EXECUTIVE SUMMARY Recommendation to authorize the County Manager to sign and submit the Florida Recreation Development Assistance Program Grant application in the amount of$120,000 for improvements to East Naples Community Park Velocity Skate Park. Objective: To expand recreational opportunities for County residents and visitors using available grant opportunities. Considerations: The Florida Department of Environmental Protection's Florida Recreation Development Assistance Program (FRDAP) is a competitive program that provides grants for acquisition or development of land for public outdoor recreation use or to construct or renovate recreational trails. Up to $200,000 in matching funds is available per project during each cycle. If awarded, Collier County will have up to three (3) years to complete the projects. The Parks and Recreation staff plans to apply to the program for$90,000 to fund improvements to the East Naples Community Park, Velocity Skate Park with a$30,000 local contribution. The Parks and Recreation Department held a community meeting last year to get input from users on how best to improve the skate park. The group came up with an idea to renovate the skate park to provide for "street skate" features. The improvements will be to permit, design, and construct new features to the skate park to meet this new streetscape skating. The existing, large, half-pipe ramps will be removed as part of this renovation and included in funding for the improvements at Velocity. Staff is requesting the Board authorize the County Manager to sign the application as required by FRDAP. Fiscal Impact: No fiscal impact is associated with applying for this grant. Per grant match ratios seventy-five percent (75%) of the total project cost will be applied for, requiring a 25% ($30,000.00) local match for a total of $120,000 available per project. Should the grant be awarded, matching fiinds would be available through Fund 306 (Parks Capital Improvement Projects Fund). Legal Consideration: This item has been approved for form and legality and requires a majority vote for Board action. -JAB Growth Management Impact: The Growth Management Plan will inventory the developed facilities. The Velocity Skate Park is located in the East Naples Community Park, a 41.45 acre park located in eastern Collier County. Park amenities include: a community center, a senior center, 2 lit football/soccer fields, roller hockey rink, picnic area, light exercise trail around a lake, lighted playground, 1 lit softball field, 8 lit tennis courts, 2 racquetball courts, 6 lighted shuffleboard courts, and 2 lit basketball courts. Velocity, a 20,000 square foot skate park, was built in 1995 and remodeled in 2004. The current wooden course consists of a bowl, 3-foot half pipe, 8-foot half pipe, 10- foot half pipe with extension to 15-feet, quarter pipe transfer to 10-foot half pipe, quarter pipe transfer to a 9-foot flat bank, 9-foot hipe transfer, 9-foot spine, 9-foot flat bank, 6-foot elbow quarter pipe, two 3-foot high box grinds, table top with grind rails (2ft by 10ft), 5-foot box jump, two 4 ft by 3 ft pyramids, and three grind rails. The renovation project will include the removal of existing elements and the construction of 8 new street course elements fabricated out of wood with associated rails, primer and painting of all elements in an area approximately 20,000 square feet. Exhibit B Ask Explain how the proposed project would address one or more of the issues or goals Identified In the State Comprehensive Outdoor Recreation Plan. The overriding concept behind the re-design and resulting improvements of the East Naples Community Park's Velocity Skate Park is to provide the youth of the underserved East Naples community with a healthy and safe alternative outdoor recreation opportunity. In so doing, the project will achieve several of the goals outlined in Outdoor Recreation in Florida- 2008. Chapter 6. Reconnecting Children and Youth to the Outdoors. "It is generally accepted today that sedentary lifestyles among all age groups can create a host of health-related problems, but especially among children. Several social and environmental factors are often blamed for the lack of physical activity among children, among them playing video games and using home computers, watching television, - de-emphasizing physical education and outdoor activities in the public schools, and parental fears about safety and crime," This project will provide a safe place for skaters to recreate. Skating in a park is much safer than skating on the street. If your community doesn't have a skate park, skaters will skate in the streets where they share space with pedestrians and automobiles. Younger skaters will be able to recreate close to home with an age