EXECUTIVE SUMMARY
Recommendation to approve ten (10) substantial amendments amending previous Annual Action
Plans for unspent U.S. Department of Housing and Urban Development (HUD) Community
Development Block Grant (CDBG) and HOME Partnership Investment (HOME) funds in the
aggregate amount of$1,936,188.50.
OBJECTIVE: Comply with HUD procedures to document changes to prior year Annual Action Plans to
recognize unutilized funds.
CONSIDERATIONS: Housing, Human and Veteran Services (HHVS), in early 2013 had identified a
total of$530,622.12 (CDBG) and $1,405,566.38 (HOME) in unspent funds from previous funding years.
The projects to which these funds were recommended for reprogramming were identified in the FY2013-
2014 HUD Action Plan approved at an absentia Board of County Commissioners meeting on August 13,
2013 (Item 11A)and ratified at a regular Board meeting on September 10, 2013 (Item 16F1).
As is required for HUD protocol, substantial amendments were prepared to amend various Annual Action
Plans from FY2003-2004 to FY2012-2013. The required advertisement was published in the Naples
Daily News on July 14, 2013 and identified the proposed re-program funds and the identified projects to
be funded. It identified a 30-day public comment period from July 14, 2013 to August 14, 2013, and no
comments regarding the substantial amendment or the proposed projects were received. This item is for
the Board to approve the Substantial Amendments to prior year action plans in order to document the
reprogramming of funds approved when the FY 2014 Action Plan was approved.
The amounts from prior funding years are shown below, tied to a specified projects fully described in the
FY 2013-2014 Action Plan.

*Substantial amendments are required to have BCC approval. For clarity in documentation, the entirety of the
7/14/13 substantial amendment advertisement is presented herein. However,the funding for this project will not go
forward as was anticipated on 7/14/13. Consequently, a future substantial amendment will be advertised and
presented to the BCC for approval prior to the award of funds through a BCC approved agreement.
**Unused supplemental funds will be combined with future funding years for allocation to eligible projects.
FISCAL IMPACT: There will be no effect on ad valorem or general fund dollars. Funds are available
within the Urban Improvement Grant Fund(121)and the Housing Grant Fund(705).
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires and majority
vote for approval. -JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management Plan impact by this action.
RECOMMENDATION: Approve ten (10) substantial amendments amending previous years' HUD
Annual Action Plans.
