EXECUTIVE SUMMARY
Recommendation to direct the County Manager or Designee to proceed with the Alternative
2 design of a pathway connection on the north side of Immokalee Road connecting east and
west of I -75.
OBJECTIVE: To obtain acceptance from the Board of County Commissioners (Board) to
continue to work with the consultant and proceed with Alternative 2 design. The Alternative 2
alignment is proposed away from the road on the north side of the canal, connecting. east and west
along the Immokalee Rd corridor at the I -75 interchange.
CONSIDERATIONS: FDOT has entered into a Local Agency Program (LAP) Agreement
#416237 with Collier County, wherein FDOT will reimburse Collier County up to the sum of
$315,000 for feasibility study and design of a pedestrian crossing in Collier County at the I -75 and
Immokalee Road Interchange. The LAP is fully executed and the Board of County
Commissioners approved the agreement on July 27, 2010 (Agenda Item 16.A.12).
The project was advertised on November 2, 2010, with submittals received on December 2, 2010.
A selection committee convened on January 10, 2011, to evaluate the proposals and provide a
ranking based on technical merits. The selection committee ranking of the consultants was
submitted to the Board of County Commissioners (Board) on February 22, 2011 for review and
approval. The Board approved the committee's ranking of AIM Engineering and directed the
County Manager or his designee to begin contract negotiations. The scope of work required and
cost estimate has been negotiated and included in the County standard contract.
A public meeting was held on September 6, 2011 with two feasible Alternatives proposed and a
third alternative was suggested. Based on input from the meeting, the favored Alternative was
Alternative 2. This alignment connects the east and west sides of Immokalee Rd to the north
through the I -75 interchange. This consists of constructing the pedestrian/bicycle pathway along
the north side of the canal on Immokalee Road and behind the existing guardrail/barrier wall east
and west of the 1 -75 ramps. This particular Alternative kept the bicyclists and pedestrians away
from Immokalee Rd. Alternative 1 was along Immokalee Rd. A third alternative, which included
a significant detour north of Immokalee Road and along a drainage crossing was received and
discussed with FDOT and found not to be feasible.
FISCAL IMPACT: There is no Fiscal Impact to the County associated with this Executive
Summary. A previously approved budget amendment in the amount of $315,000 in Transportation
Grants fund 711, project 33118 will be 100% reimbursed by this FDOT LAP agreement for a
feasibility study and design for pedestrian and bicycle facilities at the I -75 and Immokalee Rd.
interchange. The estimated cost of construction for Alternative 1 is $2,282,000 and for
Alternative 2 is $2,090,000. There is no funding at this time for construction of this project, only
design considerations are being made with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney, is legally sufficient, and requires majority vote for approval. -JAK.

GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Executive Summary.
RECOMMENDATION: That the Board approve Alternative 2 and direct the County Manager or
Designee to proceed with the design of the pathway improvements and pathway crossing at I -75
and Immokalee Road, consistent with the existing approved LAP agreement.

Alternatives Public Workshop
Sept. 6, 2011
INTRODUCTION
The county is studying the feasibility of a pedestrian /bicycle pathway along the north side of Immokalee Road connecting the existing
sidewalk along Livingston Road to the existing path east of Northbrooke Drive. The project area is shown below.
ALTERNATIVES
Two alternatives are on display for review and comment. Alternative 1 consists of constructing the pedestrian /bicycle pathway along the
north side of Immokalee Road. The pathway will be behind the existing guardrail /barrier wall west of the 1 -75 ramps, next to the curb and
gutter within the 1 -75 interchange, and behind the guardrail east of the 1 -75 ramps. Alternative 2 consists of constructing the majority of the
pathway on the north side of Cocohatchee Canal. The pathway will cross the canal at the 1 -75 interchange and be located next to the curb
and gutter within the 1 -75 interchange (same as Alternative 1). The county will continue to evaluate each alternative based on engineering
and environmental factors to determine the preferred location prior to preparing construction plans. Traffic signal improvements will be
included at the ramps to facilitate the pedestrian /bicycle crossings.
WHAT'S NEXT
This alternatives public workshop is an important element of the feasibility study. The public comments received will help the county
determine the preferred alternative.
