EXECUTIVE SUMMARY
APPOINTMENT OF MEMBER(S) TO THE COLLIER COUNTY PLANNING
COMMISSION
OBJECTIVE: To confirm the appointment and set the term for the representative of the Collier
County School Board to the Collier County Planning Commission. The new term will expire on
October 1, 2015.
CONSIDERATIONS: The Collier County Planning Commission had 1 term expire
representing the Collier County School Board. This 9 member committee assists in the
formulation and review of the Comprehensive Land Use Plan, Land Development Code, and
amendments to both, and then submits their recommendations to the Board for final decision. In
2003, the Board of County Commissioners amended the LDC to include a non - voting member of
the School Board. Members are required to file a Form 1, Statement of Financial Interest each
year with the Supervisor of Elections. Terms are 4 years. A list of the current membership is
included in the backup.
The term for Thomas Eastman, representing the Collier County School Board expired and at a
School Board Regular Meeting agenda item #42, Thomas Eastman was recommended for
reappointment.

appointments.

The purpose of this agenda Item is to seek the District School board of Collier County, Florida's (the "School
Board ") approval of a School District representative to serve as a non - voting member on the Collier County
Planning Commission (the "CCPC "). The School Board's approval of the representative Is required by Florida
Statutes Section 163.3174.
The role of CCPC Is to review and provide recommendations on land development proposals to the Collier
County Board of County Commissioners. The School Board's representative shall be responsible to review and
analyze comprehensive plan amendments, rezoning and development applications that would, If approved,
Increase residential density in Collier County resulting in potential Impacts to existing and planned public school
capacity.
Staff suggests reappointment Thomas Eastman, the School District's Director of Interagency, Real Property &
Regulatory Coordination, as the School District's representative on the CCC for a term of four (4) years
commencing on October 18, 2011 and terminating on October 17, 2015.
Legal Approval
Reappointment of School District Representative to the Collier County Planning Commission has been reviewed
and approved by Jon Fishbane, District General Counsel.
Recommendation
The Superintendent recommends reappointment of Thomas Eastman as the School District's representative on
the CCPC.

This 9 member committee was created by authority of Chapter 67 -1246, Laws of FL. On
09/03/85 the BCC adopted Res. No. 85 -190, expressing intent to consider an ordinance
consolidating functions of Coastal Area Planning Commission and Immokalee Area Planning
Commission into CCPC. On 09124/85, Ord. No. 85 -51 created the CCPC, which was repealed
by LDC Ord. 91 -102. This committee assists in the formulation and review of the
Comprehensive Land Use Plan, Land Development Code, and amendments to both, and then
submits their recommendations to the Board for final decision. Members are required to file a
Form 1 Statement of Financial Interest each year with the Supervisor of Elections. Terms are 4
years.
On 1 -8 -03 at an LDC Mtg the BCC amended the LDC (sec. 5.2.3.2) to include a member of the
School Board. The BCC determined on 10/14103 that they will be a non - voting member.
