EXECUTIVE SUMMARY Recommendation to award Invitation to Bid (ITB) #13-6186 to Compass Construction, Inc., in the amount of$931,926 for the construction of the "Vanderbilt Beach Restroom Facilities", authorize the Chair to execute the attached contract, approve the necessary budget amendment, and make a finding that this project expenditure promotes tourism. OBJECTIVE: To construct an additional 868 square foot restroom facility for the public at Vanderbilt Beach Park that is cost effective and acceptable to the various stakeholders in the project. CONSIDERATION: On January 22, 2013, the Board of County Commissioners approved a work plan for permitting, design, and construction of bathrooms at Vanderbilt Beach Park and approved the rehabilitation and retention of the existing bathrooms. The County contracted with Q. Grady Minor to provide professional engineering services for the Vanderbilt Beach Restroom Facilities. The design was completed in June of this year and permitting was completed in October 2013. This project includes a new 868 sf restroom facility, additional shower and foot wash facilities, additional boardwalks connecting the new facility with adjacent sidewalks, and the existing facility completely encapsulated by existing and proposed landscaping. The new restroom is located in the AE Zone, behind the dune line in a wetland area, by agreement between the County and the various stakeholders. On September 29, 2013, the Purchasing Department sent 1,442 notices to vendors for Bid #13-6186 for the construction of the Vanderbilt Beach Restroom Facilities; 81 bid packages were downloaded; a mandatory pre-bid conference was held on October 7, 2013; and seven contractors attended. Five bids were received on October 29, 2013, as shown below and on the attached Bid Tabulation. Staff reviewed the unit pricing on the bid tab and is recommending the award to Compass Construction, Inc., the lowest, responsive bidder. On November 20, 2013 the Parks & Recreation Advisory Board approved the award of the construction agreement, and on November 25, 2013, the Tourist Development Council also approved the award of the construction agreement and the additional funding required. Pelican Bay Foundation and the requisite stakeholders previously approved the final design for construction. FISCAL IMPACT: The construction phase of the Vanderbilt Beach Restroom Facilities includes the base bid ($769,830), allowances for unforeseen conditions ($60,000), an ad alternate for modifications to the path connecting the parking garage to the beach ($102,096), construction engineering inspection (CEI) services ($26,320), builders risk insurance ($15,400), and building permit fees ($2,114.14). The total construction phase budget is $975,760.14. Packet Page-1494- 12/10/2013 16.D.5. Funding in the amount of$747,901.40 is presently available for the Facility under Project No. 90046 in Tourist Development Tax funded Beach Park Facilities Capital Fund (183). An additional $227,900 is required to fund the construction phase and is proposed to be provided by a budget amendment transferring funds from TDC Fund(183)capital reserves to Project 90046. The budget for this project was initially established in FY09. The increase in project costs is primarily due to the unforeseen condition allowances and the garage access path ad alternate. Other factors, including the environmental sensitivity of the location and additional landscape buffers added to the project as a result of citizen input also contributed to the cost increase. As part of planning for this facility staff has reexamined the appropriate level of custodial service at the Vanderbilt and Bluebill facilities. The following cost for custodial services reflects the standard once per day custodial service supplemented with an additional four hours of custodial services per day on a seasonal basis. Estimated operating and maintenance expenses include electricity,water and sewer,trash disposal, general repair and maintenance and supplies.
