EXECUTIVE SUMMARY Recommendation to approve the submittal of a grant application to the Federal Aviation Administration for construction of the South Taxiway at Everglades Airpark, and associated budget amendment to fund the design and bidding required for the grant application. OBJECTIVE: To submit a grant application to the Federal Aviation Administration (FAA) based on bids to construct the South Taxiway at Everglades Airpark. CONSIDERATIONS: The Airport Authority was awarded a grant from the FAA in 2003 for the design and permitting of a taxiway at Everglades Airpark. During the permitting process, it was determined that construction at the south end of the taxiway impacted approximately 0.4 acres of wetlands that required mitigation before that portion of the project could be permitted. The required mitigation has been completed, and the Airport Authority received a pen-nit from the Anny Corps of Engineers for construction of the South Taxiway in 2009. The engineer's estimate to complete construction of the South Taxiway and install edge lighting and signage the full length of the taxiway is $315,000. The Airport Authority submitted a grant pre- application to the Federal Aviation Administration on January 30, 2012 to determine the eligibility of this project for FAA funding. An application, based on bids is due to the FAA by June 2012. To meet the FAA's grant schedule, the design update needs to be completed and approved by the FAA by April 2012, and the project bid by the end of May 2012. If the bids are received the end of May, there likely will not be sufficient time for the grant application to be completed and approved by the Board before it is due to the FAA. If submittal of the application is approved, the pre - application will be updated to include construction costs based on bid, the bid tabs, low bid package, engineer's recommendation, and a proposal for engineering services during construction, including costs. The cost to update the design and bid the project is $23,538. This expense will be eligible for funding from the FAA if the Airport Authority is awarded the grant. Additionally, if awarded a FAA grant, the Authority will request an additional two and one -half percent (2.5 %) funding from the Florida Department of Transportation (FDOT) for this project. This item will be brought back to the Board to accept the grant, and award the bid if the Airport Authority is offered the grant. FISCAL IMPACT: A budget amendment is needed to decrease, Reserve for Contingencies and increase Everglades Airport Taxiway project number 50092 in the Airport Authority Capital Fund 496 by $23,538. This proposal covers services to update the design and the bid phase. Services during construction phase will be covered under a separate work order. PROJECT DESCRIPTION The parallel taxiway for Everglades Airpark was designed in 2004 and the north portion was constructed shortly afterwards. The north taxiway was constructed without lights but conduits were placed under the pavement to accommodate future electrical cable. The south portion was not constructed. The Collier County Airport Authority (CCAA) now wants to construct the south taxiway and provide lighting for the full taxiway. The intent of this project is to update the plans and technical specifications for the south taxiway and lighting of the entire taxiway suitable for bidding purposes. There are several items that have changed at the airport since 2004, including new airfield electrical vault, and the plans will need to be revised to accommodate them. The plans will also need to address changes to drainage improvements for permit compliance. The technical specifications will need to be updated to conform to current FAA Standards. The south taxiway will impact wetland and permits were obtained from the U.S. Army Corps of Engineers (ACOE) and the South Florida Water Management District (SFWMD). Mitigation for wetland impacts was completed and approved by the regulatory agencies. This task does not include any work associated with the mitigation. SCOPE OF SERVICES The CONSULTANT shall perform the following basic services: A. Desi n 1. Conduct site visit to the airport to identify changes and obtain as -built conditions. 2. Revise plans for south taxiway to update to current conditions. 3. Revise plans to include improvements for stormwater detention areas and control structures to conform to SFWMD permits. 4. Prepare final contract documents and technical specifications suitable for bidding purposes and an updated Opinion of Probable Construction Cost. 8. Prepare Engineer's Report and certification per FAA and FDOT standards, to summarize design criteria and calculations and submit to CCAA, FAA and FDOT. 9. Provide all internal review and coordination necessary to ensure quality control measures are implemented throughout the design of the project and assist CCAA with the FAA grant process. 10. Accomplish all work in accordance with FAA Advisory Circular 150/5370 -10a "Standards for Specifying Construction of Airports ", and Florida Department of Transportation (FDOT) "Standards Specifications for Construction of General Aviation Airports ", as necessary, and any supplement thereto and other pertinent advisory circulars. B. Bidding 1. Provide support to CCAA Purchasing with preparation of the bid advertisement. 