EXECUTIVE SUMMARY
Recommendation to direct the County Manager to operate the Collier County airports
and to return to the Board of County Commissioners, acting as the Collier County
Airport Authority,with a staff analysis and operations management plan.
OBJECTIVE: For the Board of County Commissioners, serving also as the Collier County
Airport Authority Board, to vacate from the intense and regular management of the airports
and to move the FAA regulations, staff, grants and other management responsibilities of the
airports under the County Manager.
CONSIDERATIONS:
The County Manager, working with Human Resources, should create a new management
position within his agency that will replace the Airport Executive Director position. The
County Manager should also provide the Board with proposed organizational changes and
position modifications, while staying within the existing budget for the Collier County
Airports. Doing so may potentially reduce total expenditures related to the airports.
By replacing the Executive Director with a management position that reports directly to the
County Manager, the Airports will be provided with improved support within the County
Manager's agency through grant, staffing,project construction and budget support.
FISCAL IMPACT: There is no fiscal impact associated with this executive summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is
approved as to form and legality, and requires majority vote for approval. —JAK
RECOMMENDATION: That the Board of County Commissioners, acting as the Collier
County Airport Authority, directs the County Manager to operate the Collier County airports
and to return to the Board with a staff analysis and operations management plan.
