EXECUTIVE SUMMARY Recommendation to adopt a resolution amending Resolution No. 2008-353, as amended and supplemented by Resolution No. 2011-190, in order to further supplement the authorization of the condemnation of land and easements necessary for the construction of roadway, drainage and utility improvements required for the expansion of Collier Boulevard from four lanes to six lanes from Green Boulevard to Golden Gate Boulevard, including portions east on White Boulevard and west on Pine Ridge Road (Project No. 68056). Estimated fiscal impact: $395,000. OBJECTIVE: To adopt a resolution authorizing the condemnation of all right-of-way parcels not as yet acquired, including new parcels following design changes, needed for the construction of roadway, drainage and utility improvements for the expansion of Collier Boulevard from Green Boulevard to Golden Gate Boulevard, including portions east on White Boulevard and west on Pine Ridge Road (the "Project"). CONSIDERATIONS: Authorization for the condemnation of land and easements for the Project was given by the Board of County Commissioners (the "Board") on December 2nd, 2008 under Resolution No. 2008-353, as supplemented and amended by Resolution No. 2011-190, adopted on October 11, 2011. Since then further design changes to the Project have resulted in the need for additional right-of-way, namely Parcels 152SE, 152TCE2, 174RDUE, 175RDUE, 176DE and 178RDUE. Furthermore, design changes and permitting issues have delayed construction of the Project and certain temporary construction easements have expired. The proposed resolution will supplement Resolution Nos. 2008-353 and 2011-190 as to the foresaid parcels and the expired temporary construction easements. Bid letting for the Project is scheduled for July/August 2014. The Board of County Commissioners has been advised through numerous communications of the need to expand Collier Boulevard from four to six lanes. The Board is herewith being advised of the various factors considered by its professional engineering staff and consultants, which include the environmental impacts, costs, public health, safety and welfare considerations, and the long-range planning needs and impacts. Reference is being made to the attached report dated August 31, 2011 prepared by the firm of CH2MHi11, the engineer of record for the Project. This report includes the segment of Collier Boulevard from Golden Gate Main Canal to Green Boulevard. However, funding for right-of-way acquisition for this segment of the project is not available, and it is therefore not included in the proposed resolution. By its review, concurrence and approval of this executive summary, the back-up documentation, and the proposed resolution, the Board will have determined that the legal descriptions, and the land or easements specified on each legal description,which are a part of the attached resolution, represent the most feasible location, and are necessary for the construction of the proposed improvements to Collier Boulevard. In addition to the direct cost of all land and easements required for construction, the County is also required pay severance damages to remaining properties caused as a result of the part taken Packet Page-653- 12/10/2013 11.F. to construct the project, all estimated business damage claims arising from the takings, as well as all expenses for title work, real estate appraisals, and those expenses related to condemnation when necessary, such as property owner attorney fees and expert witness fees, as provided for in Sections 73.091 and 73.092, F.S. To the extent settlements are achieved in lieu of litigation, these costs may be reduced significantly. FISCAL IMPACT: Costs and expenditures to the County resulting from the approval of this agenda item are anticipated not to exceed $395,000. All such expenditures will come from road impact fees. GROWTH MANAGEMENT IMPACT: The expansion of Collier Boulevard is an integral part of Collier County's Growth Management Plan. LEGAL CONSIDERATIONS: This item requires a duly noticed public hearing. The Board is required to consider long range planning, environmental concerns, safety, drainage, alternative routes and costs associated with each alternative before making the decision to condemn real property for a public project. This item is approved as to form and legality and requires a majority vote for Board approval. -ERP RECOMMENDATION: That the Board of County Commissioners of Collier County: 1. Adopt the attached Resolution; 2. Authorize its Chairman to execute same on behalf of the Board; and 3. Authorize any budget amendments that may be necessary to implement the collective will of the Board as evidenced by