Continue Item 8A to the February 14.2012 BCC Meeting: This item continued from the January
10, 2012 BCC Meeting. This item requires that ex parte disclosure be provided by Commission members.
Should a hearing be held on this item, all participants are required to be sworn in. PUDZ- 2003 -AR -3608:
Orangetree PUD -- An Ordinance amending Ordinance Numbers 2005 -42 and 2004 -73, the Orangetree
PUD, to add 1,050 residential units for a total of 3,150 residential units; to add 100,000 square feet of
office use and add 172,000 square feet of retail use to the existing 60,000 square feet of retail for a
total of 332,000 square feet of commercial development, to revise the development standards
including building height and setbacks and to add allowable residential, commercial uses and mixed
uses, and to eliminate the environmental commitments, for property located in parts of Sections 11,
12,13,14, 22 through 27, Township 48 South, Range 27 East, Collier County, Florida consisting of

work with the Finance Committee, the County Attorney, and the Clerk's Office to review and possibly
establish a potential process which would authorize the solicitation for competitive bid proposals
from interested firms willing to both finance and construct production -ready projects.

uncollectible accounts receivable and their respective balances from the financial records of Collier
County Public Utilities Division in the amount of $423,644.77. (Staff request based on Finance

Move Item 16D8 to Item 10F: Recommendation to approve an agreement and associated forms with
the Florida Department of Economic Opportunity (DEO) to accept funding for the Disaster Recovery
Enhancement Funds (DREF) in the amount of $3,335,131.91 and approve a budget amendment to
allocate the funding. (Commissioner Hiller's request)
Move Item 16D10 to Item 10G: Recommendation to approve reprogramming of Community
Development Block (CDBG) Grant funds in the amount of $810,000, and approve a Subrecipient
Agreement with the Collier County Community Redevelopment Agency (CRA) of Immokalee to

Recomeaadation to direct the County Manager or Designee to proceed with the Altermetive
1 design of a pathway connection on the north side of Lumokalee Read connecting east and
west of 1 -75.
QMC < : To obtain acceptance from the Board of County Commissioners .(Board) to
continue to work with the consultant and proceed with Alternative 1 design. The Alternative 1
alignment is proposed away from the road on the north side, connecting.east and west along the
Immokalee Rd corridor at the 1-75 interchange.
CUNS TIt W-, FDOT has entered into a Local Agency Program (LAP) Agreement with
Collier County, wherein FDOT will reimburse Collier County up to the sum of $315,000 for
feasibility study and design of a pedestrian crossing in Collier County at the I -75 and Immokalee
Road Interchange. The LAP is fully executed and the Board of County Commissioners approved
the agreement on July 27, 2010 (Agenda item 16.A.12).
The project was advertised on November 2, 2010, with submittals received on December 2, 2010.
A selection committee convened on January 10, 2011, to evaluate- the proposals and provide a
ranking based on technical merits. The selection committee ranking of the consultants was
submitted to the Board of County Commissioners (Board) on February 22, 2011 for review and
approval. The Board approved the committee's ranking of AIM Engineering and directed the
County Manager or his designee to begin contract negotiations. The scope of work required and
cost estimate has been negotiated and included in the County standard contract.
A public meeting was held on September 6, 2011 with two feasible Alternatives proposed and a.
third alternative was suggested. Based on input from the meeting, the favored Alternative was
Alternative 1. This alignment connects the ,east and west sides of Immokalee Rd to the north
through the I -75 interchange. This consists of constructing the pedestrian/bicycle pathway along
the north side of Immokalee Road. The pathway will be behind the existing guardraiUbarrier wall
west of the 1 -75 ramps, next to the curb and gutter within the I -75 interchange, and behind the
guardrail east of the 1 -75 ramps. This particular Alternative kept the bicyclists and pedestrians
away from Immokalee Rd A second Alternative was along Immokalee: Rd. A third alternative,
which included a significant detour north of Immokalee Road and along a drainage crossing was
received and discussed with FDOT. The third alternative was not considered feasible.
FISCAL R*WACT: There is no Fiscal Impact to the County associated with this Executive
Summary, A previously approved budget amendment in the amount of $315,000 in Transportation
Grants fund 711, project 33118 will be 1001/6 reimbursed by this FDOT LAP agreement for a
feasibility study and :design for pedestrian and bicycle facilities at the 1-75 and Immokalee ltd.
interchange. There is no funding at this time for construction of this project, only design
considerations are being made with this Executive Summary.
LE9AL CONSTIONS: This item has been reviewed and approved by the County
Attorney, is legally sufficient, and requires majority vote for approval. -JAY—

Alternatives Public Workshop
Sept. 6, 2011
INTRODUCTION
The county is studying the feasibility of a pedestrian/bicycle pathway along the north side of Immokalee Road connecting the existing
sidewalk along Livingston Road to the existing path east of Northbrooke Drive. The project area is shown below.
ALTERNATIVES
Two alternatives are on display for review and comment. Alternative 1 consists of constructing the pedestrian /bicycle pathway along the
north side of Immokalee Road. The pathway will be behind the existing guardrail /barrier wall west of the 1 -75 ramps, next to the curb and
gutter within the 1 -75 interchange, and behind the guardrail east of the 1 -75 ramps. Alternative 2 consists of constructing the majority of the
pathway on the north side of Cocohatchee Canal. The pathway will cross the canal at the 1 -75 interchange and be located next to the curb
and gutter within the 1 -75 interchange (same as Alternative 1). The county will continue to evaluate each alternative based on engineering
and environmental factors to determine the preferred location prior to preparing construction plans. Traffic signal improvements will be
included at the ramps to facilitate the pedestrian /bicycle crossings.
WHAT'S NEXT
This alternatives public workshop is an important element of the feasibility study. The public comments received will help the county
determine the preferred alternative.
