EXECUTIVE SUMMARY
Recommendation to to approve a budget amendment in the amount of $77,889 for continuation of
services of the Retired Senior Volunteer Program (RVSP) from the Corporation for National and
Community Service.
OBJECTIVE: To accept the Retired and Senior Volunteer Program (RSVP) grant in the amount of
$54,522 and approve the related budget amendments.
CONSIDERATIONS: Sponsored since 1990 by Collier County, the Retired and Senior Volunteer
Program (RSVP) places seniors in almost 100 non - profit organizations and County Agencies for
community service. RSVP matches volunteers with agencies requesting senior volunteers to help serve
the needs of the community. The Collier County Housing, Human and Veteran Services Department will
continue to administer this project.
This is a three year grant with a period of 7/1/2012 to 6/30/2015 and a total grant award of $163,566.
Year one's grant period is 7/1/2012 to 6/30/2013. The award amount for the first year is $54,522 and
requires a match of $23,367. The County will provide this match in two parts. A cash match of $12,000
will be provided by the Miscellaneous Grants Fund (116) Reserves and the remaining match balance of
$11,367 will be provided by in -kind services. These in -kind services are to be provided by the County in
the form liability insurance and the use of the County Parks' rooms.
The notice of the award is pending but email notification that this grant will be awarded to Collier County
has been received from the grantor agency, the Corporation for National and Community Service. In
order to avoid a disruption of services for this program and to ensure that funds are available at the
beginning of this grant period, it is requested that budget amendments are approved and processed for this
grant.
The actual award document will be brought back to the Board of County Commissioners for approval and
formal acceptance. If at that time, the award amount changes, which is unanticipated, a budget
amendment adjustment will be requested to match the actual award. The budget amendment is required
due to timing differences between the grantors providing award notice and the time it take to process a
budget amendment to appropriate new grant revenues.
Without budget in place by July I", which is the beginning period of availability of the recurring grant
award, the RSVP and staff will need to cease operations as no appropriated budget will be available to
process operational expenses, including payroll.
FISCAL IMPACT: The grant amount of $54,522 funded by the Corporation for National and
Community Service requires a budget amendment to recognize grant revenue to Human Service Grant
Fund (707), Project 33218. The cash match of $12,000 will reside in the Human Services Grant Match
Fund (708) and will be funded by the Miscellaneous Grants Funds (116) Reserves.
LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote for Board
action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
request.
