EXECUTIVE SUMMARY
Recommendation to reappoint two members and reclassify one member of the Bayshore/Gateway
Triangle Local Redevelopment Advisory Board.
OBJECTIVE: To reappoint two members to the Bayshore/Gateway Triangle Local Redevelopment
Advisory Board to terms expiring on May 22, 2021, and reclassify one member currently representing
Bayshore business owners to the category of Davis Boulevard business owners.
CONSIDERATIONS: On March 14, 2000 the Board of County Commissioners adopted Resolutions
2000-82 and 2000-83 establishing the Collier County Community Redevelopment Agency and
identifying two areas within unincorporated Collier County (Bayshore/Gateway Triangle and Immokalee)
as areas in need of redevelopment. In addition, Resolution 2000-83 authorized the creation of Local
Advisory Boards by separate resolution to assist in the implementation of the redevelopment plan. The
CRA adopted Resolution 2001-98 on March 27, 2001, which included a set of bylaws for the
Bayshore/Gateway Local Redevelopment Advisory Board.
The purpose of this nine member committee is to review the Redevelopment Plan, to make
recommendations to the Community Redevelopment Agency, to receive input from members of the
public interested in their respective component areas and to report such information to the Community
Redevelopment Agency. Members are to be comprised of Bayshore residents, Gateway Triangle
residents, Bayshore business owners, Tamiami Trail (US41) business owners, Davis Boulevard (SR84)
business owners, Bayshore MSTU representatives, and at large representatives who reside or engage in
business or both in the Bayshore/Gateway Triangle Redevelopment Area. Terms are three years. A list of
the current membership is included in the backup.
Three seats on this committee will expire on May 22, 2018, and there is one additional vacancy. The
vacancies were advertised and applications were received from the following:

ATTENDANCE: Michael Sherman has had one unexcused absence in the past two years, and Maurice
Gutierrez has had no unexcused absences in the past two years. Attendance records are included in the

backup.
COMMITTEE RECOMMENDATION: At its regular meeting on April 3, 2018, the advisory board
unanimously voted that Mr. Gutierrez and Mr. Sherman each be recommended for reappointment to their
respective seats. A recommendation memo is included in the backup.
Furthermore, Mr. Ron Kezeske’s term on this committee will expire on May 22, 2018, and he has chosen
not to reapply. This will leave a vacancy representing Davis Boulevard business owners. Mr. Stephen
Main is a current member who was appointed as a representative of Bayshore business owners. However,
Mr. Main’s business operations have since moved from the Bayshore area to the Davis Boulevard area. At
its meeting on April 3, 2018, the advisory board unanimously voted to recommend that Stephen Main be
reclassified as a representative of Davis Boulevard business owners, upon the expiration of Mr. Kezeske’s
current term.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the reappointments
and reclassification.
