Agenda 09/24/2013 Item #14A2 9/24/2013 14.A.2. EXECUTIVE SUMMARY The Annual Performance Appraisal for the Airport Authority Executive Director. OBJECTIVE: To complete the performance appraisal of the Airport Authority's Executive Director for Fiscal Year 2012-2013. CONSIDERATIONS: The Executive Director of the Airport Authority reports directly to the Board of County Commissioners. In order to ensure that the Executive Director's work performance is coordinated with the direction of the full Board, an annual appraisal and merit consideration are provided for in the Executive Director's Employment Agreement. The roles and duties of the Executive Director are set forth Ordinance 2010-10, The Airport Authority Administrative Code, and in his contract. The Executive Director has been available to meet individually with Commissioners and has provided a self-appraisal relating to performance standards. The Executive Director's Employment Agreement provides that on the date general wage adjustments are granted generally to Collier County employees, the Executive Director's base salary shall be modified to reflect the general wage adjustment granted to other County employees. Upon the successful completion of goals and objectives completed or attained during the fiscal year, the Executive Director may be eligible for a merit adjustment. Any annual performance-based merit adjustment shall not exceed a maximum of ten percent (10%) of the Executive Director's annual base salary. FISCAL IMPACT: There is no fiscal impact associate with this item. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this item. RECOMMENDATION: The Board of County Commissioners completed the annual performance appraisal for the Airport Authority Executive Director. FY 2012/2013 Action Plan Chris Curry,Executive Director,Airport Authority The Executive Director of the Airport Authority is the Chief Operating officer of the Authority, and works under the direction of the Board of County Commissioners, acting as the Airport Authority. The Executive Director shall: Be responsible for the administration, management and operation of the County airports and airport facilities. Formulate and prepare recommendations regarding policies, rules and regulations, directives, programs, agreements, sub-leases, leases, contracts, and all other documents that require consideration, action, or approval of the Authority. Implement all lawful directives of the Authority. Prepare annual budgets and annual reports for approval of the Authority and the Board. Recommend employment, direct, supervise, and recommend personnel actions regarding Airport Authority employees in accordance with the County's Human Resources Policies and Procedures. Carry out other powers and duties as may lawfully be assigned by the Authority. The Executive Director's Employment Agreement with the Board of County Commissioners provides for an annual evaluation of the Executive Director's performance. The attached evaluation form is based on the form utilized to evaluate other County contract personnel performance.This performance-based evaluation utilizes a rating scale of 1 to 3 for each objective, with 1 being Below Standards, 2 being Meets Standards, and 3 being Exceeds Standards. Individual evaluations will be totaled and averaged to determine the Board's collective position. The evaluation form illustrates and reviews expectations for the Executive Director for the 2012-2013 Fiscal Year. The goals are based on broad areas generally expected to be performed by the Airport Executive Director, including: leadership and organizational direction; communications; fiscal management; and personnel management. Administration,Management and Operations of the airports and airport facilities I have and will continue to initiate changes to expand the Collier County airports in accordance with the Airport Master Plan. I will strive to create business opportunities in a tough economical climate. Self Analysis: Marco Island Executive Airport - The permit, bid and design for the Airport runway rehabilitation project was completed in July 2013.The runway has not had any significant repair since the Airport was built in 1976. This project will significantly enhance safety and allow the Airport the ability to continue to handle large jet traffic. - Guided Marco Island Airport through the Special Treatment (ST) process of Collier County. This process corrected zoning deficiencies identified during the audit of the construction project for the Marco Island taxiway. - Completed 5th year annual Monitoring & Maintenance of Rookery Bay National Estuarine Research Reserve "Trash Road" mitigation project sight in compliance with taxiway construction environmental resource permits. Immokalee Regional Airport - The second phase of a 20,000 square foot manufacturing facility funded by the USDA and Collier County was completed in December 2012. The addition of this facility to the Airport infrastructure will contribute $140,000 per year in rental revenue and provide jobs for the citizens of the community. - The permit, bid and design for the Airport runway rehabilitation project was completed in July 2013.The runway has not had any significant repair since the Airport was built in the 1940's. This project will significantly enhance safety and allow the Airport the ability to continue to handle a variety of piston and jet traffic. - Partnership with the Immokalee Seminole Casino, led to the 2"d annual Balloons over Paradise event held in the community of Immokalee. Alowk Everglades Airpark - Discussions with Mayor Hamilton for consideration of possible transfer of the airpark to Everglades City are ongoing. The Mayor has provided some documentation and I will review and work with the Mayor to ensure FAA transfer