EXECUTIVE SUMMARY
Appointment of member(s) to Contractors' Licensing Board
OBJECTIVE: To reappoint 1 member recommended by the City of Naples to fill a term
expiring on February 28, 2012, to the Contractors' Licensing Board.
CONSIDERATIONS: The Contractors Licensing Board has 1 vacancy representing the City
of Naples, for a term expiring on February 28, 2012, in the category of Specialty Contractor.
This 9 member board determines the qualifications of applicants for the various categories of the
Contractors' Certificates of Competency. They also hold hearings to determine if the holder of a
certificate of competency of any contractor, master or journeyman should be disciplined. A
minimum 3 members shall be in the category of "Consumer ". The consumer representatives
may be any resident of the local jurisdiction that is not, and has never been, a member or
practitioner of any profession regulated by the Contractors' Licensing Board or any profession
closely related to any such profession regulated by the Contractors' Licensing Board. Ordinance
2006 -46, Part Three, 3.1.1. states that "A minimum of two (2) of these members shall reside
within corporate city limits or shall be recommended to the Board of County Commissioners by
the City Council." Terms are 3 years. A list of the current membership is included in the
backup.
Robert Meister (City of Naples) has a term expiring on February 28, 2012. The City of Naples
has submitted an application and a resolution recommending the reappointment of Robert P.
Meister, III to fulfill the vacant position with the new term expiring on February 28, 2015.

RESOLUTION 12-
A RESOLUTION RECOW1ENDING ONE CITY RESIDENT FOR APPOINTMENT TO
THE COLLIER COUNTY CONTRACTORS LICENSING BOARD FOR A THREE -YEAR
TERM IN THE CATEGORY OF CONTRACTOR; DIRECTING THE CITY CLERK TO
PROVIDE SAID RECOMMENDATION TO THE COLLIER COUNTY COMMISSION FOR
APPOINTMENT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the term of Robert Meister as a City of Naples
representative in the category of contractor on the
Collier County Contractors Licensing. Board expires
February 28, 2012; and
WHEREAS, pursuant to Section 2 -402 of the Code of Ordinances, the
City of Naples has conducted a recruitment process; and
WHEREAS pursuant to Resolution 10- 12806, the interview process
of incumbents seeking reappointment to boards and
committees, except the City of Naples Airport
Authority, is hereby waived;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
NAPLES, FLORIDA:
Section 1. That Robert Meister, a resident of the City of
Naples, is hereby recommended by the Naples City
Council for appointment to the Collier County
Contractors Licensing Board in the Contractor
category for a three -year term.
Section 2. The City Clerk is hereby directed to provide said
recommendation to the Collier County Commission for
confirmation.
Section 3. This resolution shall take effect immediately upon
adoption.

This 9 member board was created by Ord. No. 78 -2, 85-42, 90 -105, 92 -61 to determine the
qualifications of applicants for the various categories of the Contractors' Certificates of
Competency. They also hold hearings to determine if a certificate of competency of any
contractor, master or journeyman should be revoked. A minimum of 2 members shall reside
within the corporate city limits of Naples or shall be recommended to the BCC by the Naples City
Council. Fl Stat, Sec 489.131, sub 10 states that 3 members must be consumer representatives.
This 9 member board determines the qualifications of applicants for the various categories of the
Contractors' Certificates of Competency. They also hold hearings to determine if the holder of a
certificate of competency of any contractor, master or journeyman should be disciplined.
Members of the CLB who are not consumer representative members should be either a licensed
architect, a licensed general contractor, a licensed engineer, a licensed electrical contractor, a
licensed plumbing contractor, a licensed mechanical contractor, a licensed roofing contractor, a
licensed residential, or a licensed building contractor. A minimum 3 members shall be in the
category of "Consumer". The consumer representatives may be any resident of the local
jurisdiction that is not, and has never been, a member or practitioner of a profession regulated by
the board or a member of any closely related profession. Ordinance 2006 -46, Part Three, 3.1.1.
states that "A minimum of two (2) of these members shall reside within corporate city limits or
shall be recommended to the Board of County Commissioners by the City Council." These
categories are merely directory and failure to have a member of each of the trades is not grounds
for voiding any action of the Board. Terms are 3 years. This is a Quasi Judicial Board.
