EXECUTIVE SUMMARY
Recommendation to approve the execution of the 2017/2018 Federal Highway Administration
Flexible Funds Grant Award (Section 5307) in the amount of $274,000 for the purchase and
installation of additional bus shelters through the Federal Transit Administration (FTA) Transit
Award Management System (TrAMS) and authorize the necessary Budget Amendment.
OBJECTIVE: To obtain grant funds for the purchase and installation of additional bus shelters for
Collier Area Transit (CAT) Passengers.
CONSIDERATIONS: On February 13, 2018, the Board of County Commissioners (Board) approved an
Agenda Item (16D9), authorizing the submittal of a grant application for the 2017/2018 Federal Highway
Administration Flexible Grant Funds in the amount of $274,000 for the purchase and installation of up to
twelve (12) additional bus shelters throughout Collier County including amenities such as bike racks,
benches, and trash receptacles to place on existing pads. The grant requires a 20% match. Collier County
received approval from the Florida Department of Transportation (FDOT) to use $68,500 toll revenue
credits as a soft match for the grant.
On March 23, 2018, County staff received notification of award from the FTA. Following Board
approval, execution of the grant is processed through the FTA TrAMS by the Collier County Public
Services Department Head, who serves as the Board of County Commissioners’ appointed designee.
FISCAL IMPACT: A Budget Amendment is required in the amount of $274,000 to recognize federal
grant revenue within CAT Grant Fund (424), Project 33555. Collier County has received approval from
FDOT for the use of $68,500 toll revenue credits as a 20% soft match to the Capital Grant Program.
GROWTH MANAGEMENT IMPACT: This Item supports the goals and objectives of the
Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. -JAB
RECOMMENDATION: To: (1) Authorize execution of the grant award for the 2017/2018 Federal
Highway Administration Flexible Fund Grant Award in the amount of $274,000 through the FTA TrAMS
and (2) approve the necessary Budget Amendment.