the adoption of the attached Resolution and the approval of this Executive Summary. RESOLUTION NO.2013- A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA AMENDING RESOLUTION NO. 2008-353, AS AMENDED AND SUPPLEMENTED BY RESOLUTION NO. 2011-190, IN ORDER TO FURTHER SUPPLEMENT THE AUTHORIZATION OF THE CONDEMNATION OF LAND AND EASEMENTS NECESSARY FOR THE CONSTRUCTION OF ROADWAY, DRAINAGE AND UTILITY IMPROVEMENTS REQUIRED FOR THE EXPANSION OF COLLIER BOULEVARD FROM GREEN BOULEVARD TO GOLDEN GATE BOULEVARD, INCLUDING PORTIONS EAST ON WHITE BOULEVARD AND WEST ON PINE RIDGE ROAD (PROJECT NO. 68056). WHEREAS, the acquisition of right-of-way for the expansion of Collier Boulevard from four to six lanes from Green Boulevard to Golden Gate Boulevard, including portions east on White Boulevard and west on Pine Ridge Road, (Project No. 68056) (hereinafter referred to as "the Project"), is included in Collier County's Five Year Transportation Work Program; and WHEREAS, plans and specifications have been prepared for construction of the Project; and WHEREAS, on December 2, 2008 the Board adopted Resolution No. 2008-353 authorizing the condemnation of land and easements necessary for the construction of the Project; and WHEREAS, on October 11, 2011 the Board adopted Resolution No. 2011-190, which supplemented and amended Resolution No. 2008-353; and WHEREAS, since adoption of foresaid resolutions, certain temporary construction easements have expired and Project design changes have resulted in the addition of six new parcels required for construction of the Project; and WHEREAS, the location for the construction of the proposed improvements within and adjacent to the foresaid expired temporary construction easements and new parcels has been fixed by survey and is collectively represented by the legal descriptions comprising Exhibit "A" attached hereto and incorporated herein,being all right-of-way parcels yet to be acquired; and Packet Page-657- 12/10/2013 11 .F. WHEREAS, after consideration of the availability of alternate routes and locations, the comparative costs of the Project alternatives, various impacts upon the environment, long range planning options, and public safety considerations, the Board desires to exercise its right to condemn property for public purposes. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that it has been determined by the Board that it is necessary and in the public's best interest to acquire the property described in Exhibit "A" (the "Property") for the purpose of constructing the improvements proposed for the expansion of Collier Boulevard from Green Boulevard to Golden Gate Boulevard, including portions east on White Boulevard and west on Pine Ridge Road, in order to protect the health, safety and welfare of the citizens of Collier County. AND IT IS FURTHER RESOLVED that the acquisition of the Property and construction of the Project upon the Property is an integral part of the County's long range planning effort, and is included in the Capital Improvement Element of the Collier County Growth Management Plan. AND IT IS FURTHER RESOLVED that the Board has reviewed the staff report and heard the presentation concerning alternative locations for the Project, various impacts to the environment, public safety and welfare considerations associated with the design and construction of the Project, and the costs associated with the design, property rights acquisition, and construction of the Project; and the Board finds that after consideration of these issues, the most feasible location for construction of the proposed improvements is collectively represented by the legal descriptions comprising Exhibit "A" attached hereto and incorporated herein. AND IT IS FURTHER RESOLVED that the taking of the perpetual, non-exclusive road right-of-way, drainage and utility easements will provide the County with the right to place -Page 2- Packet Page-658- 12/10/2013 11 .F. and/or excavate materials for the purpose of constructing, operating and maintaining roadway, bikepath and sidewalk improvements, drainage structures, including but not limited to ditches, swales, earthen berms, rip-rap and retaining wall systems, underground pipes, various types of water control structures and any and all manner of public and private utility facilities. AND IT IS FURTHER RESOLVED that the taking of the perpetual, non-exclusive drainage easement will provide the County with the right to place and/or excavate materials for the purpose of constructing, operating and maintaining drainage structures, including but not limited to ditches, swales, earthen berms, rip-rap and retaining wall systems, underground pipes and various types of water