PUDZ- 2003 -AR -3608: Orangetree PUD -- An Ordinance amending Ordinance Numbers 2005 -42 and 2004 -73, the Orangetree PUD, to add 1,050 residential units for a total of 3,150 residential units; to add 100,000 square feet of office use and add 172,000 square feet of retail use to the existing 60,000 square feet of retail for a total of 332,000 square feet of commercial development; to revise the development standards including building height and setbacks and to add allowable residential, commercial uses and mixed uses, and to eliminate the environmental commitments, for property located in parts of Sections 11, 12, 13, 14, 22 through 27, Township 48 South, Range 27 East, Collier County, Florida consisting of 2,138.76 acres; and by providing an effective date. EXECUTIVE SUMMARY Recommendation to approve an economic development agency report required by Section 125.045, Florida Statutes and authorize the County Manager or designee to submit a copy of the report to Office of Economic and Demographic Research (EDR). OBJECTIVE: To approve a report submitted by the Collier County Economic Development Council (EDC) as required by Section 125.045, Florida Statutes and authorize the County Manager or designee to submit a copy of the report to Office of Economic and Demographic Research. CONSIDERATIONS: Section 125.045, Florida Statutes requires economic development agencies that have a contract with the governing body of a county and receives county funds to submit a report to the county detailing how the county funds were spent and the results of the organization's efforts on behalf of the county. The report shall contain the economic development incentives granted to businesses or organizations that support economic development for the local fiscal year. The county is required to file a copy of the report with the Office of Economic and Demographic Research (EDR) by January 15th of each year and post a copy on the county's website. The Economic Development Council of Collier County, Inc. submitted the attached FY2011 report detailing the information requested by EDR. As of October 1, 2011 the EDC has disbanded and is no longer in existence. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is legally sufficient, and requires majority vote for approval. -JAK FISCAL IMPACT: By agreement, the County partially funded the EDC's operations at $400,000 per year. There is no fiscal impact associated with submission of this report to EDR. GROWTH MANAGEMENT IMPACT: None. RECOMMENDATION: To approve the EDC's FY2011 economic development agency report and authorize the County Manager or designee to submit a copy of the report to Office of Economic and Demographic Research. Economic Development Council of Collier County Annual Report October 1, 2010 through September 30, 2011 MISSION: To foster a business - friendly environment and grow a healthy and innovative economy. OBJECTIVES: To promote technological innovation and knowledge networks, which supports industry cluster development, increases exports and spurs entrepreneurship. OUTCOMES: Increase proportion of knowledge -based primary jobs. Collier County's economy is overly dependent on the population driven industries of construction, tourism and related services. To achieve long -term economic sustainability, it is necessary to create a better balance of high wage, value added primary job opportunities. Diversify the tax base. Collier County is overly reliant on collections from residential property taxes. Generally, a greater proportion of property taxes are needed from non - residential sources to cover the cost of services required by its citizens. Increase recognition of Collier County as a global knowledge center. Collier County is well known as a tourist and retirement destination. Increased awareness that the community welcomes and supports a wide range .of knowledge -based businesses and opportunities are needed. The Economic Development Council of Collier County (EDC) began operations in 1976 to focus on the local economy and the corresponding infrastructure required to successfully diversify the County's economic base. In 1997, the EDC and Collier County Board of County Commissioners inaugurated a formal Public /Private Partnership to increase the amount of resources available to assist the efforts of economic development in the community. Through the years, the EDC has offered programs and services to businesses and entrepreneurs to enhance the economic structure and to foster an innovative diverse ecosystem of Collier County. Through the efforts of a very small, yet qualified staff and volunteer leadership from the public and private sector representation, the EDC engaged in and delivered programs and services to drive fulfillment of its mission, objectives and outcomes. The following pages are the final year -end report of the EDC and the public private partnership. MESSAGE FROM THE CHAIRMAN At the Economic Development Workshop of September 23, 2011, the Economic Development Council of Collier County ( "EDC ") delivered a strategic plan entitled "Strategy for Strengthening Economic Development in Collier County" prepared by KMK Consulting to the Board of County Commissioners of Collier County. This plan recommended a bold new organizational structure (pages 29 -39), the end of the public /partnership between the EDC and Collier County (page 32) and a set of aspirational goals (page 13 -14) within a new delivery system for economic development services for our county. At the September 23 Workshop, I informed the County Commissioners of a unanimous vote by the Board of Directors of the EDC to cease operations on September 30, 2011. In light of this news, the 2011 Annual Report from the EDC will be its last annual report to the County Commissioners. The success which the EDC has achieved over the many years is a tribute to those people and private investors who have worked and volunteered at the EDC in partnership with Collier County staff and Commissioners, as well as, the many (too large a number to individually list) organizations, non - profits and individuals that create the fabric of our community. PROGRAMS & SERVICES The following are the various programs and services offered by the EDC that were available to eligible new, expanding or existing businesses in Collier County: • Entrepreneurship Training Initiative — A grant in the amount of $158,700 from Workforce Florida allowed the EDC to train over 100 people