EXECUTIVE SUMMARY
Recommendation to accept and authorize the Chairwoman to execute a Federal Aviation
Administration (FAA) grant agreement not to exceed $6,754,362 for the Construction
Phase of the Rehabilitation of Runway 9-27 at the Immokalee Regional Airport, and
approve associated budget amendments. (Fiscal Impact: $8,063,839)
OBJECTIVE: To enhance safety at the Immokalee Regional Airport by improving paved
surfaces currently rated as being in very poor condition by the Florida Department (FDOT) of
Transportation (FDOT).
CONSIDERATIONS: The BCC accepted a Federal Aviation Administration (FAA) grant
award in the amount of$713,565 on September 11, 2012, Agenda Item 16G1, and a FDOT grant
award in the amount of$39,642 on October 9, 2012, Agenda Items 16G2 for the design, permit,
bid phase of the rehabilitation of Runway 9-27 at the Immokalee Regional Airport.
The BCC approved the submittal of a grant application to the FAA for the construction phase of
this project on September 11, 2013, Agenda Item No. 16G3. A Grant Advance Notice for this
project, which included discretionary funding only, was issued by the US Department of
Transportation on September 17, 2013. The Collier County Airport Authority (CCAA) is
anticipating being offered a FAA grant for this project, that will include discretionary and
entitlement funds, for an amount not to exceed $6,754,362. It is likely that the FAA will require
an executed grant agreement prior to the October 8, 2013 BCC meeting.
Runway 9-27 at the Immokalee Regional Airport is currently rated as being in very poor
condition by the Florida Department of Transportation Aviation Office. This grant will enable
the CCAA to significantly enhance safety at the airport by improving paved surfaces currently in
"very poor" condition, upgrading the airfield lighting system, improving drainage, and providing
emergency power backup.
The total estimated cost of this construction project is $8,063,839. The FAA grant award is
expected to be for an amount not to exceed $6,754,362. The CCAA will request funding from
the Florida Department of Transportation (FDOT) for this project in an amount not to exceed
$822,436.
FISCAL IMPACT: Budget Amendments will be necessary to recognize FAA grant revenue in
an amount not to exceed $6,754,362 within Airport Grant Fund (498) and local match in an
amount not to exceed $1,309,477 in Airport Grants Match Fund (499), supported by a transfer
from the General Fund. The General Fund transfer will be reduced by the FDOT State share
($822,436) at the time the FDOT agreement is executed.

GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with the Board's approval of the Authority's requests.
LEGAL CONSIDERATIONS: Based my conversation with Mr. Curry just prior to the
agenda being published, the Agreement is not yet in hand. The County Attorney will review the
Agreement when it has arrived, and if appropriate, will sign off then as to form and legality.
Should the Agreement not arrive until after the Board's meeting, then if the Agreement is the
standard form grant agreement the Board has seen and approved in the past, the Board can
approve this item and authorize the Chair to sign. If the Agreement comes is after the Board's
meeting and is not the standard form agreement the Board has seen and approved in the past, the
County Attorney will work with the Airport Director, the County Manager and the Chair. With
these provisos,this item requires majority vote for approval. -JAK
RECOMMENDATION: That the Collier County Board of County Commissioners accept and
authorize the Chairman to execute a Federal Aviation Administration (FAA) grant agreement for
an amount not to exceed $6,754,362 and associated budget amendments, to fund construction of
the rehabilitation of Runway 9-27 at the Immokalee Regional Airport.