control structures. AND IT IS FURTHER RESOLVED that the taking of the perpetual,non-exclusive slope easement will provide County with the right to place and/or excavate materials for the purpose of constructing, operating and maintaining earthen fill slopes. AND IT IS FURTHER RESOLVED that the taking of the temporary construction easements will provide County with the temporary right-of-entry on to private property in order to construct roadway, bikepath, sidewalk, drainage and utility facilities within the public right- of-way immediately adjacent thereto; to store and marshal equipment and materials during construction of the Project, and to demolish or clear any structures, improvements or other features required to be removed in order to construct the Project, with full authority to enter thereon and to grade, regrade and excavate as necessary for the construction of the Project and for restoring the temporary construction easement area. Throughout the duration,the County has the right and authority to remove and dispose of dirt, rocks and vegetation within the temporary construction easement area. AND IT IS FURTHER RESOLVED that the real estate interests described in Exhibit "A"attached hereto are necessary for the construction of the Project. -Page 3- Packet Page-659- 12/10/2013 11 .F. AND IT IS FURTHER RESOLVED that all of the property shall be put to public purposes. AND IT IS FURTHER RESOLVED that the County Manager or his designee and the Office of the County Attorney are hereby authorized and directed to immediately acquire by gift, purchase or condemnation in accordance with the provisions of Chapters 73, 74 and 127, Florida Statutes, the real property interests more particularly described in Exhibit "A", attached hereto and incorporated herein. AND IT IS FURTHER RESOLVED that no mobile homes are located on the Property sought to be acquired and therefore it will not be necessary to remove any mobile homes from the Property to be acquired. The specific purpose of the project is to enhance mobility and develop a traffic circulation plan for the local system connection to the primary facilities of Collier Boulevard(CR951), Golden Gate Boulevard,Pine Ridge/White Boulevard,Green Boulevard,and Golden Gate Parkway,that promotes safe local traffic,bicycle and pedestrian movements. The intent of the project is to provide adequate transportation capacity to meet future traffic development and planned growth as approved in the Collier County Growth Management Plan. This project shall address cost,environmental impacts,permitability,current and future development patterns. In addition,this project is part of an overall corridor improvement program Collier County has undertaken to increase capacity along Collier Boulevard from US 41 to Immokalee Road(CR 846). The other projects comprising the Collier Boulevard corridor improvements are at various stages of completion. The existing road is a four-lane,divided,urban-minor-arterial roadway. The proposed project will widen Collier Boulevard to a six-lane,divided,urban-arterial. White Boulevard will be widened from two-lanes to four-lanes for a distance of 1,000 feet;Pine Ridge Boulevard will be widen from a four-lane urban minor arterial to a six-lane urban- arterial for a distance of 1,000 feet;Green Boulevard will be extended to 39th Street(across the CR 951 Canal) to facilitate traffic circulation.The new structure will provide vehicular and pedestrian access across the CR 951 Canal. Packet Page -683- ROW AQUISITION REPORT_COLLIERIII_083111.DOC 2-1 12/10/2013 11.F. 3.0 Need for Transportation Improvements This project is being developed as a vital component to the regional transportation network to accommodate existing and future residential and commercial growth in the area and meet future traffic demands in Collier County. Collier County has seen significant development and growth in recent years,and continues to grow both north and south of the I-75 interstate corridor.Several vacant land parcels adjacent to this project,(especially at the major intersections),currently have development orders,or are in the process of modifying or obtaining development orders which will allow construction activities to begin within the next several years. The Collier County 2030 Long Range Transportation Plan(LRTP) identifies the areas north and south of the Collier Boulevard corridor as areas of higher population growth and employment growth. This growth presents major challenges to the Collier County network of arterials and collectors,and prompted improvements to this vital north-south arterial which connects to the existing east-west arterial network. Collier Boulevard,a 17.6 mile corridor,provides