EXECUTIVE SUMMARY
Recommendation to approve Change Order No. 2 to Contract No. 14-6296 in the amount of
$99,771.79 with HighSpans Engineering, Inc., for construction engineering inspection (CEI)
services for the Chokoloskee Bridge Replacement, Project No 66066.
OBJECTIVE: To continue the CEI services of HighSpans Engineering, Inc., through completion of
construction of the Chokoloskee Bridge Replacement Project.
CONSIDERATIONS: The original negotiated time and materials contract with HighSpans Engineering,
Inc., for CEI services was for a term of 728 days, with a final completion date of January 5, 2018. This
included 30 days prior to construction and 30 days after construction completion for closeout, which is
the customary timeframe for CEI services.
In August 2017, staff issued a revised Notice to Proceed to coordinate the CEI contract to the construction
completion date. It extended the CEI contract completion to May 4, 2018. No additional funds were
requested at that time. Although construction was progressing, it was necessary to increase the
construction contract time to address delays caused by weather, holidays and Hurricane Irma, as well as a
change order to the contract. The construction completion date is currently scheduled for June 26, 2018.
Major accommodations in methods and materials used by the construction contractor (such as detour
changes) were made in response to damage caused by Hurricane Irma and increases in construction time
has resulted in the need for increased CEI contract time. In this change order, staff is proposing adding
days to the CEI contract past the construction contract completion of June 26, 2018 to August 31, 2018.
The extended timeframe will allow the consultant to be retained throughout the project’s duration with
approximately two additional months, rather than the typical overlap of 30 days to accommodate any
additional days needed by the construction contractor and for the closeout of the project. This is being
proposed to avoid a future time change order because the construction contractor has already requested
additional days due to road closures caused by wildfires that held up material deliveries and the
possibility exists of a need for additional construction contract days. It should be noted that if the time
anticipated to reach final completion and project closeout is less, the charges from the CEI firm will be
reduced accordingly.
Since the revised Notice to Proceed, there have been no funding increases in the HighSpans contract,
which is estimated to run out of funds in April 2018. The proposed increase in the HighSpans contract of
$99,771.79 is to fund CEI services through to final construction completion, project certification and the
closeout phase.
FISCAL IMPACT: Funds in the amount of $99,771.79 are available from Impact Fees/Gas Taxes. The
original contract amount negotiated was $594,560.58. This Change Order No. 2 will be a 19.34%
increase over the original contract amount, which will bring the total contract amount to $709,564.37.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. - SRT
GROWTH MANAGEMENT IMPACT: The Project has no impact on the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approves Change Order No. 2,
extending Contract No. 14-6296 “Chokoloskee Bridge Replacement” with HighSpans Engineering, Inc.,
by 119 days and an increase in the contract amount of $99,771.79
