EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid (ITB) #13-6185 to Gates Construction, Inc., in the
amount of$2,248,975.72 for the construction of the "Eagle Lakes Community Center"; authorize
the necessary Budget Amendment in the amount of $825,000 and authorize the Chairwoman to
execute the attached contract.
OBJECTIVE: To build an 11,558 sf community center which includes a fitness center, meeting
room, VPK and game room at the existing park.
CONSIDERATION: Eagle Lakes Community Park is widely used by the surrounding
neighborhoods and the need for a community center has been established by the attendance
numbers and park activities.
On September 11, 2012, Item 16D10 design contract #12-5923 was approved by the Board for
architectural/engineering services for the Eagle Lakes Community and Fitness Center. The
project includes a fitness center, meeting room, Voluntary Prekindergarten (VPK) and game
room. The design was completed in July of this year and permitting was completed in October.
On September 29, 2013, the Purchasing Department sent 1,442 notices to vendors for Bid #13-
6185 for the construction of the Eagle Lakes Community Center; 96 bid packages were
downloaded; a non-mandatory pre-bid conference was held on October 9, 2013; and six
contractors attended. Four bids were received on October 29, 2013 as shown below and on the
attached Bid Tabulation. Staff reviewed the unit pricing on the bid tab and staff is
recommending the award to Gates Construction, Inc.,the lowest, responsive bidder.

FISCAL IMPACT: Impact fee funds in the amount of $1,948,167 are available in the
Unincorporated Community and Regional Park Fund 346, and the Naples and Urban Fund 368
existing budget, Project No. 80184. A Budget Amendment reducing Reserves in these two
Parks impact fee funds in the amount of$825,000 is necessary to completely fund the project
including outstanding water, sewer, impact fees ($140,800); utility hook up charges ($30,000);
builder's risk insurance and inspections ($15,000); and 3.5% contingency ($88,233). Annual
operating costs for this facility will be funded through the Unincorporated Area General Fund
(Fund 111).

*The Adopted Budget for FY14 includes the above amounts which represent three months of

GROWTH MANAGEMENT IMPACT: Eagle Lakes Community Park is inventoried in the
AUIR as regional park lands and this community center will be added when complete.
ADVISORY COMMITTEE RECOMMENDATION: The project was approved by PARAB
with a 4-2 vote on March 17, 2010 and an update was provided on April 17, 2013.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and
requires majority vote for approval.—CMG
RECOMMENDATION: That the Board of County Commissioners award Invitation to Bid
(ITB) #13-6185 to Gates Construction Inc., for the Eagle Lakes Community Center
Construction, Project No. 80184, authorize the necessary Budget Amendment, and authorize the
Chairwoman to execute the attached Contract after final review by the County Attorney's Office.
