Recommendation to accept the results of a public opinion survey regarding provision of fire services in
the Isles of Capri Fire District and provide any direction deemed appropriate.
OBJECTIVE: To determine the future provision of fire service in the Isles of Capri Fire District.
CONSIDERATIONS: At its September 10, 2013 regular meeting, the BCC heard a proposal from staff to
enter into an Interlocal Agreement for the operational management of the Isles of Capri Fire District
with the East Naples Fire District (ENFD) as an interim solution while ENFD works with the County and
the State Legislature toward expanding its boundaries to encompass the IoC Fire District for full
annexation of the district.
In response to public input, the Board deferred further action pending the opportunity to obtain
broader public opinion. In accordance with this direction, a Board approved public opinion survey and
fact sheet were mailed to each property owner with a November 8, 2013 deadline for receipt of
responses. The results of the survey will not be completed at the printing deadline for this agenda,
therefore, the results of this survey will be made public during the November 12, 2013 BCC meeting.
The Collier County State Legislative Delegation Meeting and Public Hearings are scheduled for
November 26, 2013. The delegation set November 11, 2013 as the deadline for submission of draft bills.
The East Naples Fire District is expected to present a draft bill for the annexation of the Fiddler's Creek
portion of the Isles of Capri Fire District.
LEGAL CONSIDERATIONS: This item raises no legal issue at this time, and will require majority vote for
acceptance. AAK
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board accepts the results of the public opinion survey and directs the
County Manager on how to proceed.