a continuous connection between Marco Island (to the south)and Immokalee Road(to the north). As such,the roadway provides direct access to I-75,and connects to all existing east-west arterial corridors such as US 41, Rattlesnake Hammock,Davis Boulevard,Golden Gate Parkway,Green Boulevard,and in the specific area of this project Pine Ridge Road/White Boulevard and Golden Gate Boulevard, as well as Vanderbilt Beach Road,and Immokalee Road.Currently,this four- mile,4-lane urban segment of Collier Boulevard creates a bottleneck for traffic due to lack of capacity along the corridor as well as at major intersections. Improvements to this four-mile portion of the roadway,as well as the other eleven-miles of Collier Boulevard (10 miles recently constructed and 1 mile which begins construction in October 2011),will enhance regional mobility as well as emergency (hurricane etc.) evacuation by adding increased capacity throughout the corridor. Figures 3-1 and 3-2 show current and future land use for the property adjacent to the project. Collier Boulevard from the Main Golden Gate Canal to Green Boulevard (2-miles) is mostly commercial.Collier Boulevard from Green Boulevard to Golden Gate Boulevard (2-miles) is characterized by residential land uses (zoned Estates-E and Agricultural-A)and commercial land uses at the major intersection points. There are traffic signals located at the intersections of Collier Boulevard and Golden Gate Parkway,Green Boulevard,Pine Ridge Road/White Boulevard,and Golden Gate Boulevard.There is one non-signalized,full median opening intersection with 17th Avenue SW.Full median openings are also provided at intersections with local collectors. The existing right of way width along Collier Boulevard is 200 feet and is shared by the roadway and the CR 951 Canal. 4.2 Pine Ridge Road and White Boulevard Within the limits of this project,the right of way along Pine Ridge Road is 150 feet.The existing Pine Ridge Road typical cross section is made up of four 12-foot travel lanes and a 20-foot depressed grassed median which is reduced at the Collier Boulevard Intersection to a two-foot traffic separator.White Boulevard consists of a two-lane(11-foot lanes), undivided roadway within a 60-foot right of way. 4.3 Intersections There are four major intersections along the proposed Collier Boulevard Improvement project: 1. Golden Gate Parkway(Signalized, "T"Intersection) Collier NB Approach: 2 thru,1 left turn. Collier SB Approach:2 thru,1 right turn. Golden Gate Parkway EB Approach:2 left turn,1 right turn. 2. Green Boulevard(Signalized, "T"Intersection) Collier NB Approach: 2 thru,1 left turn. Collier SB Approach:2 thru,1 right turn. Green Boulevard EB Approach: 1 left turn,1 right turn. Packet Page -688- ROW_AQUISITION_REPORT COLLIERIII_083111.DOC 4-2 12/10/2013 11 .F. • 5.0 Evaluation Factors The following factors were considered prior to recommending the proposed improvements: 5.1 Alternate Alignments Collier Boulevard The CR 951 Canal is located on the east side of the roadway throughout the four-mile length of the project. From Station 525+00 (approximately 700 feet south of 20th PL SW) to the north, the canal has been previously relocated to accommodate the future widening of Collier Boulevard to six lanes. From the Main Golden Gate Canal to Station 525+00,the canal will require relocation to accommodate the six-lane roadway cross section. The four-mile alignment has been divided into 4 sections.These sections are: • Main Golden Gate Canal to Sta.473+00+/-. Segment A(0.33 mile) • Sta.473+00+/-to Sta.525+00+/-.Segment B(1.0 mile) • Sta.525+00+/-to Green Boulevard.Segment C (0.70 mile) • Green Boulevard to Golden Gate Boulevard. Segment D(2.0 mile) Segment A: (See Figure 5-1) Alignment in this section is controlled by the SFWMD control structure located on the east side of the roadway at approximately Sta.465+00. The proposed improvements will relocate (or may be removed completely) the SFWMD control structure as part of the 951 Canal relocation in order to avoid impacts to the golf course on the west side of the roadway. A small water management detention area is also proposed between the new Canal and the east side of the roadway.A ten-foot pedestrian facility "pathway" is located parallel to the west side of the road and a retaining wall was added to reduce the footprint and eliminate/reduce the need for additional ROW.This alignment also provides the least deviation,or shift,in the roadway alignment. The proposed infrastructure:canal,roadway and water management detention areas;stay within the existing ROW of 200 feet. Two other alternatives were considered: • Option 2-This option utilizes retaining walls to reduce