of property justification is adequate. - Completed the South taxiway design update which included a minor update to the Airport Layout Plan (ALP). This action was necessary to comply with FAA requirements to facilitate funding for the construction of the taxiway project. - Hosted four FAA Fast Team safety seminars. These seminars are designed to reduce risk and provide increased level of safety in aviation operations. - Completed runway marking maintenance project,which is necessary for FAA compliance and improves the level of safety for Airport users by providing clear visual cues for runway alignment. Authority/Board Directive(s): Make Airports More Self-Sufficient It is my goal to make the Collier County Airports more self-sufficient. At the Marco Island Airport, I requested an appraisal to determine fair market value pricing. This appraisal was used to assist with the new Rates and Charges schedule. Self Analysis: FY2013 the Collier County Airport Authority reliance on the general fund annual transfer was$527,800. It is expected that this amount will decrease to $289,600 for FY2014. This would result in approximately a 50%decrease from the previous year. - A Rate and Charges schedule for 2013 was set and approved by the Authority in January. The last schedule was approved in 2012. A single fuel flowage and ramp fee was recently added to the Rates and Charges schedule for 2013 to increase revenue. An increase in operations at the Immokalee Airport has led to a revenue increase from the sale of AvGas and JetA fuels. The increase can be cairttbuted to Turbo Services, Fletcher Flying Services and Flight schools. The Airport Authority has consistently met and operated within the parameters of the county budget. We have recently implemented procedures that will allow the Authority access to beneficial financial management tracking tools/systems in use by the County. The will include retaining the best employees and focusing on how to conduct better customer services with reduced staffing. Self Analysis: Airport staffing has been adjusted at the Immokalee Airport and Everglades City Airpark to reduce costs. Overall savings were realized at the Immokalee Airport and Everglades City Airpark as reflected in the annual general fund transfer reduction from Collier County. Operate Safe and Efficient Airports The Collier County Airports has experienced a few minor accidents with single engine aircraft pilots this year but none that involved loss of life. There were no accidents that the FAA attributed to an unsafe airport environment. We will continue to enhance and maintain airport equipment in a good state of repair to ensure a high level of safety. In addition, recurring training will be administered to all employees to ensure exposure to the best industry standard practices. Self Analysis: The addition of the taxiway at the Marco Island Executive Airport and enhanced lighting at the Immokalee Regional Airport has substantially enhanced safety at the Airports. We have applied for FAA/FDOT grants for Marco and Immokalee Regional Airport to bring the runway and safety areas up to current safety standards Airport staff has remained current/certified in National Air Transportation Association Professional Line Service and Safety 1st training, Chevron (fuel) product integrity and refueler training, and first aid and CPR. The Collier County Airport Authority received a grant award offer to complete the construction of the Everglades City Airpark Taxiway project. The south taxiway construction project includes both the design and construction and is required to enhance safety by providing a full length parallel taxiway and preventing back taxiing on the runway. This is a requirement of Collier County, the Federal Aviation Administration and the state of Florida Department of Transportation. We will continue to pursue new business opportunities for aviation use and non-aviation use of property at all airports. Existing leases will be reviewed prior to expiration dates, and the airport will negotiate new rates based on fair market value rates. Self Analysis: Immokalee Regional Airport: We have continued to successfully recruit flight schools and other jet aircraft traffic which have contributed to increased profits for fuel and tie-down fees at the Airport. In addition, we have increased profits from non-aviation uses with the Harvest festival and rental car revenue. Marco Island Airport: We have partnered with the major hotel operators on Marco Island. Their recent annual employee outing provided approximately$36,000 in fuel Alow revenue for six business jets over a three day weekend. Everglades City Airpark: We have hosted one Light Sport and one Recreational Aircraft Foundation Fly-In over the past year. This contributes to additional fuel revenue for the Airport Authority. Comply with all County,State and Federal Standards We have made some minor changes to Airport Rules and Regulations at the Airports to better serve our tenants. We will continue to work on updating Airport Rules and Regulations, Minimum Standards and the Administrative Code or variation thereof, to ensure we are in compliance with current county, state and federal standards. We will also ensure that all airports comply with the requirements for grant assurances. Self Analysis: The Collier County Airport Authority has not had any major violations identified from the Florida Department of Transportation annual safety inspection. Although we have experienced minor aircraft accidents at the Airports, none of these incidents have been attributed to staff non-compliance with safety standards. Identify Projects by Priority to Obtain Grant Opportunities The most beneficial means to develop county airports is through federal and state grant opportunities. The