appropriate and supervised skate park in their neighborhood. In a report produced by the Outdoor Industry Foundation in 2007, The Next Generation of Outdoor Participants, encouraging youth participation in "gateway"outdoor activities such as camping, bicycling, fishing, hiking and running, introduces them to an active life style that can lead to participation in other outdoor activities. In addition, the report notes that participants in "urban associated"outdoor activities such as skateboarding and jogging are more likely to take part in "traditional"outdoor activities. The report suggests that encouraging any outdoor recreation activity can lead to future growth across all activities." The project site is located within a community park facility that includes a community center, a senior center, 2 racquetball courts, 6 lit tennis courts, 2 pickle-ball courts, 4 lit softball fields, light exercise trail around a freshwater lake, picnic area, playground, roller hockey rink, and 2 lit football/soccer fields. East Naples Community Park provides a wide range of outdoor recreation experiences and the Velocity Skate Park is well integrated with the existing facilities and not separated from the rest of the park amenities. Skate-park users may soon become tennis or racquetball players or chose to participate in a team activity. "As noted, many outdoor recreation providers are seeking ways to increase youth participation in recreation activities and bring them back to the outdoors." Outside of organized team sports there has been little attention paid to the developmental and social needs of older children and adolescents. Some children do not wish to participate in team activities due to a strong emphasis on winning. Marianne Engle, Ph.D. sports psychologist and Clinical Assistant Professor at the NYU Child Study Center states, "Seventy percent of children drop out of organized sports by the age of 13." Friends of Barefoot Beach Margaret Winn,the past president of The Friends of Barefoot Beach Preserve expressed concern the ramp installed between the showers and the concession stand was steeper than other ramps and too steep for a wheel chair. Tony Ruberto noted it was built to the I on 12 ADA Code and had a railing. He will review the drawings and verify the ramp was built as specified. Mr. Olesky left at 2:42 pm. Barry Williams stated Staff would inspect the ramp and if necessary,funds are available to cover this issue. We spend hundreds of hours a week at your parks and we interface with thousands of visitor users. I find it interesting;we have never been contacted regarding concerns, amenities or programs at barefoot by the PARAB. She stated no one from the Board has contacted them when they do the Adopt a Park monthly report. Barbara Schimbke,the new President of the Friends of Barefoot Beach Preserve made a brief self introduction. John Ribes identified himself as the Board Representative that will be doing a January report on Barefoot Beach. He will be contacting Barbara Schimbke and Margaret Winn to do walk through. b. East Naples Skate Park Presentation Ben Johnson,president of the Ramp Doctors and Jeanine McPherson-Bogle gave a presentation on updating the East Naples Velocity Skate Park. He gave a brief self introduction with background history and provided a resume. (See attached) They reviewed the following: o The history of skate parks in Collier County o The future of skate parks in Collier County and abroad o The East Naples Velocity Skate Park situation - Every 5-8 years skate parks require major repairs. - The decline usage of East Naples Velocity Skate Park. - Mandatory use of skating helmets and skaters going to other parks. Most skate parks are helmet optional. - A community meeting was held to gather input from skaters on what they like. Skaters ranged from 6-60 years old. o Comparison of skate park designs - Option I is to invest the money to do major repairs"as is"without changing elements it would cost approximately$60,000-$70,000. - Option 2 is to keep the concrete slab and build a new skate park, change design to include street elements with a wood and steel combination it would cost approximately$125,000 or in concrete, $200,000. o Proposed Timeline Schedule Jeanine McPherson-Dogle reported the East Naples Velocity Skate Park is in the planning stage. A community meeting was held to provide input from skaters. Mr.Smith expressed concern in doing repairs to the park if skaters were no longer interested in the current design. Ms.Bills inquired to what legal was saying about mitigation on optional helmets. Staff reported most State Parks are helmet optional. Naples skate parks are helmet optional with the exception of East Naples Velocity Skate Park. Risk Management has signed off the helmet