EXECUTIVE SUMMARY
Recommendation to authorize an increase to the estimated annual expenditure for purchasing
paint and related items on award#11-5696-"Paint and Related Items."
OBJECTIVE: To obtain approval to continue purchasing paint and related items on award #11-5696 -
"Paint and Related Items".
CONSIDERATIONS: In 2011,the County awarded ITB#11-5696—"Paint and Related Items,"which
allows staff to purchase paint and painting related materials. Departments utilize this contract to perform
work in-house versus utilizing outside painting contractors.
The Executive Summary dated 09/13/2011 (Item 16.E.2), estimated expenditures at approximately
$65,000 annually. Since the award of the solicitation, the County has taken on a number of projects that
otherwise would have been outsourced to painting contractors, (who would have provided paint in their
bids). Staff is updating the estimated annual expenditures for this contract with historical data. The
annual spend on this award is as follows:
FY12 $73,000
FY 13 $114,000
Staff requests that the Board approves the continued use of award#11-5696—"Paint and Related Items"
for the purchase of paint and related products as long as the expenditure has been identified in each
Department's Board approved capital or operating budgets.
FISCAL IMPACT: Funds are budgeted in individual department and project budgets.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
majority vote for approval.—CMG

EXECUTIVE SUMMARY
Recommendation to award ITB 11-5696, "Paint and Related Items," to Sherwin-Williams for an
estimated annual amount of S65,000.
OBJECTIVE: To obtain approval to award ITB 11-5696, "Paint and Related Items,'' to Sherwin-
Williams for the necessary purchase of painting supplies required to maintain and protect County
maintained buildings.
CONSIDERATIONS: Facilities Management uses a wide variety of paint and paint-related items. which
includes. but is not limited to, paint. paint brushes, rollers, roller poles. and solvents. These items are
required to provide the County with properly maintained facilities.
On June 14. 2011, the Purchasing Department solicited proposals from paint and related supply
companies. A total of two hundred and fourteen (214)notices were sent out electronically,thirty four(34)
companies downloaded the solicitation packet. Those who were solicited include. but were not limited to,
Ace Hardware,Lowes, F.lexbon,and Scott Paint.
Sherwin-Williams was the sole responder to the bid and it is staffs recommendation that Sherwin-
Williams is capable, qualified,and fairly price to provide paint and related supplies to the County.
FISCAL IMPACT: Facilities Management's expenses are estimated to average$65,000 annually. Funds
are budgeted in the Department of Facilities Management's Operating Cost Center(122240).
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's
Office. is legally sufficient for Board action and only requires a majority vote for approval—SRT.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
RECOMMENDATION: That the Board of Collier County Commissioners approves the award of ITB
11-5696,"Paint and Related Items,"to Sherwin-Williams.