Collier County Airports have a twenty year master plan that is required to receive the greatest potential of grant funds. The Airports will continuously update the Joint Automated Capital Improvement Plan (JACIP) to ensure our projects are prioritized. We will also seek other grant opportunities that may be available through other agencies. Self Analysis: The Everglades City Airpark was recently awarded a grant of $275,000 to complete the design and construction of the taxiway. The Marco Island Executive Airport grant-funded permit, design and bid project for Runway 17/35 has been completed. The Collier County Airport Authority has applied for a grant to rehabilitate the apron and Runway 17/35. Runway 17/35 condition was rated as being in very poor condition during the FDOT pavement inspection, and the aircraft apron condition was rated as fair. The Immokalee Regional Airport grant-funded permit, bid and design project for Runway 9/27 has been completed. The Collier County Airport Authority has applied for a grant to decouple the runways, realign taxiway connectors and rehabilitate Runway 9/27. Runway 9/27 condition was rated as being in very poor condition during the FDOT pavement inspection. Staff has renovated the terminal area/pilot lounge at the Immokalee Regional and Marco Island Executive Airports to better accommodate Airport users. The Collier County Airport Authority has also created a quarterly newsletter to better communicate with Airport tenants. This year we will develop a customer service form to help us better evaluate our performance. We will also monitor websites that allow pilots to comment on their experience at our airports. Self Analysis: I have attached the comments received via AIRNAV for all Collier County Airports over the past year. Upgrade Safety and Security at the Airport's Over the past year, we have noticed issues associated with the security at the Collier County Airports. We have conducted an independent security evaluation to determine alternatives to improving security We have noticed that the County has a great security monitoring program located on the County campus, and would like to have connectivity with the County campus to enhance our security with 24 hour monitoring.At the Marco Island Executive Airport, grant-funded security upgrades have been completed. We are seeking grant funding for security enhancements at the Immokalee Regional Airport. Self Analysis: The security plans for Marco Island and Immokalee Regional Airports were approved by FDOT, which indicates that we have met or exceeded their requirements. A security plan is not required for Everglades City Airpark because the runway is not long enough to meet the criteria. The Marco Island Airport received $7,652 from FDOT for enhanced security system access control features that was completed in January 2013. In order to achieve a higher level of security, security enhancements for the Immokalee Regional Airport are listed as a high priority for funding on the JACIP. EVALUATION FOR CHRIS CURRY When Chris Curry was hired as the Executive Director of Collier County Airports, the Board of County Commissioners tasked him with establishing and operating safe and professionally managed airports which would serve the aviation public, increase revenue and enhance the economy of Collier County. Mr. Curry succeeded after a long list of airport managers before him had failed. He is widely regarded as the best Airport Director Collier County has ever had. He has obtained more grant money in one year than we have received in the history of the County airports. These grant funds are to be used for rehabilitation and improvements which will make the airports safer and more attractive to new users. Despite his excellent record of achievement, Mr. Curry's contract is expiring at the end of September 2013 and the Board of County Commissioners has taken no action to extend his contract or to recruit another Executive Director. This leaves the County and the Board in a very precarious position with no one to oversee the work for which we have received millions of dollars in grants. Despite this failure of the Board to act, Mr. Curry has carried out his duties with a level of diligence and professionalism which seems extraordinary under the circumstances. It reflects highly upon Mr. Curry's character. Chris Curry deserves our recognition and appreciation for what he has done for the Collier County Airports and he deserves a contract extension to complete the good work he started. Tom and Tiffany (the FBO receptionist) ordered a rental car, loaned me the courtesy car to get lunch and buy a toothbrush), recommended several motels, and generally made the logistics as easy as possible. By 9:30AM the next day,John Swasey, the mechanic, had repaired the airplane (at a very fair cost) and I was on my way. I can't think anything the staff at KIMM could have done better. We set up just to the side of the building in the soft grass. There are 24 hour bathrooms, and also a combination lock gate to get in& out of the airport after hours. Chris and all the folks at IMM were great. The casino offers courtesy vans to& from the airport, and IMM has a courtesy car. After having BBQ and walking through the casino, we saw the Charlie Daniels band,which was fantastic. After the show,we were shuttled back to IMM and we settled in for the night. It is very quiet at night at the airport. In the morning we had a nice "alarm clock", the Ag sprayer planes filling up and taking off on their first run of the day! Quite entertaining. In all, a wonderful day & night at Immokalee, and I would recommend the airport to anyone passing through. Stay & camp if you can! This project will significantly enhance safety and allow the Airport the ability to