optional. Mr.Smith suggested reusing pipe and wood from the current skate park,where possible,to build the new design and still keep the flow in order to defray costs. Mr.Ribes supports bringing people back to the park and is in favor of using wood over concrete. Barry Williams asked PARAB to move forward on a recommendation. He reiterated the need to do something. Mr.Smith moved to go with the recommend improvements the community recommended in the$120,000 range. Second by Ms.Bills. Mr.Smith modified the motion to direct Parks and Recreation Department pursue a design with wood and steel consistent with what was presented in the Amok, $120,000 range. Second by Ms. Bills. Discussion was ensued on renovation of half the park,a design to bring skaters back and combine concrete and wood. It was noted a"no helmet policy"would give the park a higher boost. Staff stated the City of Naples has older skaters sign a liability waiver. Motion carried unanimously,4-0. VII. Directors Highlights Barry Williams reported: • Snowfest is scheduled to be held on December l° • "Christmas around the World"will be held on December 861. • ATV Advisory Committee inspected a site off of Oil Well Road. SKATE PARK STAFF PROCEDURES 1. Check entire skate park for hazards,problem areas, and trash prior to opening the park to participants. Check must include all ramps and skate areas. Ramps that may pose a hazard to skaters and bikers will be closed until hazards are repaired or removed. All hazards,problems,and graffiti will be reported to the Park Program Supervisor. 2. Staff members will be knowledgeable of all skate park rules and policies and will enforce them,without exception, at all times. 3. All participants will sign in daily and must have a registration&waiver form on file. 4. All loaner equipment will be accounted for at time of opening. Participants will be allowed to use loaner equipment free of charge. Staff member will record the name and telephone number of participant borrowing loaner equipment on the equipment sign out sheet. DO NOT HAVE PARTICIPANTS FILL OUT THIS SHEET. 5. Only staff members will be allowed behind the counter in the skate lounge. 6. Participants may utilize telephone in the lounge as a customer service i.e. to request rides home,notify parents or guardians they have arrived safely at the facility or other calls of this nature. Participants MAY NOT use the telephone to talk with friends or make other personal type phone calls. Staff member will dial all calls to prevent participants from making any long distance calls or inappropriate calls on county telephone systems. 7. Music, if any,played at the skate park will be approved and provided by the Park Program Supervisor. 8. All accidents and injuries will be reported to the Park Program Supervisor immediately. Appropriate first aid will be administered and EMS contacted if appropriate. Accident Reports will be completed for all accidents and injuries regardless of severity. 9. Staff members will rotate duties with one being in the lounge and the other in the skate area at all times. Skate area should be patrolled constantly to ensure safety of participants,to prevent inappropriate behavior/activity, and to pick up trash. 10. Participants who do not follow the skate park rules and policies will first be warned that they have violated a rule. If participant has a second violation the staff member is authorized to have the participant sit out from using the facility for an appropriate period of time(30 minutes). Any additional violations and the staff member will ask the participant to leave the skate park for the remainder of Packet Page -1979- �� 9/24/2013 16.D.14. the day. Park Program Supervisor will be notified and follow-up action may be taken by the supervisor to recommend revocation of the participants' membership. Staff members are not authorized to ban participants' use of the facility, revoke memberships or have the Collier County Sheriff's Office issue a trespass order without express direction from the Park Program Supervisor. 11. At Closing: a) All loaner equipment will be accounted for. b) Entire Skate Park will be checked for trash and to ensure all participants have departed. c) Perimeter gates will be secured. d) All trash cans will be emptied in park dumpster. e) Daily sign-in sheets and equipment sign-out sheets will be filed in appropriate logbooks. f) Following day's sign-in sheets and equipment sin-out sheets will be set out. g) Alarm set and lounge secured. 