Dear Mr. Pires,
Please be advised that you are scheduled to appear before the Collier County Board of Commissioners at
the meeting of October 8,2013, regarding the above referenced subject.
Your petition to the Board of County Commissioners will be limited to ten minutes. Please be advised
that the Board will take no action on your petition at this meeting. However,your petition may be
placed on a future agenda for consideration at the Board's discretion. If the subject matter is currently
under litigation or is an on-going Code Enforcement case,the Board will hear the item but will not
discuss the item after it has been presented.Therefore,your petition to the Board should be to advise
them of your concern and the need for action by the Board at a future meeting.
The meeting will begin at 9:00 a.m. in the Board's Chambers on the Third Floor of the W. Harmon Turner
Building(Building"F")of the government complex. Please arrange to be present at this meeting and to

TO
PUBLIC PETITION
CONCERNING ESTABLISHING A MUNICIPAL SERVICES BENEFIT UNIT(MSBU)
FOR LA PENINSULA
Please explain in detail the reason you are requesting to speak:
To request that the Board of County Commissioners look favorably upon the
request and signed petitions requesting the establishment of the La Peninsula Seawall
Repair/Replacement Municipal Services Benefit District(MSBU). The MSBU is being
proposed as the financial mechanism whereby La Peninsula property owners will be able
to pay for the repair and/or replacement of the seawall by way of a Collier County special
assessment collected on the Collier County property tax bill. The purpose of this MSBU is
to repair and/or replace the seawall at La Peninsula Condominiums located on the Isles
of Capri. The proposed concept, if the MSBU is established and after the project scope
and cost are determined at public hearings, is that the County will sell bonds to fund the
entire project and the total cost of the project would be amortized over a period of time,
perhaps 15 or 20 years or more. The concept is to collect special assessments and not
ad valorem taxes to fund the project. It is also proposed that those property owners who
wish to prepay the entire amount may be able to do so, but typically, a property owner will
only pay the annual amortized amount for the period of time that they own their unit or
property.
Please explain in detail the action you are asking the Commission to take:
That the Board of County Commissioners schedule a public hearing on November
12, 2013 for the purposes of adopting an ordinance establishing the La Peninsula
Seawall Repair/Replacement Municipal Services Benefit District (MSBU) and direct staff
to prepare all necessary ordinances and resolutions to effectuate the establishment of the
MSBU.