continue to handle a variety of piston and jet traffic. - Partnership with the Immokalee Seminole Casino, led to the 2nd annual Balloons over Paradise event held in the community of Immokalee. The event was attended by more than 20,000 people during the weekend and contributed significantly to the economic benefit of the community. Everglades Airpark - Discussions with Mayor Hamilton for consideration of possible transfer of the airpark to Everglades City are ongoing. The Mayor has provided some documentation and I will review and work with the Mayor to ensure FAA transfer of property justification is adequate. - Completed the South taxiway design update which included a minor update to the Airport Layout Plan (ALP). This action was necessary to comply with FAA requirements to facilitate funding for the construction of the taxiway project. - Hosted four FAA Fast Team safety seminars. These seminars are designed to reduce risk and provide increased level of safety in aviation operations. - Completed runway marking maintenance project, which is necessary for FAA compliance and improves the level of safety for Airport users by providing clear visual cues for runway alignment. Airport Policies, Rules and Regulations, Programs and Agreements I will strive to develop, streamline and implement consistency and standardized methods of operation. It is my goal to comply with all grant assurances required by the Federal Aviation Administration and the Florida Department of Transportation. I would like to create agreements that are fair to all tenants and Collier County while meeting fair market value requirements. Self Analysis: Everglades City Airpark: negotiated a new concessionaire agreement with Robert Gretzke D/B/A Wings for Specialized Aviation Service operations.. Marco Island Airport: a new agreement was negotiated with Marco Aviation D/B/A Air Expeditions for air charter service and for Island Hoppers. Initiated a Marketing/Public relations effort with Collier County Convention and Visitors Bureau and Marco Island resort/hotel property operators. Authority/Board Directive(s): Make Airports More Self-Sufficient It is my goal to make the Collier County Airports more self-sufficient. At the Marco Island Airport, I requested an appraisal to determine fair market value pricing. This appraisal was used to assist with the new Rates and Charges schedule. Self Analysis: FY2013 the Collier County Airport Authority reliance on the general fund annual transfer was $527,800. It is expected that this amount will decrease to $289,600 for FY2014. This would result in approximately a 50% decrease from the previous year. - A Rate and Charges schedule for 2013 w as set and approved by the Authority in January. The last schedule was approved in 2012. A single fuel flowage and ramp fee was recently added to the Rates and Charges schedule for 2013 to increase revenue. An increase in operations at the Immokalee Airport has led to a revenue increase from the sale of AvGas and JetA fuels. Authority Budget I will continue to develop and effectively manage the Authority's budget. Self Analysis: The proposed FY2014 Budget was presented to the County Manager in May and the Board of County Commissioners in June. The Airport Authority has consistently met and operated within the parameters of the county budget. We have recently implemented procedures that will allow the Authority access to beneficial financial management tracking tools/systems in use by the County. The will include retaining the best employees and focusing on how to conduct better customer services with reduced staffing. Overall savings were realized at the Immokalee Airport and Everglades City Airpark as reflected in the annual general fund transfer reduction from Collier County. Operate Safe and Efficient Airports The Collier County Airports has experienced a few minor accidents with single engine aircraft pilots this year but none that involved loss of life. There were no accidents that the FAA attributed to an unsafe airport environment. We will continue to enhance and maintain airport equipment in a good state of repair to ensure a high level of safety. Policies and regulations will be updated to provide current safety practices utilized in the industry. In addition, recurring training will be administered to all employees to ensure exposure to the best industry standard practices. Self Analysis: The addition of the taxiway at the Marco Island Executive Airport and enhanced lighting at the Immokalee Regional Airport has substantially enhanced safety at the Airports. We have applied for FAA/FDOT grants for Marco and Immokalee Regional Airport to bring the runway and safety areas up to current safety standards Airport staff has remained current/certified in National Air Transportation Association Professional Line Service and Safety 1st training, Chevron (fuel) product integrity and refueler training, and first aid and CPR. The Collier County Airport Authority received a grant award offer to complete the construction of the Everglades City Airpark Taxiway project. The south taxiway construction project includes both the design and construction and is required to enhance safety by providing a full length parallel taxiway and preventing back taxiing on the runway. Strive to become more Self-Sufficient The airports made great strides this year to become more Self-Sufficient. This is a requirement of Collier County, the Federal Aviation Administration and the state of Florida Department of Transportation. We will continue to pursue new business opportunities for aviation use and non-aviation use of property at all airports. Existing leases will be reviewed prior to expiration dates, and the airport will negotiate new rates based on fair market value rates. Self Analysis: