EXECUTIVE SUMMARY Recommendation to approve after-the-fact amendments for the FY13-14 State General Revenue Seniors Program agreements from the Area Agency on Aging for Southwest Florida, Inc. d/b/a Senior Choices of Southwest Florida and corresponding budget amendments which reflect increased funding. (Net Fiscal impact$43,105) OBJECTIVE: To continue to provide uninterrupted support services to Collier County Services for Seniors (CCSS)frail, elderly clients. CONSIDERATIONS: The Services for Seniors program, managed within the Housing, Human, and Veteran Services (HHVS) Department, has been providing support services to Collier County's frail elderly citizens for over 30 years through the Community Care for the Elderly (CCE), Home Care for the Elderly (HCE), and Alzheimer's Disease Initiative(ADI) grant programs. All three (3)grants are funded by the Florida Department of Elder Affairs (DOEA) through the Area Agency on Aging of Southwest Florida, Inc., d/b/a Senior Choices of Southwest Florida (Senior Choices). These grants enable the County's Services for Seniors Program to provide services to seniors and their caregivers, allowing them to remain in their homes and live with independence and dignity. The CCE and ADI amendments provide additional funding to the programs. In addition, all three grant amendments (CCE, HCE and ADI) include contract language as defined in Florida Statutes, Sections 119.0701 and Section 119.011(2). This section of the Florida Statutes relates to public records compliance. The increase in funding will allow CCSS to provide continued services to qualified seniors in Collier County. The amendments were received by staff on August 16, 2013 and are required to be returned to Senior Choices within 30 days. The amendments are being presented after-the-fact because they were not received in time for it to be processed to meet the agenda submittal deadlines for the September l 0, 2013 Board meeting. In order to remain in compliance with the grant and to be able to continue to provide much needed services to the County's frail elderly it was necessary to execute the amendment prior to the regularly scheduled Board meeting. Consequently, pursuant to CMA 5330 and Resolution No. 2010-122, the County Manager authorized Steve Carnell, Interim Administrator, to sign the contract amendment. Collier County as the Lead Agency is responsible to respond to seniors needs and to manage the spending authority for the State General Revenue programs. Packet Page-1901- 9/24/2013 16.D.11 . FISCAL IMPACT: Budget amendments recognizing additional grant revenue cost and setting up the necessary expense appropriation in the amount of$43,105 will reside within Human Services Fund 707, Project 33271 and 33273. The CCE local match requirement of 10%in the amount of$1,275.44 will be met by vendor in-kind match contributions required in accordance with vendor service contract terms. Matching funds are not required in the ADI program. GROWTH MANAGEMENT: There is no growth management impact from this recommendation. LEGAL CONSIDERATIONS: A standard form amendment provided by Senior Choices of Southwest Florida was used for each agreement. This item is approved as to form and legality, and requires majority vote for approval.—JAB RECOMMENDATIONS: That the Board of County Commissioners approve and Chairwoman sign after-the-fact amendments and attestation statements between Collier County and the Area Agency on Aging for Southwest Florida, Inc. d/b/a Senior Choices of Southwest Florida; and authorize the budget amendments.
