EXECUTIVE SUMMARY
Recommendation to enact a grantor approved time extension to December 21, 2012 by amending
four (4) affected subrecipient agreements under the Disaster Recovery Initiative (DRI) Grant
Agreement #IODB- D4- 09- 21- 01 -KO9.
OBJECTIVE: Complete the last step of .a three step time extension process to provide a sufficient
project delivery period for projects under a DRI grant.
CONSIDERATIONS: On November 8, 2011, the Board of County Commissioners approved
modification #2 to Disaster Recovery Initiative Grant Agreement #lODB- D4- 09- 21- 01 -KO9, extending
the expiration date of the grant agreement to December 21, 2012 and updating project work plans. The
reason for requesting the extension was the time to procure the major contracts under the
subrecipient agreements had taken longer than expected because extensive efforts were
undertaken to assure compliance with HUD Section 3 requirements.
The grantor agency, the Department of Economic Opportunity (DEO) approved and executed the
associated modification on February 16, 2012. At this time amendments to the associated subrecipient
agreements acknowledging the grant extension period and updated work plans are presented for approval
by the Board. The four projects previously approved and being amended are:

FISCAL IMPACT: Approval of this item will not change the funding amounts of the grant or associated
sub recipient agreements. Funding is available within the Housing Grant Fund (705), Project 33104.
LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote for Board
action. -JBW
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
RECOMMENDATION: To approve and authorize the Chairman to sign amendments to subrecipient
agreements associated with the Disaster Recovery Initiative Grant Agreement #IODB- D4- 09- 21- 01 -KO9
to reflect the time extension granted by the grantor agency.

after that date and prior to execution of this Agreement subject to HHVS prior written approval. In
any event, all services required hereunder shall be completed by the SUBRECIPIENT prior date to

shall automatically revert to the COUNTY.

MODIFICATION NUMBER 2 TO GRANT AGREEMENT BETWEEN
THE DEPARTMENT OF COMMUNITY AFFAIRS AND

This Modification is made and entered into by and between the State of Florida,
Department of Community Affairs, (the Department "), and Collier County, (the
Recipient"), to modify DCA Contract Number 1ODB- D4- 09- 21- 01 -KO9, award dated
June 22, 2010, ( "the Agreement ").
WHEREAS, the Department and the Recipient entered into the Agreement,
pursuant to which the Department provided a grant of $9,963,208 to Recipient under the
Community Development Block Grant/Disaster Recovery Program ( "CDBG/DRI ")
Program as set forth in the Agreement;
WHEREAS, the Department and the Recipient desire to modify the Agreement;
NOW, THEREFORE, in consideration of the mutual promises of the parties
contained herein, the parties agree as follows;

All provisions of the Agreement and any attachments thereto in conflict with this
Modification shall be and are hereby changed to conform to this Modification, effective
as of the date of the execution of this Modification by both parties.
All provisions not in conflict with this Modification remain in full force and
effect, and are to be performed at the level specified in the Agreement.
