EXECUTIVE SUMMARY Recommendation to approve an amendment to Standard Contract between Collier County and the Area Agency on Aging for Southwest Florida, Inc. d/b/a Senior Choices of Southwest Florida to extend the grant period through February 28, 2014 and Attestation Statement as well as authorize the necessary budget amendments to reflect estimated funding for the Calendar Year 2014 Older Americans Act Programs (Net Fiscal Impact$778,737) OBJECTIVE: Provide uninterrupted support services to Collier County Services for Seniors' frail, elderly clients. CONSIDERATIONS: The Older Americans Act (OAA) Programs are federal program initiatives that provide assistance to older persons and caregivers and are the only federally funded support service programs directed solely toward improving the lives of older people. These funds are received by Collier County through the Area Agency on Aging of Southwest Florida, Inc, d/b/a Senior Choices of Southwest Florida. The current Standard Contract for the OAA Program will end on December 31, 2013. Historically, the County's Services for Seniors Program receives continuation agreements during the latter part of December for the upcoming grant cycle. Accordingly, and as done historically, in order to avoid disruptions in services, the grantor has extended the existing grant agreement through February 28, 2014 or until a new agreement is executed, whichever comes first. Furthermore, the grantor has estimated that funding will be equivalent to current the CY13 funding allocation. When the final agreement is received it will be presented to the Board of County Commissioners, in conjunction with any necessary budget amendments to reflect any changes from the estimated allocation. Approval of this item will extend the agreement for the OAA programs, approve budget amendments to reflect funding for CY14 in the amount of$700,862.00, and authorize continued payment of expenditures under the aforementioned programs. The OAA programs require local matching funds in the amount of 10%of the program*. GROWTH MANAGEMENT IMPACT:None. FISCAL IMPACT: Budget amendments are required to recognize estimated grant revenue of $700,862.00 for the CY14 OAA Program to Human Services Grant Fund (707), Projects 33306, 33307, Packet Page-1524- 12/10/2013 16.D.9. 33308 and 33309. Budget amendments are also required for the corresponding local match requirement of $77,875 to Human Services Grant Match Fund (708), Projects 33306, 33307, 33308 and 33309. Local match is available through carry forward in the Collier County Seniors Fund(123). LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board approval. -JAB RECOMMENDATION: To approve and authorize the Chairwoman to sign the amendment to Standard Contract and Attestation Statement between Area Agency on Aging for Southwest Florida, Inc. d/b/a Senior Choices of Southwest Florida and Collier County to extend the grant period as well as approve all necessary budget amendments, and authorize the continued payment of grant expenditures. NOW,THEREFORE,in consideration of the foregoing Recitals,and other good and valuable consideration, the receipt and sufficiency of which is hereby mutually acknowledged,the Parties agree as follows: 1.