in entrepreneurship programs such as GrowFL Technical Assistance, Supply Point Proposal and Engineering Assistance, Business Process Mapping, and a Kauffman Foundation FastTrac Growth Venture Forum • Disaster Preparation & Business Assistance Center • International & Export Assistance • Economic Gardening consisting of a Loan Program, Technical Assistance, CEO Nexus Forums and CEO Roundtables • Access to Capital Resources & Funding Options • Workforce Training Programs & Grants • Business Counseling • Federal & State Programs • Demographic & Statistical Research • Economic Impact Analysis • State & local Incentive Programs • Innovation Zone Program • Site Selection • Policy Development FISCAL YEAR COMPARISON Q1— Q4 Inquiries and new activity were at a record high in FY 2010/2011 in comparison to any other year in EDC history. A good portion of this activity is due to programs like the Entrepreneurship Training Initiative, Workforce Florida grant, and Economic Gardening. In FY 2010/2011 there were 486 inquiries compared to 223 and 229 inquiries, respectively, in the prior two fiscal years (an increase of over 100 %). 3 fconoZc Development Council of Collier County 2010 -2011 Annual Report Packet Page -870- 1/10/2012 Item 16.A.10. The EDC was able to achieve such high results through a highly skilled and qualified staff and volunteers as well as aggressive public relations and marketing program and a local outreach campaign called Grow Collier. Grow Collier was established in 2010 and continued through 2011 to identify businesses in need of assistance to grow in Collier County. The assistance included all of the EDC's current programs and services as well as Economic Gardening programs. The campaign also provided the EDC with feedback on the local business climate and how area entrepreneurs view the local economy, which in turn provided ideas for growth opportunities. FISCAL YEAR ACTIVITY BY INTEREST The top business assistance resources used by companies in FY 2010 -2011 were Workforce Training Grant programs, Grow FL Technical Assistance, Kauffman Foundation FastTrac Growth Forums, Business Process Mapping and Supply Point Proposal and Engineering Assistance, Collier County Incentive Programs and Site Selection Assistance. Please note, some companies may have requested more than one EDC program. COMPANIES ASSISTED THROUGH COLLIER COUNTY ECONOMIC STIMULUS PROGRAM FISCAL YEAR 2010 -2011 Collier County incentives are available to companies that are relocating to or expanding in Collier County. The incentives program was established by the Collier County Board of Commissioners in 2003 to support the community's overall economic diversification goals. The program supports both the expansion of existing industry and the recruitment of new industry to Collier County. Each incentive program has its own objective, and each is performance based. In FY 2010 -2011 four companies were approved to participate in the Collier County incentives program. The total direct economic impact of the four approved companies and the resulting 643 new jobs is $152,153,820. The average wage of each new job is $59,437 which is 154% higher than the average wage of Collier County. *FastTrack Permitting only COMPANIES ASSISTED THROUGH WORKFORCE TRAINING GRANT ENTREPRENEURSHIP TRAINING PROGRAM The EDC obtained a $158,700 grant from Workforce Florida, which allowed the EDC to train 108 companies and /or individuals in entrepreneurship and manufacturing programs. The training was free to participants, and over 200 new jobs were forecasted by the participants as a result of their training. The programs offered in the Entrepreneurship Training Program were: • GrowFL Technical Assistance uses market research tools to target ways to grow second stage businesses either by geographically locating potential customers, compiling extensive reports on the activities of competitors, or accessing extensive databases for qualified sales leads. • Supply Point Proposal & Engineering Assistance Training (PEAT) specifically designed for companies looking to submit quotes to the government or prime contractor procurement. • Business Process Mapping is a fundamental tool for streamlining processes and making them more efficient. • FastTrac Growth Venture Program is a 10 -week program developed by the Ewing Marion Foundation to help entrepreneurs discover how to plan for profitable growth and improved business performance. 1 Economic Development Council of Collier County 2010 -2011 Annual Report Packet Page -874- 1/10/2012 Item 16.A.10. COMUNITY EVENTS & BUSINESS RECOGNITION Pre and Post legislative Luncheons The Economic Development Council held its annual Pre and Post Legislative luncheons in 2011. These events provide the EDC investors, community members, and elected officials an opportunity to preview upcoming legislation, and provide an overview of key legislation passed in the most recent session. Joint Economic Development Strategy At the March 11, 2011, joint EDC /Board of County Commission Workshop, the EDC was encouraged to engage the public in a joint economic development strategy for Collier County and return with a Strategic Plan for the Commissioners to review. The EDC solicited RFPs from three top -notch consulting firms to lead the strategic planning process and selected KMK Consulting from Cincinnati, Ohio to formulate the plan. Public workshops were held on June 13, June 20 and July 25. Additionally, KMK Consulting conducted several Steering Committee meetings and one -on -one personal interviews with community leaders, private business owners and dignitaries from Collier and Lee counties. This process culminated with the presentation by Jim McGraw of KMK Consulting and delivery of the strategic plan, entitled "Strategy for Strengthening Economic Development in Collier County" at the Board of County Commissioners meeting on September 23, 2011. Business of the Month Designed to be a joint program between Collier County Government and the EDC, Business of the Month helps to recognize business owners who advance innovation through entrepreneurial activity within the community. During the 2010 Regular Session, the Florida Legislature enacted Committee Substitute for Senate Bill 1752, relating to economic development, which was later codified as Chapter 2010 -147, Laws of Florida. Sections 1 & 2 of the Act impose new economic development reporting requirements on county and municipal governments. Section 