EXECUTIVE SUMMARY
Recommendation to accept a revised FY17-18 Federal Transit Administration (FTA) Section 5310
Grant Award in the amount of $10,977, authorize the necessary Budget Amendments and approve
the purchase of four (4) paratransit vehicles and radios using those funds.
OBJECTIVE: To leverage federal and state grant funding to purchase four (4) paratransit vehicles and
mobile radios.
CONSIDERATIONS: On March 27, 2018, the Board of County Commissioners (Board) approved the
FY17-18 FTA Section 5310 revised grant application pages to purchase four (4) vehicles with radios
instead of three (3). Staff recently received the revised grant award for the four (4) vehicles. The FTA
Section 5310 Grant is an 80% federal award with 10% of the funds matched by the state and requires a
10% local match. The Florida Department of Transportation (FDOT) increased and fully approved the
total amount of the grant award from $345,921 to $356,898 which is the total cost to purchase the four (4)
vehicles with radios. The local match requirement increased from $34,592 to $35,690 which is a
difference of $1,098; less than the staff anticipated amount of $10,977. A revised form 424 with the
adjusted amounts has been uploaded with the FY17 5310 Grant Award.
These paratransit vehicles will be purchased in FY18 through the FDOT Vehicle Procurement Program, a
State of Florida contract. Each year the Florida Vehicle Procurement Program (FVPP) assists transit
agencies in purchasing transit vehicles in the most economical way possible. This procurement program is
managed by the FDOT and administered by the Center for Urban Transportation Research (CUTR). The
FVPP contract was authorized for use by the Board on September 8, 2015, (Agenda Item 16E5); this
Board action authorized the County Manager to use State of Florida contracts, agreements and price lists
for the efficient purchase of goods and services for the delivery of public services, which is consistent
with County’s Purchasing Ordinance.
FISCAL IMPACT: The amended grant award of $10,977 requires Budget Amendments in the amount
of $4,248 to recognize additional grant funding within Transportation Disadvantaged Grant Fund (428) of
$2,800 and matching funding of within TD Match Fund (429) of $1,448, Project 33549. Match
requirements of 20% are shared by the County ($1,098) and the State ($350). The County’s share of local
funding is available within Transportation Disadvantaged Fund (427) operating budget through a transfer
to TD Match Fund 429. Note that the remaining amount of $6,729 associated with the Federal and State
portion of funding for Buses is not appropriated due to mandated use of the FVPP. As such, the grantor
agency remits funding directly to the vendor.

four (4) replacement paratransit vehicles and four (4) radios.
