Please explain in detail the reason you are requesting to speak (attach additional page if necessary): The residents at Naples Heritage are having difficulty finding the turn lane to Naples Heritage Drive from Collier Boulevard (CR951). The intersection is depicted on the attached Google map. The problem has persisted since the widening of CR 951. Although we have not yet had an incident, it is our view that we are dealing with an "accident waiting to happen" as a result of frequent quick braking of vehicles as people attempt to enter the development. In April, 2010 we wrote the Department of Transportation and Engineering requesting that Advance Street Name signs be placed both northbound and southbound. The guidelines in effect at the time of our request (copy attached) dated June 2009 indicated that the District Traffic Operations Engineer is responsible for the review and approval of signs at non - signalized intersections. Further, the guideline states "These signs may be installed on multi -lane divided highways that have a dedicated left turn lane, not just a median opening for the approaching critical or significant cross street. The posted speed of the roadway shall not be lower than 45 mph." Both of these requirements were met. Given that a number of Advance Street Name signs were in place at non - signalized intersections on Rattlesnake Hammock, Livingston and other locations around Naples, we felt that our request was consistent with current practices. In fact we received some verbal encouragement that our request was appropriate. After a two -year delay a new guideline (attached) was issued effective April 2012 establishing the requirements that the " ... the minor roadway has a an ADT of 2,000 vehicles per day or serves as the Packet Page -26- 6/26/2012 Item 6. B. single access to a residential development of 600 homes." We are not able to meet either of these new requirements. Please explain in detail the action you are asking the Commission to take (attach additional page if necessary): We are asking the Commission to grant an exception to the new guidelines authorizing the installation of Advance Street Name signs in advance of the intersection of CR 951 and Naples Heritage Boulevard in both northbound and southbound directions. Advance Street Name Sign Using Different Names April 2007 (5) Advance street name signs at signalized intersections should be installed when: (a) There is a documented history of side -swipe or rear -end crashes or; (b) There are high volume approached. 2.37.6 ADVANCE STREET NAME SIGNS AT NON - SIGNALIZED INTERSECTIONS (1) Requests to install advance street name signs (Figure 2.37 -4) at non - signalized intersections must be initiated by District Traffic Operations or based on a request received from the local agency having jurisdiction over the approaching cross street. Growth Management Division Construction & Maintenance Department Traffic Operations Section Advance Street Name Guideline, :April 2012 PURPOSE: To provide guidance on the design, placement and installation criteria for advance street names signs on the Collier County Highway System. MINIMUM REQUIREMENTS: Advanced Street Name Signs, at the discretion of Collier County Traffic Operations, may be installed at signalized or un- signalized intersections on the major roadway when the minor roadway has an ADT of 2,000 vehicles per day or serves as the single access to a residential develooment_with a minimum of 600 homes. The major street shall be classified as collector or arterial, provide access to a traffic generator, or possess other comparable physical or traffic characteristics deemed to be critical or significant. GENERAL GUIDLINES: I. Requests to install advance street name signs must be approved by Collier County Traffic Operations. 2. Advanced street name signs shall only be used to identify critical or significant cross streets. They are not intended to identify destinations such as cities, facilities, or residential neighborhoods. 3. Collier County shall maintain all approved advance street name signs. A right -of -way permit, the cost of installation and replacement of advance street name signs for private streets or those not open to the public shall be the responsibility of the private development. Signs shall be removed when the signs no longer meet current standards. 4. The word Street, Boulevard, Avenue, etc may be abbreviated to conserve sign panel length. 5. When a cross street is known by both route number and a name, use of the name is preferred. 6. When minor cross streets intersect the roadway between the advance street name sign and the intersection; additional legend such as "Next Signal" or "XX Feet" may be added to the advance street name sign. 7. Lettering used on the advance street name sign should be consistent with the legend on either the overhead street name or post mounted street names sign where appropriate. 8. Sign sheeting materials shall comply with the ASTM Type [11 (31V High Intensity Prismatic or equivalent). 9. Guidelines are based on the FHWA's Highway Design Handbook for Older Drivers and Pedestrians.
