EXECUTIVE SUMMARY
Recommendation to approve restoring available CDBG grant 44505 to the full award amount by
recognizing Department of Housing and Urban Development(HUD)grant repaid loan proceeds,
and the transfer of local FY13 operating funds from Housing,Human and Veterans Services
(HHVS)Fund 001 to Housing Grant Fund 121 in the total amount of$16,549.18; and approve
necessary budget amendments.
OBJECTIVE: To restore the available 2009-10 CDBG grant budget 44505 in Housing Fund (121) to
the full award amount.
CONSIDERATIONS: HHVS staff is working in collaboration with OMB Grants Compliance to
reconcile all older HUD grant awards from inception.
In the HUD CDBG 2009-10 budget year $16,549.18 in allowable grant administrative and
program expenditures became ineligible for reimbursement as a result of a failure to timely
correct coding errors that applied expenditures to the wrong grant project. As a result,
expenditures in grant 44505 are overstated and the funds available for disbursement to sub
recipients are understated.
To correct the available budget understatement and allow the full amount of the grant to be
disbursed, the incorrectly applied expenditures must be covered by another funding source and
moved out of grant budget 44505. Accordingly, staff is recommending that monies from excess
program income and the General Fund be recognized and transferred into Fund(121) to establish
a new budget allowing the incorrectly coded expenditures to be moved out of grant 44505. This
will restore the amount available in grant 44505 to its full amount.
FISCAL IMPACT: In order to restore the 2009-2010 CDBG grant 44505 budget in Fund (121),
staff recommends recognizing loan repayment proceeds in the amount of $6,333.33 and
transferring budget from the HHVS (001)-155930 budget to Fund (121) CDBG in the amount of
$10,215.85. The total increase to Fund(121) is $16,549.18. The budget created with these funds
will be used to allow incorrectly coded expenditures to be moved out of grant 44505.
LEGAL CONSIDERATIONS: This item is necessary to budget funds for payment of eligible
expenses for a CDBG project as set forth in a Board approved subrecipient agreement.
Accordingly, this item is approved as to legality and requires a majority vote for Board action -

RECOMMENDATION: That the board approve and recognize the necessary budget amendments
as discussed herein in the amount of$16,549.18.