2. Prepare digital file of plans and technical specifications and forward to County Purchasing for distribution to bidders. 3. Coordinate review of up -front contract documents with County Purchasing Department and revise as necessary. 4. Attend pre -bid conference at the airport. 5. Review contractor's prequalification documents and issue memo on suitability. 6. Response to question by bidders and review addendum as necessary. 7. Review bid result and submit recommendation of award of construction contract to CCAA. 8. Assist CCAA with coordination of project approval from FAA and FDOT. PROJECT SCHEDULE • Submit final construction plans and documents suitable for bidding forty -five (45) days after receipt of CCAA comments on preliminary submittal • Submit Engineer's Report, fifteen (15) days after submittal of final construction documents. • Schedule for services during bidding is based on thirty (30) day bid period. The Collier County Airport Authority has mitigated for this impact by removing foreign invasives from 44 acres at Rookery Bay National Estuarine Research Reserve. PROJECT DESCRIPTION The parallel taxiway for Everglades Airpark was designed in 2004 and the north portion was constructed shortly afterwards. The north taxiway was constructed without lights but , conduits were placed under the pavement to accommodate future electrical cable. The south portion was not constructed. The Collier County Airport Authority (CCAA) now wants to construct the south taxiway and provide lighting for the full taxiway. The intent of this project is to update the plans and technical specifications for the south taxiway and lighting of the entire taxiway suitable for bidding purposes. There are several items that have changed at the airport since 2004, Including new airfield electrical vault, and the plans will need to be revised to accommodate them. The plans will also need to address changes to drainage Improvements for permit compliance. The technical specifications will need to be updated to conform to current FAA Standards. The south taxiway will impact wetland and permits were obtained from the U.S. Army Corps of Engineers (ACOE) and the South Florida Water Management District ( SFWMD). Mitigation for wetland impacts was completed and approved by the regulatory agencies. This task does not include any work associated with the mitigation. SCOPE OF SERVICES The CONSULTANT shall perform the following basic services: A. Desi n 1. Conduct site visit to the airport to identify changes and obtain as -built conditions. 2. Erosion Control: Prior to the initiation of any work authorized by this permit, the Permittee shall install erosion control measures along the perimeter of all work areas to prevent the displacement of fill material. Immediately after completion of the final grading of the land surface, all slopes, land surfaces, and filled areas adjacent to wetlands shall be stabilized using sod, degradable mats, or a' combination of similar stabilizing materials to prevent erosion. The erosion control measures shall remain in place and be maintained until all authorized work has been completed and the site has been stabilized. 5. The Mitigation areas contain 34.72 acres wetlands, 7.85 acres of open water and 1.93 acres of pine flatwood (uplands) . The wetlands consist of 28.74 acres of mangroves, 2.37 acres of wetland shrub, 3.26 acres of salt marsh and 0.35 acre of disturbed land. 6. Performance Standards: To meet the objectives of the approved compensatory mitigation plan, the Permittee shall achieve the following performance standards: a. At least 80 percent cover by appropriate wetland species (i.e., FAC or wetter). b. Cover of Category I and II invasive exotic plant species, pursuant to the most current list established by the Florida Exotic Pest Plant Council at htt : / /www. fle c. org, and the nuisance species primrose willow (I,udwigia peruviana) , dogfennel (Eupatorium capillifolium) , Bermudagrass (Cynodon spp. ) , Bahiagrass (Paspalum notatum) , and cattail (Typha spp .) . shall total less than 5 percent. The Permittee shall achieve the above performance standards by the end of the 5 -year monitoring period, with no maintenance during the 5th year of monitoring. In the event that the above performance standards have not been achieved, the Permittee shall undertake a remediation program approved by the Corps in accordance with the Remediation Special Condition of this permit. 7. Monitoring and Reporting Timeframes : To show compliance with the performance standards the Permittee shall complete the following: a. Perform a time -zero monitoring event of the wetland mitigation area (s) within 60 days of completion of the compensatory mitigation objectives identified in the Compensatory Mitigation Special Condition of this permit. Submit annual monitoring reports to the Corps within 60 days of completion of the monitoring event. Semi- annual monitoring will be combined into one annual monitoring report. e .
