EXECUTIVE SUMMARY Request Board approval to post load restrictions of "Single Unit Truck; 31 tons" and "Combination Truck; 34 tons" on bridge numbers 030138, 030139, 030140 and 030141 east of S.R. 29 on Immokalee Road, Project Number 66066. OBJECTIVE: In the interest of health, safety and welfare of the traveling public, to immediately comply with Florida Department of Transportation (FDOT)/ Federal Highway Administration (FHWA) notification by posting weight limit restrictions on four Collier County bridges. Also, the County will pursue studies to determine measures to lift these restrictions via rehab, repair or replacement. CONSIDERATIONS: On January 25, 2012, FDOT notified Collier County that these bridges have to be load restricted and posted within 30 days. Bridge numbers 030138, 030139, 030140 and 030141 are respectively 4.5, 6.0, 6.5 and 7.0 miles east of S.R. 29 on Immokalee Road in an agricultural area east of Immokalee. Subsequent to this notification county staff requested that FDOT review its findings on the Immokalee Road bridges. BCC approved posting on February 14, 2012, Item 16A10. On February 23, 2012, FDOT notified staff that the limit on Single Unit Trucks could be raised from 29 tons to 31 tons and that limit on Combination Trucks could be raised from 33 tons to 34 tons on the Immokalee Road bridges. Bridge inspections are a federal program handed down to the FDOT to administer. In the past year FDOT has been completing load rating on all the bridges under their inspection per FHWA direction. To accurately determine a load rating requires record drawings. For a great number of the oldest bridges, record drawings do not exist. In the absence of record drawings estimates are made based on physical measurements and visual inspection. Based on the fact these are short span bridges with no visible signs of damage from heavy loading, FDOT re- evaluated them and determined to revise the posting. Staff is continuing to investigate the condition of the bridges with focus on rehabilitating measures to remove the weight restriction posting. Realizing that load limits on bridges negatively impact trucking operations, it is important that the county act quickly to have the load limit reductions minimized or removed. Knowing that the bridges have performed satisfactorily under the existing loads over the years without visible signs of failure, the county could be successful in this effort. At the same time the county needs to keep in mind that these bridges were never designed for today's truck traffic. Staff has requested that FDOT load test these bridges, but this will take time. Staff will also arrange to have a Structural Engineering Consultant review the load rating calculations; perform an inspection by exposing deck reinforcing steel to determine its size, spacing and condition; and recalculate the bridge load rating based on their findings. FISCAL IMPACT: The estimated $2,000 cost of installing signs will be from the Road and Bridge Fund 101, Traffic Operations. The estimated $75,000 cost to perform studies to determine the course of action to lift the weight restrictions on these bridges will be funded from the Bridge Program Project 66066 in the Gas Tax Fund 313. It may be necessary to shift priorities in the bridge program to address major repairs or replacements. The future maintenance cost of this item is $1,000 every seven years for replacement of sign panels. Packet Page -1271- 3/13/2012 Item 16.A.7. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is legally sufficient for Board action and only requires a majority vote for approval —SRT. RECOMMENDATION: Request Board approval to post FDOT/FHWA mandated load restrictions of "Single Unit Truck: 31 tons" and "Combination Truck: 34 tons" on bridge numbers 030138, 030139, 030140 and 030141 east of S.R. 29 on Immokalee Road.
