EXECUTIVE SUMMARY
Recommendation to authorize the execution of the 2017/2018 Federal Highway Administration
Flexible Funds Grant Award in the amount of $316,250 for the purchase and installation of live
camera feeds on transit vehicles and onboard WiFi through the Federal Transit Administration
(FTA) Transit Award Management System (TrAMS) and authorize a Budget Amendment.
OBJECTIVE: To obtain grant funds to make day to day operations more efficient and provide a better
customer experience.
CONSIDERATIONS: On February 13, 2018, the Board of County Commissioners (Board) approved an
Agenda Item (16D10), authorizing the submittal of a grant application for the 2017/2018 Federal
Highway Administration Flexible Grant Funds in the amount of $316,250 to acquire and deploy
technology that includes real-time camera feeds to replace existing technology on all fixed route and
paratransit vehicles and onboard WiFi capabilities on all vehicles. The awarded funding will allow for
upgrades to cameras on all fixed route and paratransit vehicles. The grant requires a 20% match for transit
projects. Collier County has requested and received approval from the Florida Department of
Transportation (FDOT) to use $79,062 toll revenue credits as a soft match for the grant.
On March 23, 2018, County staff received notification of award from the FTA. Following Board
approval, execution of the grant is processed through the FTA TrAMS by the Collier County Public
Services Department Head, who serves as the Board of County Commissioners’ appointed designee.
FISCAL IMPACT: A Budget Amendment is required in the amount of $316,250 to recognize the grant
revenue funds to Collier Area Transit (CAT) Grant Fund (424), Project 33556. Collier County has
received approval from FDOT for the use of $79,062 toll revenue credits as a soft match for the Capital
Grant Funds.
GROWTH MANAGEMENT IMPACT: This Item supports the goals and objectives of the
Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
RECOMMENDATION: To: (1) Authorize execution of the grant award for the 2017/2018 Federal
Highway Administration Flexible Funds Grant Award in the amount of $316,250 through the FTA
TrAMS and (2) authorize the necessary Budget Amendment.
