Agenda 12/10/2013 Item #11H 12/10/2013 11 .H. EXECUTIVE SUMMARY Recommendation to confirm the appointment of Mr. Stephen Y. Carnell to the position of Public Services Division Administrator. OBJECTIVE: To confirm the County Manager's appointment of Mr. Stephen Y. Carnell. CONSIDERATIONS: Ordinance 93-72, as amended, requires that the Board confirm the County Manager's appointment of Division Administrators. The County's Public Services Division is comprised of eight (8) operating sections with an annual operating budget of$41.7 million and a workforce of 373 full time equivalent employees. Mr. Camel! is being recommended for this key management position based upon his demonstrated leadership skills, performance history, relevant work experience and vast technical knowledge of division operations. He has served the County with distinction since 1985, progressing through the organization in various positions each with increasing responsibility and authority. He has served as the Public Services Division Interim Administrator since March 2012 and is uniquely qualified to carry out this key assignment. Mr. Carnell will earn an annual salary of$131,384. FISCAL IMPACT: Sufficient funds exist within the Public Services Division budget for this appointment. GROWTH MANAGEMENT IMPACT: None LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is legally sufficient, and requires majority support for confirmation. -JAK RECOMMENDATION: It is recommended that the Board of County Commissioners confirm the appointment of Mr. Stephen Y.
