EXECUTIVE SUMMARY
Recommendation to approve selection of firms under RFP 12 -5809 — Engineering Design
for Renovation /Replacement of HVAC Systems in J -1 Section of Collier County Naples
Jail Center and direct staff to bring a negotiated contract to the Board for subsequent
approval.
OBJECTIVE: To approve staff selection committee rankings for the referenced project.
CONSIDERATIONS: The HVAC System for the J -1 Section of Collier County Naples Jail
Center is in poor condition and in need of replacement. The Facilities Management Department
requested proposals from qualified professional engineering design firms to provide a complete
engineering package from conceptual design to bid documents, including add alternates for
construction services and commissioning services for the re- engineering to replace the existing
system with a new, energy efficient system designed for meeting with current codes and for
maintainability.
The RFP was publicly advertised on November 1, 2011. Email notices were sent to
approximately 935 firms which resulted in 51 vendors requesting full packages. Five responses
were received by the November 22, 2011 due date. A public Selection Committee meeting was
held on December 12, 2011 and after review and discussion, three firms were short- listed. The
committee decided to schedule tours of the jail areas covered under the RFP followed by brief,
final presentations by each of the three, shortlisted firms. The tours were conducted on the
morning of December 19th, and were followed by the final presentations. Following the
presentations on December 19th, the selection committee reconvened a public selection
meeting and by consensus of the members, the shortlisted firms were ranked in the following
order:
1. H2 Engineering, Inc.
2. TLC Engineering for Architecture, Inc.
3. CH2MHi11
Staff will bring a negotiated contract back to the Board for approval at a subsequent meeting.
FISCAL IMPACT: The funds for this project were approved in FY2012 and are available in Jail
Renovation Project 53172 in the County -wide Capital Project Fund 301. Source of funding is Ad
Valorem.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan
related to this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office,
requires majority vote, and is legally sufficient for Board action. — CMG
RECOMMENDATION: To approve the recommended short list for RFP 12 -5809 and direct staff
to bring a negotiated contract to the Board for subsequent approval.