the footprint of the roadway to minimize impacts to the SFWMD control structure and to minimize right of way impacts to the golf course. The roadway alignment will require a shift greater than in Option 1 to Packet Page -689- ROW_AQUISITION_REPORT_COLLIERIII_083111.DOC 5-1 12/10/2013 11 .F. avoid the control structure;however,right of way acquisition will be required along approximately 700 feet of the golf course property. The CR 951 Canal would require relocation north and south of the control structure. • Option 3-This option would shift the roadway alignment to the west to avoid all impacts to the SFWMD control structures without the use of any retaining walls;would require the maximum right of way acquisition from the golf course;and would require the greatest shift in the roadway alignment. The CR 951 Canal would require relocation north and south of the control structure. Segment B: (See Figure 5-2) Alignment of this section is controlled by the Golden Gate Parkway intersection and the proximity of the existing development along the west side of the roadway. Any widening to the west,outside of the existing right of way,would have detrimental impacts to the existing commercial development. Due to the location of successive access points to the development on the west side of the road,a continuous right turn lane will be provided throughout this section. Widening to the west within the existing right of way will be performed to accommodate the turn lane. All other widening will be to the east in the area made available by the relocation of the CR 951 canal. Minimum water management facilities are proposed parallel to the east side of the roadway. The ten-foot pathway will be extended to the Golden Gate Parkway intersection. From this point north,the pathway will be constructed on the east side of the CR 951 Canal and a pedestrian bridge is proposed over the Canal. The proposed alignment will only require minimum additional ROW at the south west corner of Golden Gate Parkway to accommodate the ten-foot pathway. Access to 39th Street(on the east side of Collier Blvd)is currently located at 25th Ave. SW, just south of Golden Gate Parkway. Two options for access to 39th Street were studied: • Option 1 -This option considered keeping the access point at 25th Ave.SW and provide a"skip lane" that would separate through traffic along Collier Boulevard into two lanes-the inside and center lanes would remain within the Golden Gate Parkway signalized intersection and the outside lane would be separated out of the signal,allowing through traffic in this lane to move continuously,providing better traffic flow in the northbound direction. Drawbacks to this option include • Access to 25th Ave.SW from Collier Blvd SB would need to be provided by a U-turn movement located further to the south. • Access from 25th Ave.to Collier Blvd SB would be eliminated. • Signal phasing would be complicated to accommodate the"skip lane". • A pedestrian bridge would be required to maintain pedestrian access across Collier Boulevard. Packet Page -690- ROW AOUISITIONREPORT COLLIERIII 083111.DOC 5-2 12/10/2013 11 .F. • Option 2-This option would close the access at 25th Ave.SW and create a 4-legged intersection with Golden Gate Parkway. This option provides placement of the bridge at a main side street and would maintain standard pedestrian access at the intersection. The main disadvantage is that the cost of the bridge at this location would be greater and the need for additional ROW to provide access to 39th Street,25th Ave.SW and 27th Ave.SW. • Option 3 (Selected Option)-This option would close the access at 25th Ave.SW and potentially relocate the bridge at 27th Ave.SW or 29th Ave.SW(future decision by County). This option would allow adequate space for the SB left turn lane without impacting the length of the NB left turn lanes.Access from 25th Ave.to Collier Blvd SB would be eliminated.A pedestrian only bridge over the 951 Canal would be located at the Golden Gate Parkway intersection to provide access to 39th Street and the pathway facilities located on the east side of the Canal. Segment C: (See Figure 5-3) The proposed alignment for this segment is similar in nature to Segment B with the exception that the 951 Canal has been previously relocated to provide enough room for the widening. The continuous right turn lane will extend to Green Boulevard and will be constructed within the existing right of way on the west side of the existing roadway. All other widening will be accomplished to the east. The existing conveyance swale parallel to the east side of the roadway will be restored and control structures are proposed to provide water quality.The 10-foot