EXECUTIVE SUMMARY
Recommendation to authorize the Rotary Club of Naples-Collier, Inc. to use the Fred W. Coyle
Freedom Park for its Honor Flag Fundraiser for 2018. This project supports the various charities
of the Rotary Club including the Freedom Memorial.
OBJECTIVE: To authorize the Rotary Club of Naples-Collier, Inc., to utilize Fred W. Coyle Freedom
Park for their 2018 Honor Flag Fundraiser in support of the various charities supported by the Club.
CONSIDERATIONS: The Rotary Club of Naples-Collier, Inc., has utilized a site at Fred W. Coyle
Freedom Park, adjacent to the Freedom Memorial, annually since 2015, for its Honor Flag Fundraiser.
The Rotary Club is requesting authorization from the County to utilize the site for their 2018 Honor Flag
Project.
The Rotary Club sells flags for placement and renews the prior subscription for existing flags at this
location.
On the Saturday preceding Memorial Day, May 26, 2018, the flags are placed in plastic sleeves inserted
in the ground by members of the Rotary Club. Flags are placed along the right-of-way in front of Fred W.
Coyle Freedom Park extending west along Golden Gate Parkway to the area adjacent to the Freedom
Memorial. The flags will remain until a Flag retirement ceremony at Freedom Park on Flag Day, June 14,
2018.
Donations generated by the sale of the U.S. Flags support various Club charities. Over the past several
years, those charitable efforts have included The Freedom Memorial, Boy Scout Charter Groups, Lorenzo
Walker Institute grants, the Honor Flight Project, which allows veterans to travel to Washington, DC, to
visit the various veteran’s memorials in the Nation’s capital, and a bicycle giveaway to many young
children at the annual Collier County Parks and Recreation Division Snow Fest Event.
As recommended in years past, the Parks and Recreation Division recommends permitting the use of park
space at no cost to the Rotary Club.
FISCAL IMPACT: There is no Fiscal impact associated with this request. While the Board of County
Commissioners (Board) does have fees associated with Open Green Space within the Parks Division, this
activity would occur in passive Park space and does not fall squarely within the Fee Policy.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
action.
LEGAL CONSIDERATIONS: This Item is approved as to form and legality and requires majority vote
for approval. -CMG
RECOMMENDATION: To authorize and approve the use of Fred W. Coyle Freedom Park by the
Rotary Club of Naples-Collier, Inc. at no cost to the Club for the purpose of raising funds to support their
various projects, including the Freedom Memorial.
