Agenda 04/24/2018 Item #16D 104/24/2018 EXECUTIVE SUMMARY Recommendation to approve Budget Amendments in the amount of $20,526.23 due to a reduction in available program funds from the U.S. Department of Housing and Urban Development (HUD) Shelter Plus Care (S+C) Grant (net Fiscal impact of $20,526.23). OBJECTIVE: To restore a reduction in available program funds under the S+C Grant within Housing Grant Fund (705) to cover expended funds not reimbursed to the County. CONSIDERATIONS: On October 11, 2011, Collier County accepted the 2010 Continuum of Care (COC) S+C Grant award from HUD in the amount of $81,840 (Agenda Item 16D1) and subsequent actions on June 25, 2013 (Agenda Item 16D11) and July 07, 2015 (Agenda Item 16D7). This agreement was previously terminated and reinstated under HUD guidance to transfer sponsorship from Collier County to the Collier County Housing Authority. The grant provided rental assistance and supportive services for hard to serve homeless persons with disabilities, primarily those who are seriously mentally ill; have chronic problems with alcohol, drugs, or both; or have acquired immunodeficiency syndrome (AIDS) and related diseases. Supportive services include health care, mental health treatment, alcohol and other substance abuse services, child care services, case management services, counseling, supervision, education, job training, and other services essential for achieving and maintaining independent living. The grant was scheduled to end on September 25, 2017, but due to Hurricane Irma, Community and Human Services (CHS) reached out to HUD requesting an extension to draw down on all final expenditures. On September 14, 2017, the HUD Director of Program Coordination and Analysis Division who oversees the S+C programs in Washington, DC granted an extension to September 30, 2017. On September 29, 2017, a final draw request was submitted into the HUD’s Electronic Line of Credit Control System (eLOCCS) requesting the County’s final reimbursement request in the amount of $20,526.23, where it was denied and later found that the funds had been returned to the U.S Treasury due to the expiration of the grant award. CHS followed up with various contacts at HUD Washington to request CHS’s final reimbursement request but due to statutory requirements imposed on the grant award were unsuccessful in getting the final reimbursement request processed. FISCAL IMPACT: Because the final draw request was denied while payment to the sub recipient had been made an alternative funding source is required to balance Housing Grant Fund (705) Project 33173. Staff recommends a budget amendment moving funds from the CHS Client Assistance Cost Center in the General Fund (001-155930) to Housing Grant Fund (705) Project 33173. The amount of the required budget amendment is $20,526.23. LEGAL CONSIDERATIONS: No legal issues are raised by this item which is ready for Board action and requires a majority vote. - JAB GROWTH MANAGEMENT IMPACT: There is no Growth Management impact. RECOMMENDATION: To approve all necessary Budget Amendments.