pathway will continue parallel to the CR 951 Canal east bank. The proposed infrastructure: canal,roadway,pathway and water management detention areas;stay within the existing ROW of 260 feet.The ROW is also shared with 39th Street. Access to 39th Street(on the east side of Collier Blvd) is currently located at 17th Ave.SW, just south of Green Boulevard. Two options for access to 39th Street were studied and are similar to that studied for 25th Ave.SW: Option 1-This option considered keeping the access point at 17th Ave. SW and provide a "skip lane" that would separate through traffic along Collier Boulevard into two lanes-the inside lane would remain within the Golden Gate Parkway signalized intersection and the middle and outside lanes would be separated out of the signal,allowing through traffic in this lane to move without interruption. Advantages include: • Providing better traffic flow in the northbound direction. • Minimizes cost by saving the existing bridge. Drawbacks to this option include: • Access to 17th Ave.SW from Collier Blvd SB would need to be provided by a U-turn movement located further to the south. • Access from 17th Ave.to Collier Blvd SB would be eliminated. Option 2(Selected Option)-This option would close the median access at 17th Ave.SW and create a 4-legged intersection with Green Boulevard. This option provides a logical placement of the bridge at a main side street and would maintain standard pedestrian access at the intersection. This option will also allow for the future extension of Green Boulevard as contemplated on the 2030 LRTP.Collier County is in coordination with the Unity Faith Missionary Baptist Church,property owner across the Canal,to obtain a reservation for the ROW for the future extension. The main disadvantage is the cost of the new bridge.The County will consider leaving the Bridge at 17th Ave open for right-in-right out access. Segment D: The widening of Collier Boulevard,north of the intersection with Green Boulevard and ending at Golden Gate Boulevard,will be accomplished to the west side of the existing roadway. The east curbline will be maintained due to its proximity to the CR 951 Canal. Demolition of two miles of curb and guardrail will be avoided.This alignment also provides the least deviation,or shift,in the roadway alignment and adequately connects to the Collier Boulevard"North"project(County project 65061),which was completed in 2008. Approximately 35 feet of right of way will be required throughout this section to accommodate the widened pavement and water management linear ponds. Right turn lanes along Collier Boulevard SB will be provided at all cross streets and major driveway access points. The 10-foot pathway will continue east of the Canal to the intersection with Pine Ridge Road,where the pedestrian traffic will be crossed to the west side of the road(due to lack of continuous,available ROW on the east side of canal)and continue north on a 10-foot path parallel to the west curb of the project. At the Pine Ridge Road/White Boulevard intersection,widening to the east will be required to minimize right of way and access impacts to the businesses on the northwest corner of the intersection of Collier Blvd. Pine Ridge Road Widening along Pine Ridge Road will be centered on the existing roadway,as it severed the adjoining properties equitably and keeps any improvements within the existing right of way to the greatest extent possible. Right of way acquisition will be required on the north and south sides of the roadway to accommodate the future six lanes,storm water conveyance system and pedestrian facilities. This will be accomplished with minimal impacts to the existing residences.The impacts to the existing commercial developments were minimized by providing a retaining wall and re-routing the storm water collection system.The recently approved commercial ROW AQUISITION_REPORT_COLLIERIII_083111.DOC 5-4 Packet Page-692- 12/10/2013 11 .F. development on the southwest corner provided 20 foot for the future road improvements, along their north property boundary as well as storm water treatment and attenuation. The total right of way determined necessary was 190 feet to provide area for the roadway improvements and the lateral conveyance system;with a reduction at the intersection of 20 feet due to the agreements with the private developers.This is discussed in more details in the next sections. White Boulevard White Boulevard widening will be centered on the existing roadway,as it severs the adjoining properties equitably and keeps any improvements within the existing right of way to the greatest extent possible.The proposed widening perfectly aligns with the improvements