Immokalee Regional Airport: We have continued to successfully recruit flight schools and other jet aircraft traffic which have contributed to increased profits for fuel and tie-down fees at the Airport. In addition, we have increased profits from non-aviation uses with the Harvest festival and rental car revenue. Marco Island Airport: We have partnered with the major hotel operators on Marco Island. This has led to an increased use from some Fortune 500 companies such as Emerson Electronics. Their recent annual employee outing provided approximately $36,000 in fuel revenue for six business jets over a three day weekend. Everglades City Airpark: We have hosted one Light Sport and one Recreational Aircraft Foundation Fly-In over the past year. This contributes to additional fuel revenue for the Airport Authority. Comply with all County, State and Federal Standards We have made some minor changes to Airport Rules and Regulations at the Airports to better serve our tenants. We will continue to work on updating Airport Rules and Regulations, Minimum Standards and the Administrative Code or variation thereof, to ensure we are in compliance with current county, state and federal standards. We will also ensure that all airports comply with the requirements for grant assurances. Self Analysis: The Collier County Airport Authority has not had any major violations identified from the Florida Department of Transportation annual safety inspection. Although we have experienced minor aircraft accidents at the Airports, none of these incidents have been attributed to staff non-compliance with safety standards. Identify Projects by Priority to Obtain Grant Opportunities The most beneficial means to develop county airports is through federal and state grant opportunities. The Collier County Airports have a twenty year master plan that is required to receive the greatest potential of grant funds. The Airports will continuously update the Joint Automated Capital Improvement Plan (JACIP) to ensure our projects are prioritized. We will work closely with the MPO, FDOT and the FAA to ensure that information and costs provided are accurate. We will also seek other grant opportunities that may be available through other agencies. Self Analysis: The Everglades City Airpark was recently awarded a grant of $275,000 to complete the design and construction of the taxiway. The Marco Island Executive Airport grant-funded permit, design and bid project for Runway 17/35 has been completed. The Collier County Airport Authority has applied for a grant to rehabilitate the apron and Runway 17/35. Runway 17/35 condition was rated as being in very poor condition during the FDOT pavement inspection, and the aircraft apron condition was rated as fair. The Immokalee Regional Airport grant-funded permit, bid and design project for Runway 9/27 has been completed. The Collier County Airport Authority has applied for a grant to decouple the runways, realign taxiway connectors and rehabilitate Runway 9/27. Runway 9/27 condition was rated as being in very poor condition during the FDOT pavement inspection. Client Satisfaction/Customer Service We are striving to provide the highest level of customer service to our tenants and visiting pilots. Staff has renovated the terminal area/pilot lounge at the Immokalee Regional and Marco Island Executive Airports to better accommodate Airport users. The Collier County Airport Authority has also created a quarterly newsletter to better communicate with Airport tenants. This year we will develop a customer service form to help us better evaluate our performance. We will also monitor websites that allow pilots to comment on their experience at our airports. Self Analysis: I have attached the comments received via AIRNAV for all Collier County Airports over the past year. We will continue to foster better relationships with customers that utilize all three Airports. Upgrade Safety and Security at the Airport's Over the past year, we have noticed issues associated with the security at the Collier County Airports. We have conducted an independent security evaluation to determine alternatives to improving security We have noticed that the County has a great security monitoring program located on the County campus, and would like to have connectivity with the County campus to enhance our security with 24 hour monitoring. At the Marco Island Executive Airport, grant-funded security upgrades have been completed. We are seeking grant funding for security enhancements at the Immokalee Regional Airport. Self Analysis: The security plans for Marco Island and Immokalee Regional Airports were approved by FDOT, which indicates that we have met or exceeded their requirements. A security plan is not required for Everglades City Airpark because the runway is not long enough to meet the criteria. The Marco Island Airport received $7,652 from FDOT for enhanced security system access control features that was completed in January 2013. In order to achieve a higher level of security, security enhancements for the Immokalee Regional Airport are listed as a high priority for funding on the JACIP. Public Outreach/Build Public Good Will Airports are an integral part of communities and serve as generators of economic development. The public must always be reminded of those benefits. I will continue to promote the advantages of an airport to the communities and will seek to be a good ambassador. Self Analysis: I have attended and briefed at rotary meetings in Immokalee, met with the Naples Daily News, spoke at the Naples Rotary, Pelican Bay Men's Coffee, various Advisory Committees, and the Chamber of Commerce. I will continue to seek other ways that I can adequately serve to enhance the relationship between the Airport's and communities.
