EXECUTIVE SUMMARY
Recommendation to approve an amendment with the City of Naples for $30,365 in Community
Development Block Grant Recovery (CDBGR) funds.
OBJECTIVE: To amend a Subrecipient Agreement with the City of Naples.
CONSIDERATIONS: The BCC approved the receipt of the CDBG R funding on September 15,
2009 (Item 16D13). On March 23, 2010, the Board executed a Subrecipient Agreement with the
City of Naples in the amount of $30,365, towards a landscaping improvement project that serves
low and moderate income citizens in the Anthony Park Community located within the City of
Naples.
This amendment will revise the scope from landscaping improvements to the installation of
sidewalks at the request of the City of Naples.
In summary, the proposed amendment:
1. Updates the Time of Performance in order to extend the contract until Juste 30, 2012.
2. Revises the scope to add additional language which will allow the City of Naples to revise
the project and install sidewalks in the River Park Community.
3. Revises the budget to include new items and remove items that will not be included in the
project.
4. Extends the project milestone schedule dates in Exhibit A of the original Subrecipient
Agreement.
5. Adds a payment schedule to Exhibit A.
The City of Naples is an entitlement community of CDBG -R grant funds. Collier County acts as
a pass - through agent on behalf of the City of Naples. It is not anticipated that this amendment
will negatively impact Collier County's ability to expend 100% of the funds prior to September
30, 2012. This project has been revised by the City of Naples per the request of the U.S.
Department of Housing and Urban Development (HUD) in order to comply with regulations.
FISCAL IWACT: No general funds are associated with this CDBG -R Subrecipient
amendment. There is no fiscal impact associated with this amendment.
GROWTH MANAGEMENT IMPACT: This amendment will help meet the goals, objectives
and policies set forth in the Housing Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. This item
requires a majority vote. — JBW
RECOMMENDATION: Recommendation to approve and authorize the Chairman -to sign an
amendment to the 2009 Community Development Block Grant- Recovery (CDBG -R) Subrecipient
Agreement with the City of Naples.

^ Enclosed please find one original signature and two copies of a proposal to capture the $30,365 in CDBG -R
funding. This is a revised activity.
The revised proposal activity supports sidewalk construction within the low - income target area (Naples U.S.
Census Tact 7) within the River Park community. This green activity will provide long -term economic
benefits and assist in neighborhood stabilize as well as assist in proper drainage on 311 Avenue - North.
This application was discussed with you over the telephone, and the funding will be used for construction in
compliance with 24 CFR 570.201 (c).
It is agreed the CDBG -R funding is currently obligated to the City, that the funding has not lapsed, and that
the proposal is for an eligible activity. I would be more that pleased to personally meet to discuss any
aspect of the proposal Once we have received the revision amendment, the document will be presented to
our City Council for approval. Thank you for your consideration in this matter.

THIS AMENDMENT, to the April 5, 2010, Agreement is made and entered this day of

The effective date of the Agreement between HUD Collier County and the City of f Naples
Callief GewAy -shall be August 19, 2009. Subreeipients are authorized to incur eligible
expenses after that date and prior to execution of this Agreement subject to HHS prior written
approval. The senices of the SUBRF..CIPIENT shall be undertaken and completed in light of
the purposes of this Agreement. 1n. any event, all services required hereunder shall be
completed by the SUBRECIPIENT prior to anett y M, June 30, 2012. Any funds not
