PUDZ- 2003 -AR -3608: Orangetree PUD -- An Ordinance amending Ordinance Numbers 2005 -42 and 2004 -73, the Orangetree PUD, to add 1,050 residential units for a total of 3,150 residential units; to add 100,000 square feet of office use and add 172,000 square feet of retail use to the existing 60,000 square feet of retail for a total of 332,000 square feet of commercial development, to revise the development standards including building height and setbacks and to add allowable residential, commercial uses and mixed uses, and to eliminate the environmental commitments, for property located in parts of Sections 11, 12, 13, 14,22 through 27, Township 48 South, Range 27 East, Collier County, Florida consisting of 2,138.76 acres; and by providing an effective date. (Staff request based on Finance Department request for additional time to review all documents) Move Item 16D8 to Item 10F: Recommendation to approve an agreement and associated forms with the Florida Department of Economic Opportunity (DEO) to accept funding for the Disaster Recovery Enhancement Funds (DREF) in the amount of $3,335,131.91 and approve a budget amendment to allocate the funding. (Commissioner Hiller's request) 1/24/2012 .Item 16A.'13. n EXECUTIVE SUKKARY Recommendation to direct the County Manager or his designee to work with the Dance Committee, the County Attorney, and the Clerk's Office to review and possibly establish a potential process which would authorize the solicitation for competitive bid proposals from Interested flirms willing to both finance and construct production -ready projects. Oi MU: To procure construction services for production -ready road projects using existing and future revenues in a manner that enables the County to obtain improvements more immediately than through traditional contracting and funding methods. CONSIDERATIONS: The Growth Management DivisiontTranspomtion Engineering Department has identified several road improvement projects that were previously scheduled for design and construction that have been deferred due to the economic downturn and the need to reduce capital and operating budgets. These projects were once appropriated within the Department's 5 year work program and are presently in various phases of design completion. In order to enable these projects, to move forward in a more immediate plan, staff is .evaluating the method in which projects could be procured under a build finance method where the contractor offers a bid price for the work and also offers to finance the work over a. specified period of time. This procurement strategy has been utilized successfully by the Florida Department of Transportation for several projects over the past several years, but appears not to have been done by local governments in Florida. Staff would like to work with the Finance Committee, the County Attorney and the Clerk's Office to determine the viability of this proposal. Based on these discussions, staff may then issue a formal solicitation seeking price and financing offers from qualified firms for a production -ready project. Staff would evaluate the construction prices, financing costs, technical qualifications and financial capacity of each firm. Staff is considering the procurement of services fora test project using the following options: • Build finance method as described herein, using a 3 -year or 5 -year term of compensation. • A lump sum bid pricing with no financing (to determine how much financing would truly cost). FISCAL jMPACT: None. GROWTHS XWM IMPACT: The projects that would be considered for advanced construction would be consistent with the approved Growth Management Plan.