12. Weekly Inspection: a) A complete inspection of the park will be conducted once per week utilizing the "Skate Park Inspection Form." b) Inspection form will be forwarded to the Park Program Supervisor for review and action. c) Inspection will be filed on the department's"G"drive in the East Naples Skate Park Folder. d) All items listed,as needing attention/repair that cannot be repaired at the time of the inspection will be addressed follow-up inspection reports until deficiency is corrected. e) Completed inspections will be filed by date of inspection. { { Packet Page -1980- ��l 9/24/2013 16.D.14. Exhibit B Explain how the proposed project would address one or more of the issues or goals identified in the State Comprehensive Outdoor Recreation Plan. The overriding concept behind the re-design and resulting improvements of the East Naples Community Park's Velocity Skate Park is to provide the youth of the underserved East Naples community with a healthy and safe alternative outdoor recreation opportunity. In so doing, the project will achieve several of the goals outlined in Outdoor Recreation in Florida- 2008. Chapter 6. Reconnecting Children and Youth to the Outdoors. "It is generally accepted today that sedentary lifestyles among all age groups can create a host of health-related problems, but especially among children. Several social and environmental factors are often blamed for the lack of physical activity among children, among them playing video games and using home computers, watching television, de-emphasizing physical education and outdoor activities in the public schools, and parental fears about safety and crime." This project will provide a safe place for skaters to recreate. Skating in a park is much safer than skating on the street. If your community doesn't have a skate park, skaters will skate in the streets where they share space with pedestrians and automobiles. Younger skaters will be able to recreate close to home with an age appropriate and supervised skate park in their neighborhood. "In a report produced by the Outdoor Industry Foundation in 2007, The Next Generation of Outdoor Participants, encouraging youth participation in "gateway"outdoor activities such as camping, bicycling, fishing, hiking and running, introduces them to an active life style that can lead to participation in other outdoor activities. In addition, the report notes that participants in "urban associated"outdoor activities such as skateboarding and jogging are more likely to take part in "traditional"outdoor activities. The report suggests that encouraging any outdoor recreation activity can lead to future growth across all activities." The project site is located within a community park facility that includes a community center, a senior center, 2 racquetball courts, 6 lit tennis courts, 2 pickle-ball courts, 4 lit softball fields, light exercise trail around a freshwater lake, picnic area, playground, roller hockey rink, and 2 lit football/soccer fields. East Naples Community Park provides a wide range of outdoor recreation experiences and the Velocity Skate Park is well integrated with the existing facilities and not separated from the rest of the park amenities. Skate-park users may soon become tennis or racquetball players or chose to participate in a team activity. "As noted, many outdoor recreation providers are seeking ways to increase youth participation in recreation activities and bring them back to the outdoors." Outside of organized team sports there has been little attention paid to the developmental and social needs of older children and adolescents. Some children do not wish to participate in team activities due to a strong emphasis on winning. Marianne Engle, Ph.D. sports psychologist and Clinical Assistant Professor at the NYU Child Study Center states, "Seventy percent of children drop out of organized sports by the age of 13." Skate parks provide those children with an opportunity to get out-doors, participate in both a physical activity and a form of artistic self-expression. Facilities Management- Capital Projects Report Tony Ruberto distributed and reviewed the Capital Projects Update dated October 23,2012. (See attached) Gordon River Greenway Park Bids had been received on 2-boardwalks in last week included the base bid plus alternates. The alternate bids varied on the add-ons. The basic bids came in at: > Manhattan Kraft- $8.976 mil. 9 Gates- $8.998 mil. > Jl.Wallace - $9,109 mil. ➢ Core Construction - $9.265 mil > Brooks & Floyd- $9.483 mil > Wright Construction- $9.494 mil > Astaldy- $9.872 mil Partners on the project are Conservation Collier,Naples Zoo, South Florida Water Management and PAR. • Opinion of Probable Cause is based on funds allocated. • US Corp South Florida may honor price for 5 years. • Executive Summary will be submitted to BCC on December 11, 2012. • NTP approximately January 7-14. • Parking lot will be completed in two phases. • Project estimated to be complete by December 2013. Discussion was made on Staff concerns on maintaining