EXECUTIVE SUMMARY Recommendation to approve and ratify the addition of the classification of Business Development Coordinator to the 2012 Fiscal Year Pay and Classification Plan. OBJECTIVE: For the Board of County Commissioners to approve and ratify the addition of the classification specification of Business Development Coordinator to the 2012 Fiscal Year Pay and Classification Plan. CONSIDERATIONS: Pursuant to the discussion of the Board of County Commissioners at the BCC Economic Development Council Workshop held on September 23, 2011, the County Manager was directed to continue to implement economic development projects and other related activities in conjunction with local educational institutions, industry groups and professionals, and the Greater Naples Chamber of Commerce. This is inclusive of a position within the County that would be the central point of contact for businesses that have an interest in expanding in Collier County, as well as a position with the training and expertise to proficiently field business prospect referrals and assist business owners with navigating through internal County processes related to business development and /or expansion. The position was ranked using the existing Board approved "Archer" point- factor job evaluation system. In addition, to benchmark for external market comparison, the position was compared to other counties who had a Business Development area. The title for this position will be Business Development Coordinator, the classification specification of which is attached, and will be added to the County's 2012 Fiscal Year Pay and Classification Plan. This is one of two positions initially recommended by the County Manager to implement the preliminary recommendations for public sector involvement made by the EDC's consultant. It has been filled on a full time temporary basis, per previous Board authorization, since the September 2011 workshop. Final recommendations for the Executive Director position and related operational initiatives for the proposed county Office of Business and Economic Development will be brought forward following the completion of the study currently underway by Hodges University to evaluate "best practices" in economic development among 11 Florida counties. The study, a joint venture between the Greater Naples Chamber of Commerce and Collier County government, is expected to be completed no later than March of this year. FISCAL IMPACT: Based on the "Archer" point- factor job evaluation and comparison to the external market, the position has been approved in a pay grade 21, which has a range beginning at $53,139 /year to $78,145 /year, plus associated benefits for a full -time employee (FTE); the position will be added as a new FTE. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office, requires majority vote, and is legally sufficient for Board action. — CMG GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. Class Code: 13816 Pay Grade: 21 COLLIER COUNTY, FLORIDA CLASSIFICATION SPECIFICATION CLASSIFICATION TITLE: BUSINESS DEVELOPMENT COORDINATOR PURPOSE OF CLASSIFICATION The purpose of this classification is to provide project management and economic development support that promotes and enhances the County's overall economic health. This position will serve as the primary individual for activities and operations involving economic development, job creation and retention, business relocation, and business development. ESSENTIAL FUNCTIONS The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Implement strategic planning, goal - setting, and metrics within policies of the Board of Collier County Commissioners (BCC) and County Manager's Organization to ensure the consistent progress and success of the Economic Development Department. Gathers, analyzes, compiles and presents detailed information on available site locations within Collier County, for distribution to companies, site selection consultants and others that are seeking appropriate sites available for business expansion and relocation; compiles a list of available properties for new or expanding companies that are seeking to lease, or purchase a property. Compiles and prepares detailed project oriented proposals to qualified leads about Collier County and possible sites. Assists eligible businesses in identifying potential incentives (locaUstate /federal) and perform the necessary steps to apply for, and secure refunds and credits for which they might qualify. Tracks demographic and statistical data for use by companies, site selectors and community organizations to better understand how Collier County compares with other areas throughout the United States; collect and analyze basic demographic and economic data. Researches and gathers population estimates, demographic data, economic data, traffic data, wage rates, affordable housing units, etc.; tracks trends and analyzes data used in economic planning and estimating. Prepares monthly, quarterly, and annual reports containing information gathered for regular review by the Department Director and County Manager's Organization. Research, analyze, compile and present information and data on targeted industry clusters to prospects; track legislation that effects industry clusters. Connect individuals, companies and organizations within the community to assist companies with business needs. Reviews, processes, and presents business incentive applications to the BCC for consideration. Ensure accurate recording and maintenance of records. MINIMUM QUALIFICATIONS Bachelors Degree in Business Administration, Public Administration, Economics, Planning or related field. Minimum of three (3) years of experience operating, managing, a working with business entity; business development and marketing, urban planning with a progressive economic or community development organization, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Florida driver's license. Fingerprinting required.
