EXECUTIVE SUMMARY
Recommendation to reject ITB No. 12 -5820 to replace White Boulevard Bridge #034021 —
"Accelerated Bridge Construction Projects: White Boulevard and 23rd Street SW and 23rd
St. SW Safety Improvements" and authorize the re- advertisement of the project.
OBJECTIVE: To reject all bids received for ITB 12 -5820 for the replacement of White
Boulevard Bridge 034021 and construction of a new bridge connecting 23rd St. SW over the
Golden Gate Main Canal due to significant changes in the scope of the project as directed by the
BCC.
CONSIDERATIONS: Bid No. 12 -5820 was issued on November 14, 2011. One thousand
seven hundred and sixty -four (1,764) notices were sent out, 156 packages were downloaded, and
the County received five (5) bids for the Project on December 15, 2011.
The County advertised and bid this project in two segments so that it could choose to award the
entire project if the price was within budget or only award the construction of the White
Boulevard Bridge replacement.
The Engineer's estimate for the entire project was $5,379,440.00 and the low bid ( Astaldi
Construction Corporation) was nearly 7.34% under the Engineer's estimate.
Prior to awarding the project, at its February 14, 2012 meeting the Board of County
Commissioner directed the County Manager to consider options for the use of a temporary
bridge at 23rd St SW citing revenue shortfalls and budget constraints.
Pursuant to this direction, staff met with the low bidder to discuss construction of a temporary
bridge.
On March 15th Astaldi submitted a price of $926,948.65, which is 3 times higher than staff had
anticipated.
As staff considers other alternatives for maintaining traffic during the closure of the White
Boulevard Bridge, Astaldi was asked if they would hold their bid prices until the dry season in
order to allow other alternate methods of maintaining traffic to be explored and permitted.
On April 5th 2012 Astaldi Construction Corporation provided a letter by email stating that they
no longer wish to participate in the project given the change in scope and the requirement to hold
prices.
Staff therefore recommends that all bids be rejected and other temporary options for maintaining
traffic during the White Boulevard Bridge Replacement be evaluated and re- advertise the project
for bids for construction during dry weather periods.

FISCAL IMPACT: There is no fiscal impact in the approval of this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact in approving
this Executive Summary.
LEGAL CONSIDERATION: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval —SRT.
RECOMMENDATION: That the Board of County Commissioners reject Bid No. 12 -5820 for
the replacement of existing Bridge 034021 carrying White Boulevard over the Golden Gate Main
Canal; and direct County Manager or designee to re- advertise the project for bid.

SUBJECT: Temporary Bridge Specification
Dear Ms. Messam:
At the request of Collier County and adherence to the Temporary Detour Bridge
Specification, Astaldi Construction Corporation submits a price of $926,948.65 to design,
furnish, install, inspect, maintain and remove a two -lane bi- directional temporary bridge
including its foundations and approach roadways for the White Boulevard Bridge
Replacement Project in Collier Count, Florida. The items and associated costs are as
follows:
Earthwork for Bridge Abutments- $209,611.58
Work in this activity consists of furnishing, installing, and maintaining erosion control
measures such as silt fence along the right -of -way, inlet protection, and floating turbidity
barrier in the canal. Clearing and grubbing involving removal of trees, grass, and asphalt
in preparation for excavating to a designated elevation and backfilling with #57 stone to
serve as the stabilized abutment foundation. The abutments will then be constructed and
backfilled with eight (8') of embankment on the south side of the canal and 5' of
embankment on the north side of the canal at a 3:1 slope. Because the ditches on both
sides of the canal will be filled in impeding water flow, existing miters will be removed
and culvert pipe extended in order to maintain positive drainage. After the embankment
and abutments are constructed, filter fabric and rip rap will be installed to protect the
slopes under the temporary bridge.
Concrete Work for Bridge Abutments- $140,542.48
Work in this activity consists of forming, reinforcing, pouring, finishing, and demolishing
the abutments. With limited geological information available, we are assuming spread
footers in lieu of piles are the economical solution to be implemented. The price includes
2 weeks to construct the abutments and 2 weeks to remove them and dumpster and
landfill fees to dispose of the debris.

Install/Maintain Temporary Bridge- $360,905.31
Work in this activity consists of installing the Temporary Bridge. The price includes a
bridge crew for 2 -1/2 weeks of installation and required adjustments to ensure a safe
structure. The remaining time is 1 day per week for 6 months of maintenance.
Maintenance is an ambiguous and therefore high risk activity since there is no way to tell
at this point the extent of the maintenance that will be required from month to month. The
bridge will then be paved along with the roadway and guardrail installed. The bridge will
be inspected by a Mabey certified inspector prior to use by the travelling public as well as
each the bridge is in use thereafter.
Roadway for Temporary Bridge- $175,705.45
After the Temporary Bridge is installed, the roadway will be tied into the bridge. The
typical roadway cross - section will be implemented of 12" of stabilized sub - grade, 10.5"
of lime -rock base, and 2" of structural asphalt. Required MOT devices and pavement
markings are also included in this item.
Remove Temporary Bridge- $23,580.70
Work in this activity includes a bridge crew for 1 week to remove and prepare the bridge
and accessories for transport off the project. There is a mandatory loading procedure that
must be adhered to. The price also includes a milling machine for a day to remove the
asphalt from the deck.
Permits- $16,603.13
Obtaining permits is a potential delay for the temporary bridge installation. Depending on
the ease of the permit approval process, the work may be delayed up to 1 -3 months.
When it is determined the permits are still required in order to work. Astaldi will notify
the County of timeframes and needed assistance to expedite approvals.
In summary, this has been a miniature Design Build Project. All of the risk of design and
unforeseen scopes lies on the shoulders of Astaldi Construction Corporation. The prices
reflect the detail and investigation performed by the Astaldi team to give the County an
accurate cost of the work to meet and exceed expectations.

With no risk to the bid bond, Astaldi thanks the County for the opportunity to construct the
permanent bridge on White Blvd, but unfortunately, there is no possibility the price can be held
until the fall considering the drastically reduced value of only 1 bridge compared to the original bid
value of $5 Mil. In addition to that, the original scopes of work have changed so many times for the
project as a whole causing the original bid value for the White Blvd Bridge to become non -
applicable.
