EXECUTIVE SUMMARY Recommendation to approve an after-the-fact amendment#4 to the Older Americans Act Title III B contract transferring funds from Transportation to Case Management and In-Home Services and to approve the necessary budget amendment(Net Fiscal Impact$-31,200) OBJECTIVE: To continue providing case management and in-home support services to qualified Collier County Seniors. CONSIDERATIONS: Collier County Services for Seniors has provided support services to Collier County's qualified senior citizens for over 30 years through Older Americans Act programs (OAA). Funding is provided through the Florida Department of Elder Affairs, and administered by Senior Choices of Southwest Florida (Senior Choices). The contract period for OAA programs is January 1, 2013 through December 31, 2013. The original award and budget amendments were approved by the BCC on January 22, 2013, Item 16.D.5. Amendment 4, received October 7, 2013, will properly align the budget with identified program needs. Currently, the Transportation budget (within Title III-B) is projected to have a surplus of funds in the amount of$35,700;those surplus funds are being shifted to Case Management and In-Home Services to serve identified increased needs. This amendment to the OAA IIIB program transfers $31,200 from Transportation to In-Home Services, and an additional $4,500 from Transportation to Case Management. In-Home Services are further increased by$9,068, for a total increase of $40,268. This amendment changes the OAA IIIB award affecting Year Two, 2013. The In-Home Services budget is directly managed by Senior Choices, and therefore the net impact of this amendment is a reduction of$31,200 to the County managed program budget, however, while the County will no longer have access to these fund, qualified Collier County seniors will still continue to benefit through In-Home Services. The OAA IIIB program requires local matching funds in the amount of 10% of the program. Based on the OAA IIIB Program current grant period projections, the average program cost is $60,000. This amount exceeds the current amended award amount of grantor revenues and minimum required match. Staff requests that the current Human Services Match Fund amount of $9,611.11 be maintained in order to meet the project requirements. This amendment is being presented after-the-fact because staff was unable to meet the October and November deadlines; In order to maintain grant compliance and continue to provide much needed services to the County's frail elderly it was necessary to execute the amendment prior to the regularly scheduled Board meeting. Consequently,pursuant to CMA 5330 and Resolution No. 2010-122,the County Manager authorized Steve Camel!, Interim Administrator,to sign the contract amendment. GROWTH MANAGEMENT: None. FISCAL IMPACT: A budget amendment in FY14 is required to reduce Human Services Grant Fund 707,Project Number 33246 in the amount of$31,200. Staff requests that the current Human Services Match Fund 708 Project 33246 amount of$9,611.11 be maintained.Matching dollars are supported by excess program revenues from prior years. LEGAL CONSIDERATIONS: The standard form amendment provided by Senior Choices of Southwest Florida was used for each agreement.