the Gordon River Greenaway Park to level of expectation with reductions made in the budget and Staff Conservation Collier will assist in maintenance and the Naples Zoo will maintain a portion of the parking lot. Imnnokalee South Park > Bids are due in November 16, 2012 on the 4,000 sq. ft. Community Center. ✓ The Community Center has 2 Grants. ➢ Received 2 bids with an additional 10%for administration. Project will still be within the budget. Max Hasse Expansion > 2-Additions have been completed. > Multi Purpose and Fitness rooms will be ready to use starting the November 16th weekend. Eagle Lakes Community Center • Notice to Proceed was given on October 5,2012. > Stakeholders group will hold initial design meeting. > It was estimated it would take 6 Months have 30% design documents out to bid. Port of the Islands > Dry storage area has been completed. > BCC approved repair of ramp on October 9, 2012. ➢ The low bidder was unable to provide a performance bond. > Project was stopped and will go out to bid in spring of 2013. VI. New Business a. Friends of Barefoot Beach Margaret Winn,the past president of The Friends of Barefoot Beach Preserve expressed concern the ramp installed between the showers and the concession stand was steeper than other ramps and too steep for a wheel chair. Tony Ruberto noted it was built to the 1 on 12 ADA Code and had a railing. He will review the drawings and verify the ramp was built as specified. Mr. Olesky left at 2:42 pm. Barry Williams stated Staff would inspect the ramp and if necessary, funds are available to cover this issue. Margaret Winn read the following aloud: I believe it would be beneficial if you would all obtain the opinions and observations of the Friends organizations at all of your parks and consider them when making decisions and recommendations affecting those facilities. We spend hundreds of hours a week at your parks and we interface with thousands of visitor users. I find it interesting; we have never been contacted regarding concerns, amenities or programs at barefoot by the PARAB. She stated no one from the Board has contacted them when they do the Adopt a Park monthly report. Barbara Schimbke, the new President of the Friends of Barefoot Beach Preserve made a brief self introduction. John Ribes identified himself as the Board Representative that will be doing a January report on Barefoot Beach. Be will be contacting Barbara Schimbke and Margaret Winn to do walk through. b. East Naples Skate Park Presentation Ben Johnson,president of the Ramp Doctors and Jeanine McPherson.-Bogle gave a presentation on updating the East Naples Velocity Skate Park. Be gave a brief self introduction with background history and provided a resume. (See attached) They reviewed the following: o The history of skate parks in Collier County o The future of skate parks in Collier County and abroad o The East Naples Velocity Skate Park situation - Every 5-8 years skate parks require major repairs. - The decline usage of East Naples Velocity Skate Park, - Mandatory use of skating helmets and skaters going to other parks. Most skate parks are helmet optional. - A community meeting was held to gather input from skaters on what they like. Skaters ranged from 6-60 years old. o Comparison of skate park designs - Option 1 is to invest the money to do major repairs "as is"without changing elements it would cost approximately$60,000-$70,000. - Option 2 is to keep the concrete slab and build a new skate park, change design to include street elements with a wood and steel combination it would cost approximately$125,000 or in concrete, $200.000. o Proposed Timeline Schedule Jeanine McPherson-Jogle reported the East Naples Velocity Skate Park is in.the planning stage. A community meeting was held to provide input from skaters. Mr. Smith expressed concern in doing repairs to the park if skaters were no longer interested in the current design. Ms. Bills inquired to what legal was saying about mitigation on optional helmets. Staff reported most State Parks are helmet optional. Naples skate parks are helmet optional with the exception of East Naples Velocity Skate Park. Risk Management has signed off the helmet optional. Mr. Smith suggested reusing pipe and wood from the current skate park, where possible,to build the new design and still keep the flow in order to defray costs. Mr.Ribes supports bringing people back to the park and is in favor of using wood over concrete. Barry Williams asked PARAB to move forward on a recommendation. He reiterated the need to do something. Mr. Smith moved to go with the recommend improvements the community recommended in the$120,000 range. Second by Ms. Bills. Mr. Smith modified the motion to direct Parks and Recreation Department pursue a design with wood