EXECUTIVE SUMMARY
Recommendation to reject all responses received under Invitation to Bid
(ITB) 13-6059 Parts for Fleet Vehicles, extend current contract 09-5211
through March 31, 2014 or until a new award has been approved by the
Board, and approve the removal of the County Local Vendor Preference in
the new solicitation 13-6059R Parts for Fleet Vehicles.
OBJECTIVE: Efficiently maintain County vehicles and equipment through an approved
network of vendors and dealerships for automotive parts and supplies while complying
with all Federal grant procurement requirements.
CONSIDERATIONS: Staff prepared solicitation 13-6059 Parts for Fleet Vehicles and
issued the invitation to bid on August 9, 2013. Six (6) responses were received by
August 29, 2013, meeting all bid requirements. Prior to award, staff discovered that
Federal Transit Administration (FTA) grant language, which affects the purchase of
repair stock for FTA funded buses and paratransit fleet, had been omitted, and the
County's local vendor language was included. FTA grants prohibit such restrictions and
require full and open competition, and therefore, removal of the local vendor preference
policy is necessary for the ITB parts solicitation.
Pursuant to Purchasing Policy VI Competitive Bid Process and XV D Contract
Extension, staff is requesting the rejection of all responses to ITB 13-6059 Parts for Fleet
Vehicles and the Board's extension of the current contract for fleet parts (09-5211)
through March 31, 2014 or until a new award is approved. Upon rejection by the Board,
staff will prepare a new solicitation inclusive of the FTA grant language and remove
consideration of the Board's local vendor preference policy.
FISCAL IMPACT: No fiscal impact is involved.
GROWTH MANAGEMENT IMPACT: No growth management impact will result from
this action.
LEGAL CONSIDERATION: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
RECOMMENDATION: That the Board of County Commissioners rejects all responses
received under Invitation to Bid (ITB) 13-6059 Parts for Fleet Vehicles, extends current
contract 09-5211 through March 31, 2014 or until a new award has been approved by
