EXECUTIVE SUMMARY
Recommendation to approve the recognition of carryforward in the amount of $156,201.04 in
Housing Grant Fund 121 and approve the necessary budget amendments.
OBJECTIVE: To budget funds for payment of eligible expenses for a HOME project and provide
affordable housing in the community.
CONSIDERATIONS: To restore the available prior years Housing and Urban Development HOME
grant budgets in Housing Grant Fund (121) for funding years 2003 through 2007. Housing, Human and
Veteran Services (HHVS) staff is working in collaboration with OMB Grants Compliance to reconcile all
older HUD grant awards from inception. This requested action will re-establish the HUD HOME
available grantor budget from prior years so that staff may administer the remaining balance.
In prior years, HHVS received $156,201.04 in program income and miscellaneous revenues that have not
been appropriated to date by the Board through a budget amendment, yet used to offset expenditures. A
budget amendment is required to recognize these revenues, which will restore the amount available in
HUD HOME grant projects to the full amount. Program income earned in prior years in the amount of
$124,534.39 has been used to offset allowable program and administrative expenditures prior to using
HUD revenues as required. Miscellaneous revenues from refunds within Fund 121 in the amount of
$31,666.65 will support administrative expenditures that exceeded the administrative cap. The
expenditures occurred in a prior period and corrective accounting action was not taken in the same period
or within a reasonable amount of time shortly thereafter. Draws have not been performed on these
expenditures and pose no cash management or ineligibility risk for single audit purposes.
FISCAL IMPACT: This action requires budget amendments within Housing Grant Fund (121) Projects
33121, 34550, 34555, 34560, 34565 and 34570 in the amount of$156,201.04.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority
vote for Board action. -JAB