and steel consistent with what was presented in the $120,000 range. Second by Ms. Bills. Discussion was ensued on renovation of half the park,a design to bring skaters back and combine concrete and wood. It was noted a"no helmet policy" would give the park a higher boost. Staff stated the City of Naples has older skaters sign a liability waiver. Motion carried unanimously, 4-0. VII. Directors Highlights Barry Williams reported: • Snowfest is scheduled to be held on December 1St • "Christmas around the World"will be held on December 8th. • ATV Advisory Committee inspected a site off of Oil Well Road. In January they will be inspecting Devils Garden located in Henry County as another possibility. • He traveled to the National Recreation and Park Association(NRPA) in Anaheim, California with over 7,000 participants. • PAR Department end of year cost recovery was met with budget expectations. SKATE PARK STAFF PROCEDURES 1. Check entire skate park for hazards,problem areas, and trash prior to opening the park to participants. Check must include all ramps and skate areas. Ramps that may pose a hazard to skaters and bikers will be closed until hazards are repaired or removed. All hazards, problems, and graffiti will be reported to the Park Program Supervisor. 2. Staff members will be knowledgeable of all skate park rules and policies and will enforce them, without exception, at all times. 3. All participants will sign in daily and must have a registration &waiver form on file. 4. All loaner equipment will be accounted for at time of opening. Participants will be allowed to use loaner equipment free of charge. Staff member will record the name and telephone number of participant borrowing loaner equipment on the equipment sign out sheet. DO NOT HAVE PARTICIPANTS FILL OUT THIS SHEET. 5. Only staff members will be allowed behind the counter in the skate lounge. 6. Participants may utilize telephone in the lounge as a customer service i.e. to request rides home,notify parents or guardians they have arrived safely at the facility or other calls of this nature. Participants MAY NOT use the telephone to talk with friends or make other personal type phone calls. Staff member will dial all calls to prevent participants from making any long distance calls or inappropriate calls on county telephone systems. 7. Music, if any,played at the skate park will be approved and provided by the Park Program Supervisor. 8. All accidents and injuries will be reported to the Park Program Supervisor immediately. Appropriate first aid will be administered and EMS contacted if appropriate. Accident Reports will be completed for all accidents and injuries regardless of severity. 9. Staff members will rotate duties with one being in the lounge and the other in the skate area at all times. Skate area should be patrolled constantly to ensure safety of participants, to prevent inappropriate behavior/activity, and to pick up trash. 10. Participants who do not follow the skate park rules and policies will first be warned that they have violated a rule. If participant has a second violation the staff member is authorized to have the participant sit out from using the facility for an appropriate period of time (30 minutes). Any additional violations and the staff member will ask the participant to leave the skate park for the remainder of Packet Page -2009- 9/24/2013 16.D.14. the day. Park Program Supervisor will be notified and follow-up action may be taken by the supervisor to recommend revocation of the participants' membership. Staff members are not authorized to ban participants' use of the facility, revoke memberships or have the Collier County Sheriff's Office issue a trespass order without express direction from the Park Program Supervisor. 11. At Closing: a) All loaner equipment will be accounted for. b) Entire Skate Park will be checked for trash and to ensure all participants have departed. c) Perimeter gates will be secured. d) All trash cans will be emptied in park dumpster. e) Daily sign-in sheets and equipment sign-out sheets will be filed in appropriate logbooks. f) Following day's sign-in sheets and equipment sin-out sheets will be set out. g) Alarm set and lounge secured. 12. Weekly Inspection: a) A complete inspection of the park will be conducted once per week utilizing the "Skate Park Inspection Form." b) Inspection form will be forwarded to the Park Program Supervisor for review and action. c) Inspection will be filed on the department's "G" drive in the East Naples Skate Park Folder. d) All items listed, as needing attention/repair that cannot be repaired at the time of the inspection will be addressed follow-up inspection reports until deficiency is corrected. e) Completed inspections will be filed by date of inspection.
