EXECUTIVE SUMMARY
Recommendation to recognize FY 2011/2012 Federal Transit Administration Section 5311
additional funding in the amount of $17,666 to Collier Area Transit Fund (426) and
authorize all necessary budget amendments.
OBJECTIVE: To accept the FY 2011/2012 Federal Transit Administration Section 5311
additional funding in the amount of $17,666.00 and authorize all necessary budget amendments
to offset fixed route operation expenses of the Immokalee Circulator.
CONSIDERATIONS: During the January 29, 2008 BCC meeting, Item 16B3, a Joint
Participation Agreement (JPA) with Florida Department of Transportation was executed for a
five -year pass - through FTA Section 5311 Grant, JPA Number AOW89. This award is for the
provision of public transportation in Collier County's non - urbanized areas. Collier County has
used these funds for the Collier Area Transit operation of the Immokalee Circulator Route 8A
and Route 8B.
On October 11, 2011, Collier County staff received notification from FDOT of additional
funding for contract number AOW89, in the amount of $256,334.00 for FY2011/2012. The
Board of County Commissioners_ accepted those funds on November 8, 2011. The required 50%
match of local funds was the FY2011/2012 operating budget for Collier Area Transit Fund (426).
On March 30, 2012, the FDOT sent another notification of additional funding for FY 2011/2012
in the amount of $17,666.00; thereby, bringing the total for FY 2011/2012 to $274,000.00.
FISCAL IMPACT: A budget amendment is required in FY 2012 in the amount of $17,666.00
to recognize additional funding in the Collier Area Transit Fund (426) Project 35063. It should
be recognized that the FTA Section 5311 grant requires a 50% local match each year and this
match is budgeted and sufficient in the operating appropriation unit within Collier Area Transit
Fund (426) supported by Gas Taxes.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action. —SRT
GROWTH MANAGEMENT IMPACT: Consistent with Objectives 10 and 12 of the
Transportation Element of the Growth Management Plan.
RECOMMENDATION: To authorize all necessary budget amendments within Collier Area
Transit Fund (426) recognizing additional revenue received from FTA Section 5311 AOW89 in
the amount of $17,666.00 and to approve the Notification of Additional Funding for execution
by the Chairman.