across the intersection increasing traffic safety.The required ROW was determined to be 160 feet to provide adequate space for the future four-lane infrastructure, and proper access management for the interim conditions. The impacts to the existing commercial use at the southeast corner were minimized by proving a retaining wall and locating the sidewalk against the back of curb,hence reducing the typical section footprint.The water management facilities will be located on an existing (not used 39th Street ROW)parcel,north of the intersection.The total ROW requirement at the intersection is 165 feet. 5.2 Safety Factors Construction of the widening along Collier Boulevard will increase the safety of the corridor by improving traffic flow through the intersections. The addition of through lanes in conjunction with lengthened left turn lanes and increasing the available lanes for left turn movements will result in the elimination or reduction of turning vehicles and through vehicles queuing in the through lanes and blocking the through traffic.This will also reduce the need for vehicles to change lanes and maneuver around the queued traffic,resulting in fewer accidents. Signing and marking and turn lane length decisions were based on FDOT and Collier County guidelines to safely move pedestrian and vehicular traffic. Bike lanes,and sidewalks and pathways on Collier Boulevard and Pine Rideg Road/White Boulevard were included to provide for safe circulation of pedestrian and bike traffic. 5.3 Long Range Planning Factors The widening of Collier Boulevard between the Main Golden Gate Canal and Golden Gate Boulevard is part of the Collier Metropolitan Planning Organization (MPO) 2030 Long Range Transportation Plan(LRTP).This project is being developed as a vital component to the regional transportation network to accommodate existing and future residential and commercial growth in the area and meet future traffic demands in Collier County. The Collier Boulevard Pine Ridge Road/White Boulevard intersection has been designed to allow for the future extension of White Boulevard as a four-lane roadway.It has also been designed to accommodate improvements to the last segment of Pine Ridge Road,from Santa Barbra Boulevard/Logan Boulevard to Collier Boulevard,as projected on the 2030 LRTP. The proposed structure across the CR 951 Canal at Green Boulevard will be designed and constructed to accommodate the future extension of Green Boulevard as projected on the 2030 LRTP. 5.4 Environmental Factors The Collier Boulevard widening project has been designed to minimize the amount of environmental disturbance. Wetland areas affected by this 4 mile project are less than 1.5 acres. A conventional storm water management system has been designed to provide for water quality treatment in a lateral ditch that will be located along the west side of the road. This eliminates the need to construct a pond on one of the undeveloped parcels adjacent to the corridor.The available undeveloped parcels are mostly wetlands utilized by the existing wildlife in the area therefore;the impacts to existing habitat have been substantially reduced.Collier County has also signed agreements with developers within the project area to accept and treat a portion of the project's storm water runoff,reducing even further the need for additional land dedicated to provide water quality and attenuation.The White p.. Boulevard storm water system was also relocated to the existing,vacant 39th Street ROW easement,north of the intersection,which decreased the need for land to accommodate the project's infrastructure. The new system will significantly reduce the amount of runoff water currently discharged to the CR 951 Canal without treatment. It will also provide protection to the canal network as it will be a discharge rate controlled system. 5.5 Costs Costs to provide the capacity improvements of this project have been carefully considered in the analysis and design of this project. As the project has progressed through the design and permitting process,the costs have become more defined and developed. The design process only considers and includes those elements essential to the purpose of the project, thereby maintaining the costs in the Capital Improvement Program and insuring a financially feasible construction project. Current estimate of Probable Construction Cost (90% Design Phase)is$23.2 M for the segment of Collier Boulevard between Green Boulevard and Golden Gate Boulevard and$26.1 M for the segment between the Main Golden Gate Canal and Green Boulevard. Packet Page-697- 12/10/2013 11.F. 6.0 Summary of Proposed Improvements 6.1 Collier Boulevard The proposed improvements