OBJECTIVE: To provide home delivered and congregate meal services for the Senior Nutrition
Program.
CONSIDERATIONS: Housing, Human, and Veteran Services administers a Senior Nutrition Program
for the benefit of qualified senior citizens, providing nutritionally balanced meals and monthly nutrition
education, using funds provided through Older Americans Act (OAA) grants. Congregate meal sites
encourage the senior population to remain healthy and active by providing nutritious meals with the
added recognized health benefit of socialization and organized activities, while nutritious home delivered
meals allow seniors to remain independent and age safely in their own homes, thus avoiding costly
assisted living facilities. The program historically serves over 200 seniors at congregate meal sites and
100 homebound seniors each year.
Housing, Human, and Veteran Services and the Purchasing Department developed the ITB with
applicable federal and state grant requirement language. The County's Local Vendor Preference language
was omitted as this practice is prohibited by the grant regulations.
The ITB#13-6157 was publicly advertised on September 25, 2013. Notices were sent to ninety-two
(92) firms with a legal ad placed in the Naples Daily News with twenty (20) vendors downloading
full packages. Two (2) responses were received by the due date of October 25,2013.
Vendors were asked to price fifteen (15) standard meal options in order to allow Collier County to make
selection based upon the lowest total overall cost. Staff determined that The ILS Group, LLC dba Classic
Caterers, Inc. of Miami, Florida, was the overall lowest responsive firm, as detailed in the table below.

The County will transition from the current contract 12-5799 with GA Foods to The ILS Group dba
Classic Caterers through January 31, 2014,to prevent any lapse in service. Therefore, staff recommends
that the Board allows the use of two contractors until the transition period is complete. The County's
standard purchase order terms and conditions are used as the instrument to procure services. The contract
is based on unit pricing and services.
FISCAL IMPACT: The historical annual cost of the services described in the ITB is $300,000. Funding
is provided through OAA grants. Funds for these services will be available and is budgeted in Human
Services Grant Fund 707 OAA Projects NSIP 33302, Cl 33308, and C2 33309.
LEGAL CONSIDERATIONS: This item has been reviewed and approved as to form and legality, and
requires a majority vote for Board approval-SS
