EXECUTIVE SUMMARY
Recommendation to approve First Amendment to Agreement between Economic Incubators, Inc.
and the Board of County Commissioners for FY 2018, recognizing a position title change for an
employee at the Florida Culinary Accelerator @ Immokalee in continued support of the
established public-private partnership designed to advance the County’s economic development
efforts.
OBJECTIVE: That the Board of County Commissioners (Board) consider and approve the First
Amend Fiscal Year 2018, Agreement between Collier County, Florida and Economic Incubators, Inc.
(“EII” or “Administrative Entity”) recognizing a newly created position at the Florida Culinary
Accelerator @ Immokalee.
CONSIDERATIONS: On November 14, 2017, Agenda Item 11C, the Board approved the Fiscal Year
2018, Agreement between the County and EII. This amendment updates the title for an employee of EII
at the Florida Culinary Accelerator @ Immokalee which allows the Clerk of Courts Finance Department
to reimburse EII for the wages consistent with the intent of the agreement. The position title is changing
from Administrative Support Specialist to Culinary Business Development Manager. A resume and offer
letter to the applicant for the position is back-up to this item.
FISCAL IMPACT: This agreement provides County funding in the amount of Eight Hundred Thousand
Dollars ($800,000) including reimbursement of personal services in the amount of Five Hundred Seventy-
Two Thousands One Hundred Dollars ($572,100). Sufficient budget exists in Economic Development
Fund (007) to support this agreement in furtherance of the Accelerator Project.
GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic
Element of the Collier County Growth Management Plan which states: “Collier County will support
programs which are designed to promote and encourage the recruitment of new industry as well as the
expansion and retention of existing industries in order to diversify the County’s economic base.”
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. - JAB
RECOMMENDATION: To approve the First Amendment to Agreement between Economic
Incubators, Inc. and the Board of County Commissioners for Fiscal Year 2018.
