EXECUTIVE SUMMARY
Recommendation to execute an Amendment to a Bus and Bus Facilities Joint Participation
Agreement (JPA) between Collier County and the Florida Department of Transportation (FDOT)
to recognize the use of $50,600 toll revenue credits as the source of matching funds for this award.
OBJECTIVE: To amend FDOT Bus and Bus Facilities JPA to recognize the use of toll revenue credits
as the source of matching funds as a requirement of the grant agreement.
CONSIDERATIONS: On June 13, 2017 (Agenda Item 16D6), the Board of County Commissioners
(Board) authorized the execution of a JPA in the amount of $253,000 between Collier County and FDOT
for improvements to bus stops in the rural area of Collier County. The JPA awarded 80% federal funding
in the amount of $202,400, and staff requested the use of $50,600 toll revenue credits to be used for the
20% match requirement. However, when staff received the award, the agreement was written in error
showing the match requirement would be met by local funding. After staff discussions with FDOT, the
agreement was revised to show the matching source coming from toll revenue credits. FDOT sent the
revised agreement to staff on April 13, 2018, and it is attached for the Board’s consideration.
FISCAL IMPACT: There is no Fiscal impact associated with this Item. Budget is appropriated in CAT
Grant Fund (424) Project 33518
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: FDOT prepared the documents. Although the pagination is not ideal,
Staff assures me that the five page document made part of backup to the item is all that is required by
FDOT for the amendment. This Item is approved for form and legality and requires a majority vote for
Board approval. -JAB
