EXECUTIVE SUMMARY Recommendation to approve a substantial amendment to the Collier County 2011 -2012 Department of Housing and Urban Development (HUD) Action Plan (AP) to allow an application submission to HUD for Emergency Solutions Grant (ESG) funding; and to authorize the Chairman to sign the necessary certifications and documents for submission to HUD no later than May 15, 2012. OBJECTIVE: Provide rental vouchers to assist in re- housing homeless citizens until they can become financially stable. CONSIDERATIONS: Collier County is preparing a substantial amendment to its FY 2011 -2012 Action Plan for the Emergency Solutions Grant (ESG) Program to submit to the U.S. Department of Housing and Urban Development (HUD) in order to receive the second allocation of funding. Specifically, there were two funding allocations for the Emergency Shelter /Solutions Grant program. Collier County's first allocation of $94,611 was subject to the Emergency Shelter Grant Program regulations, and was awarded to the Shelter for Abused Women and Children. The County's second allocation of $53,219 must be used exclusively for homelessness prevention assistance, rapid re- housing assistance, Homeless Management Information Systems (HMIS) and Administration. An approved substantial amendment will allow ESG allocations in the future Consolidated Planning process. The funds are to be expended within 24 months of the date the agreement is signed by HUD. All requirements for application for the grant; including a 30 day public notice of the proposed substantial amendment, coordination with the Collier County Continuum of Care (CoC) and determination of proposed eligible activities will be included in the application, as well as a description of the proposed activity for case management and housing vouchers to be administered by CCHA. Due to the specific timeline constraints required by HUD, a draft application, certifications, proof of public notice, and documentation of CoC participation are included as support documentation for this agenda item. The additional funding associated with this grant will be used by the Collier County Housing Authority for housing vouchers and case management services to assist in re- housing homeless citizens. FISCAL IMPACT: By approving this proposed amendment and making application, Collier County will be awarded $53,219 in HUD funds through the Emergency Solutions Grant. This grant requires a one to one match (either in cash or in -kind services), which the selected sub - recipient agency will be required to provide. The Department of Housing, Human and Veteran Services will receive funds equal to 7.5% of the grant amount ($3,991.43) to administer this grant. When the funding letter is received, both the funding letter and a budget amendment will be brought back to the Board, a budget amendment will accompany it and those funds will reside in Housing Grants Fund 705. GROWTH MANAGEMENT IMPACT: The activities associated with this amendment are consistent with Housing Element of the Growth Management Plan. Substantial Amendment to the Consolidated Plan 2011 Action Plan for the Second FY2011 Allocation of the Emergency Solutions Grant (ESG) Grantees eligible to receive funds under the Emergency Solutions Grant (ESG) are required to complete a substantial amendment to their Consolidated Plan 2011 Action Plan. This form sets forth the required format for this substantial amendment. A completed form is due to HUD within 60 days of the publication of the HUD ESG notice. To aid grantees in meeting this submission deadline, the ESG Notice requires a 30 -day public comment period. ESG grantees are required to follow their Consolidated Plan's citizen participation process, including consultation with the Continuum of Care (CoC) in the appropriate jurisdiction(s). Grantees are also required to coordinate ESG activities with the CoC's strategies for homeless prevention and ending homelessness. To maximize transparency, HUD strongly recommends that each grantee post its substantial amendment materials on the grantee's official website as the materials are developed. A complete submission contains the following three documents: 1) A signed and dated SF -424, 2) A completed form HUD -40119 (this form), and 3) Signed and dated General Consolidated Plan and ESG certifications. The public comment period was from April 5 to May 5, 2012. A public hearing was held on May 8, 2012 by the local government entity, the Collier County Board of County Commissioners (Item 16D 10 -4876) to solicit public comments. This public meeting was advertised on the Collier County official website and placed in the main administration building where public notices are posted. In addition, local non - profit agencies were notified by email. 2a. HHVS is tied, not only by its active participation in the CoC with its partner social service agencies, but also electronically via the Homeless Management Information System (HMIS). The Collier County Sheriff's Office (CCSO) assists HHVS in this collaboration by assigning a deputy to work with the homeless population to improve their access to care and educating them on existing resources. In addition Collier County's two homeless shelters: St Matthew's House and The Shelter for Abused Women and Children are both active members of the CoC and work closely with HHVS to ensure the widest dissemination of information regarding available resources. The HPRP program, as well as the recent expansion of the HMIS system in Collier County has also served to strengthen the communication between the shelters and the non - profit providers to ensure a full complement of supportive services are available to those in need. Lastly, HHVS has established policy and procedures in place for the implementation of sub - recipients agreements. These policies and procedures mirror HUD requirements and are used to ensure ESG requirements and performance measures are met. A Grant Coordinator is assigned to each sub -re ' dent. The Grant Coordinator works with the sub - recipients to assist in the rstanding of their agreement terms. The Grant Coordinator works with on- Profit to develop a concise description of the ESG activity. The Shelter for Abused Women and Children (SAWCC) and St. Matthews House (SMH) [both homeless shelters in Collier County] work to provide safe, secure environments while taking individuals and families off the streets. These organizations work with individuals and families to stabilize them and then refer them to the Collier County Housing Authority (CCHA) for permanent housing. Briefly describe how the grantee plans to collaborate with the local agencies that can serve similar target populations, which received funds under the American Recovery and Reinvestment Act of 2009 from other Federal agencies, including the U.S. Departments of Education, Health and Human Services, Homeland Security, and Labor (limit 250 words). Response: HHVS, as the Lead Agency for the Continuum of Care, already collaborates with a number of local agencies, who receive funding from a variety of federal sources. These agencies have implemente ograms and services to assist the homeless and those at risk of becoming ho. The eligible activities of the ESG will fit seamlessly in Collier County's Continuum of Care model to transition homeless individuals and families to permanent housing.
