. Southwest Florida was hit particularly hard given the significant reliance in the region on real estate, construction, and tourism as the primary economic engines. Although not immune from the effects of this economic downturn, communities with a diverse economy and the resultant balanced ad Valorem tax revenue (that is, not overly reliant on tax revenue primarily from residential properties) experienced less severe employment loss and revenue shortfalls. About two years ago, recognizing these conditions, and in light of the ongoing public policy debate in Collier County focused on the structure and resources that might be allocated to economic improvement, the Greater Naples Chamber of Commerce (The Chamber) and Hodges University's Johnson School of Business began working in partnership on the Collier County Comparative Analysis Project. The purpose of this project is to identify possible areas of opportunity where the Collier County Business Community and County Government might best work together, by considering and comparing what has worked well within other Counties. The specific emphasis is on what structure those counties utilize and the effectiveness of that structure for the delivery of economic development and diversity. The University collected and analyzed data in a standardized and objective manner and generally provided guidance and assistance during the Study. This work was conducted under the leadership of Dr. Aysegul Timur and her team which includes: Dr. Gerald Franz, Anke Stugk, Davor Pranjic, Karen Karavitis, and Laurie McDowell. More than 30 counties were evaluated in Phase I and nine counties were chosen to study in detail. Relative data was collected and compared for the targeted Counties. Phase 11: The second phase narrowed down the comparison to five counties, including Collier Collier. As part of this phase, Chamber volunteers made calls to business leaders in these communities to garner anecdotal information on business climate within these communities. Phase I and 11 Reports: An initial report details the data collection and analysis conducted in Phases I and II, and introduces the demographics of each county, followed by an overview of their labor, income, industry and other statistics. Report it then provides information related to their respective economic development and diversity efforts. Phase 111: The third phase (a collaborative effort with the Greater Naples Chamber of Commerce and Hodges University Johnson School of Business Faculty and Students) narrowed the focus geographically to Florida, and identified 11 Counties to survey related to economic development structure, strategies, funding, incentives, and so forth. This phase included comparative economic and demographic data from eleven selected counties from the State of Florida in addition to data from the primary survey with quantitative and qualitative information concerning the respective county's economic development efforts. The purpose of the 11- County, 100 - Question Survey was to investigate and research County Government - Business Community Best Practices. The input obtained from the survey data will benefit not only Collier County but also the participants of this study and others who look for opportunities to learn from one another. The various county economic development models, revealed through the survey and the demographic and econometric data, including any commonalities, best practices, and other useful primary data, will presumably be instructive for elected and appointed officials and their constituents and stakeholders as futures decisions are made with regard to the focus and structure for the delivery of economic development and diversification in Collier County. Phase III "Final" Reports: Now, with the completion of the last project phase (Phase III), two final reports have been issued. Phase III - Report I provides a comprehensive statistical overview. Phase III - Report II provides a detailed overview of primary data /analysis —that being the responses from 8 respondents to the 11- County survey. The data collection and related analysis conducted by Hodges University's Johnson School of Business is objective in nature and intended to provide usable information related to best practices and "commonalities" in terms or structure, program, and other significant elements present in the various counties examined. Specifically, the Phase III survey of 11 counties (with 8 respondents) provides a Florida specific perspective with questions grouped into four distinct categories of information: I. Organization - Structure - Resources; II. Functions - Programs; III. Incentives; and, IV. Performance Measures and Other Questions. Again, this information, collected from various sources and provided in detail in the Phase III Final Reports, is objective in nature. We draw no specific conclusions, nor do we make any specific recommendations from this data. Rather, it is hoped that this Report will provide empirical data in an understandable and easily accessible format, such that it can be used by Collier County elected officials, as well as their constituents and stakeholders, as a valuable tool in determining the most desirable structure and related elements to be included in a model for the delivery of economic development in Collier County.
