EXECUTIVE SUMMARY
Recommendation to approve reprogramming of Community Development Block (CDBG) Grant
funds in the amount of $810,000, and approve a Subrecipient Agreement with the Collier County
Community Redevelopment Agency (CRA) of Immokalee to purchase two adjacent parcels and
construct design -build the First Street Plaza located in the downtown area of Immokalee, Florida.
OBJECTIVE: Provide reallocated funds to the Immokalee CRA to purchase two adjacent parcels and
construct/design -build the First Street Plaza located in the downtown area of Immokalee, Florida.
CONSIDERATIONS: On September 13, 2011, (Item #16A26), the Collier County Transportation
Department received approval from the BCC for the termination for convenience of an $810,538 sidewalk
project that had been approved in the FY 2010 -11 Action Plan triggering the need to reprogram those
funds.
HHVS recommends reprogramming $810,000, of the $810, 538 in CDBG funds and awarding the
funding to the Immokalee CRA for a Gateway Entry and Central Plaza public facility project. A Citizen
Public Comment period ran from October 27, 2011 through November 27, 2011 amending the 2010 -2011
Action Plan. No Public Comments were received. This reprogram of CDBG funds is in accordance with
HUD guidelines and Collier County's Citizen Participation Plan (CPP).
FISCAL IMPACT: Approval of the reprogramming and the subrecipient agreement will have no
additional effect on ad valorem or general fund dollars. HUD grant funds are available within the
Housing Grants Fund (705) for this Public Facility Project.
GROWTH MANAGEMENT IMPACT: The CDBG project associated with the subrecipient agreement
will help meet the goals, objectives and policies set forth in the Housing Element of the Growth
Management Plan,
LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote for board
action. - JBW
RECOMMENDATION: To approve the reprogramming of $810,000 in 2010 -2011 CDBG funds and
approve a Subrecipient Agreement with the Collier County Community Redevelopment Agency (CRA)
of Immokalee.