include six 11-foot travel lanes (three (3)in each direction) from Main Golden Gate Canal to Golden Gate Boulevard.Curb and gutter and(2)four-foot bike lanes will be included along the entire length of Collier Boulevard within the project limits. Pedestrian facilities include an eight-foot multiuse path along the west side of the road,from Main Golden Gate Canal to Golden Gate Parkway.North of the Parkway and ending at Green Boulevard,the existing sidewalk along the commercial area will be maintained or replaced as may be impacted by the roadway improvements,and the pathway will continue north along the east side of the Canal as a 10-foot width facility. Continuing north of Green Boulevard and ending at Pine Ridge Road,pedestrian traffic will be routed through a six-foot sidewalk along the west side of Collier Boulevard and a 10-foot pathway along the east side of the CR 951 Canal.North of Pine Ridge Road,the pedestrian network reduces to a 10-foot pathway along the west side of Collier Boulevard,connecting at Golden Gate Boulevard to the existing eight-foot sidewalk built under Collier County Project No. 65061 South of Pine Ridge Road the proposed right of way varies between 200 feet and 260 feet. North of Pine Ridge Road the proposed right of way is 235 feet in width.The right of way is shared by the roadway,the storm water facilities,the pathway,and the CR 951 Canal. The roadway widening will mainly occur along the west side as previously discussed on the Alternative Alignment selection section.Median width in the final configuration will range between 20 feet and 28 feet. The roadway improvements will be accomplished mostly within the existing right of way, with a general 35-foot additional right of way acquisition from the properties along the west side of the project,to accommodate the water management facilities.No water management facilities have been planned at the intersections to avoid additional right of way requirements above the average 35 feet already proposed. 6.2 Pine Ridge Road/White Boulevard Pine Ridge Road will be improved to contain six 12-foot lanes for a distance of approximately 1,000 feet,then transitioning back to the existing four lane section. The total length of improvements to Pine Ridge Road is approximately 1,700 feet. Eastbound, triple left turn lanes,two through and a single right turn lane are proposed at the intersection with Collier Boulevard.Curb and gutter and four-foot bike lanes will be provided along the widened segment. Widening to the outside is proposed as it provides a better alignment.The improvements will be accomplished mostly within the existing right of way with an average 20 feet property acquisition required from adjacent properties along the north and south side of the roadway.The Brooks Village commercial development will provide water quality and attenuation for a portion of the runoff generated by Pine Ridge Road. White Boulevard will be improved to contain four 12-foot lanes for a distance of approximately 1,000 feet,then transitioning back to the existing two lane section. The total length of improvements to White Boulevard is approximately 2,100 feet. Double left turn lanes and a single right turn lane are proposed at the intersection with Collier Boulevard. Curb and gutter and four-foot bike lanes will be provided along the widened segment. Widening to the outside and inside is proposed to reduce impacts to the developed parcels, properly align the intersection to reduce lane shift and improve traffic safety,and provide adequate access management to the residences along this portion of the project. Property acquisition from adjacent properties along the north and south side of the roadway will be required to provide right of way for the roadway improvements and offsite runoff conveyance facilities.A water quality and attenuation pond is proposed in the existing 39th Street right of way,parallel to the CR 951 Canal. 6.3 Intersections The four existing intersections along Collier Boulevard will remain and be configured as follows: 1. Golden Gate Parkway(Signalized-"T"Intersection) Collier NB Approach: 3 thru,2 left turn. Collier SB Approach:3 thru,1 right turn. Golden gate Parkway EB Approach: 2 left turn,1 right turn. 2. Green Boulevard(Signalized) Collier NB Approach: 3 thru,2 left turn,1 right turn. Collier SB Approach:3 thru,1 right turn,2 left turn(initially striped for one). Green Boulevard EB Approach:1 thru-left turn,1 right turn(initially). Green Boulevard WB Approach:1 thru,1 thru-left turn,1 right turn(initially). 3. Pine Ridge Road/White Boulevard(Signalized) Collier NB Approach:3 thru,2 left turn,1 right turn. Collier SB Approach:3 thru,2 left turn,2 right turn.
