EXECUTIVE SUMMARY
Recommendation to award Bid 17-7174, “Sale of Recycled Materials,” to Garden Street Iron &
Metal Inc. and A&D Scrap Material Inc.
OBJECTIVE: To award a contract for the sale of recyclable materials collected at the Collier County
Recycling Drop-Off Centers that will support the Solid & Hazardous Waste Management Division’s
recycling programs by preserving valuable landfill airspace and provide a long term beneficial use
through sustainable gains toward the State of Florida’s 75 percent Recycling Goal currently certified at 65
percent.
CONSIDERATION: The Solid and Hazardous Waste Management Division (SHWMD) is responsible
for providing Collier County with an efficient and economical balance of public and private services,
which meet federal, State, and local regulations for solid waste disposal and ensures public health and
safety, while reducing the solid waste stream, increasing public awareness of recycling, and adhering to
the enduring guiding principles of the Public Utilities Department.
Collier County residents and small businesses may dispose of recyclable materials all year long for free,
or at a nominal cost, at any of the county’s four recycling drop -off centers, five days a week. These
recyclable materials include cardboard, plastics, paper and scrap metal. Selling these materials to third
party vendors that will further process them and lengthen their useful life will provide a moderate revenue
source to help support the program. Some of the sources include material disposal costs, customer
education, facility operation and maintenance, and equipment replacement. The sale price of the
materials will be based on current market values as expressed by the American Metals Market or the
Official Board Markets. Based on weight, materials will either be sold as loose material by the bale or by
vendor-provided roll-off collection containers.
The recycling drop-off centers collect approximately 900 tons of recyclable materials annually that would
otherwise be disposed of in the Collier County Landfill. Based on current projections, an estimated 2,700
tons of airspace disposal capacity will be saved over the three -year term of the contract. Landfill airspace
is valued at $92 per ton, resulting in a projected airspace savings of $248,400 over the course of three
years. Based upon bid tab estimates, the net revenue projections are estimated at $321,800 over the next
three years.
On August 13, 2017, the Procurement Services Division posted Invitation to Bid 17-7174, “Sale of
Recycled Materials.” The County sent electronic notices to 257 prospective vendors; 21 vendors
downloaded the full bid packages, and two submissions were received. Although actual payments to the
County will be based on the weight of the collected recyclable items, for the purposes of the bid, a
formula was used to determine award for each recyclable item based on current market value (CMV).

Staff reviewed the bids and determined Garden Street Iron & Metal Inc. and A&D Scrap Metal to be the
highest, most qualified and responsive vendors. Following bid opening, Garden Street Iron & Metal, Inc.
withdrew its Category 2 bid as struck out above. Based upon staff’s review, Garden Street Iron & Metal
offers the best value for Category 1 materials, while A&D Scrap Material offers the best value for
Category 2 & 3 materials.
FISCAL IMPACT: Projected revenues anticipated over the three-year duration of Bid 17-7174, based
on today’s recyclable materials market, are estimated at $321,800. Projected airspace savings are
estimated at $248,400 over the three-year term of the contract. The combined revenue and airspace
savings are projected to be $570,200. Funds are available in the Solid Waste Disposal Fund (470).
GROWTH MANAGEMENT IMPACT: The sale of recycled materials is compliant with the Solid
Waste Sub-Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
of the Board. -SRT
RECOMMENDATION: That the Board of County Commissioners awards Bid 17-7174, “Sale of
Recycled Materials,” to Garden Street Iron & Metal Inc. for category 1 mat erials, and to A&D Scrap
Material for categories 2 and 3 materials and authorizes the Chairman to execute the attached
Agreements.

(21) packages were downloaded and two-(2) bids were received on the due date of October 2, 2017. After
review of the bid submittals, Staff recommends award to the firms offering the best value to the County:
Garden Street Iron & Metal Inc.; for Categories 1 and 2; and A&D Scrap Materials for Category 3. After
notifying the vendors, Garden Street Iron & Metal Inc. requested to be removed from Category 2 and the
award was revised to:
Categories 1, 2 -Ferrous Metal to Garden Street Iron & Metal Inc.; and Category 2 and Category 3 to A&D
