EXECUTIVE SUMMARY
This item was continued from the October 8, 2013 Board of County Commissioners meeting.
Recommendation to approve a substantial amendment to the FY2009-2010 Annual Action Plan to
clarify the project scope and project funding reduction from $32,949 to $32,640.10 for Goodwill
Industries Microenterprise project utilizing U.S. Department of Housing and Urban Development
(HUD) Community Development Block Grant(CDBG) funds.
OBJECTIVE: Meet HUD requirement by revising the project description in the FY 2009-2010 Annual
Action Plan and reducing funding amount for Goodwill Industries.
CONSIDERATIONS: The Housing. Human and Veteran Services (HHVS) Department is proposing a
substantial amendment to the FY2009-2010 Annual Action Plan. The Board of County Commissioners
approved the FY2009-2010 HUD Annual Action Plan at its April 28, 2009 meeting, Agenda Item No.
16D3.
The substantial amendment identifies changes to Goodwill Industries Microenterprise Project:
Goodwill Industries Microenterprise Program is adding an additional class, from 2 classes to 3 classes;
reducing the number of participants from 40 low and moderate income (LMI) participants to 30 LMT
participants and reducing the funding amount from $32,949 to $32,640.10. The new scope of work reads
as follows:
"The Microenterprise Program will consist of three (3) 12-session — 6 week business and management
training courses. Funding costs will include, but not be limited to the following expenses: personnel,
operating and consultant."
The substantial amendment was published in the Naples Daily News on August 30, 2013. There was a
public comment period held from August 30, 2013 through September 28, 2013 regarding the proposed
substantial amendment for Collier County CDBG funding. No public comments were received during the
comment period.
FISCAL IMPACT: There will be no effect on ad valorem or general fund dollars. Funds are available
within the Housing Grant Fund (121)FY2009-2010 CDBG Project(44505).
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority
vote for approval. -JAB
GROWTH MANAGEMENT IMPACT: There is no Growth management Plan impact by this action.
