EXECUTIVE SUMMARY
Appointment of members to the Health Facilities Authority.
OBJECTIVE: To reappoint two members to the Health Facilities Authority to terms expiring
on May 15, 2017 and July 28, 2017.
CONSIDERATIONS: This five member authority was created by Ordinance 79-95 in
accordance with Chapter 154, Florida Statutes. The purpose of this authority is to assist health
facilities in the acquisition, construction, financing and refinancing of projects in any corporate
or unincorporated area within the geographical limits of Collier County. Terms are four years. A
list of the current membership is included in the backup.
The expiring terms were advertised and applications were received from the following interested
citizens:

RECOMMENDATION: That the Board of County Commissioners considers the
recommendations for reappointment, reappoints two members, and directs the County Attorney
to prepare a resolution confirming the reappointments.

Re: Appointments to Health Facilities Authority
Dear Ms. Bartlett:
The Health Facilities Authority (the "Authority") has a need for the re-appointment of
two members whose terms have expired. No other candidates have applied for membership.
One of the expiring terms is that of N. Rex Ashley. Mr. Ashley has been a member and has
served as chair of the Authority for several years. Mr. Ashley is a CPA and is experienced in
analyzing applications that come before the Authority. He is a past president of the Naples Area
Chamber of Commerce and has a keen knowledge of our community. His attendance at
meetings of the Authority has been perfect, and his professional practice does not present
conflicts with his duties on the Authority.
The other expiring terms is that of Timothy J. Reidy. Mr. Reidy is in the business of
managing, advising, financing and developing health care facilities and continuing care
retirement communities of the type financed by the Authority. However, Mr. Reidy's business is
on the east coast and his business does not present a conflict with the projects considered by the
Authority. On the other hand,the Authority has the benefit of his expertise in these matters. Mr.
Reidy has only missed one meeting during his service on the Authority.
For the reasons stated above the re-appointment of both these persons is highly
recommended.