1 of the Act amends Section 125.045, Florida Statutes, to specify that a contract between a county's governing body or other entity engaged in economic development activities on behalf of the county and an economic development agency must require the agency or entity receiving county funds to submit a report to the county's governing body detailing how the county funds were spent and the results of the economic development agency's or entity's effort on behalf of the county. By January 15, 2011, and annually thereafter, the county must file a copy of the report with the Florida Legislative Office of Economic and Demographic Research (EDR) and post the report on the local government's website. Section 2 of the Act amends Section 166.021, Florida Statutes, to specify that a contract between a municipality's governing body or other entity engaged in economic development activities on behalf of the municipality and an economic development agency must require the agency or entity receiving municipal funds to submit a report to the municipality's governing body detailing how the municipal funds were spent and the results of the economic development agency's or entity's efforts on behalf of the municipality. By January 15, 2011, and annually thereafter, the municipality must file a copy of the report with EDR and post the report on the local government's website. Additionally, by January 15, 2011, and annually thereafter, if a municipal or county government has given economic incentives in excess of $25,000 during a fiscal year, then each municipal government having annual revenues or expenditures greater than $250,000 and each county government shall report to EDR the economic development incentives, by class of incentive, given to any business during the local government's previous fiscal year. Pursuant to the Act, the county or municipal government shall report its economic development incentives in the format specified by EDR. This survey questionnaire serves as the specified format for this particular reporting requirement. For purposes of this questionnaire, each individual economic development incentive given by a local government should be categorized into the one of the following classes. 1. DIRECT FINANCIAL INCENTIVES - Direct financial incentives of monetary assistance provided to a business from the county or municipality or through an organization authorized by the local government. Such incentives include, but are not limited to, grants, loans, equity investments, loan insurance and guarantees, and training subsidies. 2. INDIRECT INCENTIVES - Indirect incentives in the form of grants and loans provided to businesses and community organizations that provide support to businesses or promote business investment or development. 3. FEE OR TAX BASED INCENTIVES - Fee -based or tax -based incentives, including, but not limited to, credits, refunds, exemptions, and property tax abatement or assessment reductions. 4. BELOW MARKET RATE INCENTIVES - Below- market rate leases or deeds for real property. EDR will compile the data submitted by local governments in a manner that summarizes the total of each class of economic development incentive provided by each individual county and municipal government and a total of all counties and all municipalities, respectively. EDR will also prepare and provide a report to the Governor's Office of Tourism, Trade, and Economic Development and other interested parties. Furthermore, the Legislature finds that there is a need to enhance and expand economic activity in the counties of this state by attracting and retaining manufacturing development, business enterprise management, and other activities conducive to economic promotion, in order to provide a stronger, more balanced, and stable economy in the state; to enhance and preserve purchasing power and employment opportunities for the residents of this state; and to improve the welfare and competitive position of the state. The Legislature declares that it is necessary and in the public interest to facilitate the growth and creation of business enterprises in the counties of the state. (2) The governing body of a county may expend public funds to attract and retain business enterprises, and the use of public funds toward the achievement of such economic development goals constitutes a public purpose. The provisions of this chapter which confer powers and duties on the governing body of a county, including any powers not specifically prohibited by law which can be exercised by the governing body of a county, must be liberally construed in order to effectively carry out the purposes of this section. (3) For the purposes of this section, it constitutes a public purpose to expend public funds for economic development activities, including, but not limited to, developing or improving local infrastructure, issuing bonds to finance or refinance the cost of capital projects for industrial or manufacturing plants, leasing or conveying real property, and making grants to private enterprises for the expansion of businesses existing in the community or the attraction of new businesses to the community. (4) A contract between the governing body of a county or other entity engaged in economic development activities on behalf of the county and an economic development agency must require the agency or entity receiving county funds to submit a report to the governing body of the county detailing how county funds were spent and detailing the results of the economic development agency's or entity's efforts on behalf of the county. By January 15, 2011, and annually thereafter, the county must file a copy of the report with the Office of Economic and Demographic Research and post a copy of the report on the county's website. (5)(a) By January 15, 2011, and annually thereafter, each county shall report to the Office of Economic and Demographic Research the economic development incentives in excess of $25,000 given to any business during the county's previous fiscal year. The Office of Economic and Demographic Research shall compile the information from the counties into a report and provide the report to the President of the Senate, the Speaker of the House of Representatives, and the Department of Economic Opportunity. Economic development incentives include: 1. Direct financial incentives of monetary assistance provided to a business from the county or through an organization authorized by the county.
